HomeMy WebLinkAbout2018-129 (assessing transportation adequacy fees for Boutwell Farm) RESOLUTION 2018-129 CITY OF STILLWATER WASHINGTON COUNTY,MINNESOTA A RESOLUTION ADOPTING TRANSPORTATION ADEQUACY ASSESSMENT FOR BOUTWELL FARM WHEREAS, pursuant to Development Agreement Resolution No. 2018-125 for the final plat and development known as Boutwell Farm, as approved by the City Council on the 5th day of June,2018, the Council has considered a request of the Developer for assessment against the lots in the Boutwell Farm Development of the transportation adequacy charges as required to be paid by the Developer; and WHEREAS, the City Engineer has computed the transportation adequacy charges at the rate of$8,379 per acre,for a total of$30,248.191, or a total of$3,360.91 for each of Lots 1-6 and Lots 8-10 (Lot 7 is exempt); and WHEREAS,the proposed subdivision of the property is not yet effective, since PID numbers for the lots within the Boutwell Farm Development have not been assigned by Washington County. NOW,THEREFORE, BE IT RESOLVED,by the City Council of the City of Stillwater as follows: 1. That the amount of$30,248.19 is hereby adopted as an assessment and that it be payable in three annual installments of$10,082.73,with interest on the unpaid balance at the rate of 4.5% per annum. 2. That at the present time the assessment be spread against the property with Washington County PID No. 1903020430029. 3. That upon filing of the plat of Boutwell Farm and the assignment of PID numbers by Washington County for the individual lots, a reallocation of the assessment is hereby authorized at the rate of$3,360.91 for each of Lots 1-6 and 1 Transportation adequacy charge of$8,379 per acre. Credit is given for the existing house on Lot 7. Lot has 33,575 square feet(0.771 acres),so with 4.381 acres of developable property(assuming wetland buffer of only 100 feet from creek banks),3.61 net acres would be required to pay this charge. Therefore a total of$30,248.19 would be due for transportation adequacy charges. Enacted by the City Council of the City of Stillwater, Minnesota this 19th day of June, 2018.
