Chairman Lieberman called the meeting to order at 7:01 p.m. Present: Chairman Lieberman, Commissioners Johnson, Krakowski, Zahren, Larson, Brach Council Representative Cook Staff: City Planner Pogge APPROVAL OF MINUTES Possible approval of November 5, 2012 meeting minutes Motion by Commissioner Krakowski, seconded by Chairman Lieberman, to approve the minutes of the November 5, 2012 meeting. All in favor. OPEN FORUM There were no public comments. PUBLIC HEARINGS There were no public hearings. DESIGN REVIEWS Case No. DR/2012-36. Design review of awnings and building painting located at 102 Main Street South, 106 Main Street South and 279 Myrtle Street East in the CBD, Central Business District. Acme Awning, applicant. Anthony Misenor of Acme Awning offered to answer any questions for the Commission. Chairman Lieberman reviewed that the applicant has painted portions of the building black, along with some of the precast concrete masonry surfaces. The City prohibits the painting of masonry surfaces due to issues of durability and spalling likely to occur over time. But due to the porous nature of the surface, there is little that can likely be done to effectively remove the paint. In addition, a total of three awnings are proposed, two on Main St and one on Myrtle St. Staff is concerned that the awnings are each differently shaped with varying angles which could further emphasize the disjointed elements of the front façade. Staff recommends that the two awnings on Main Street be redesigned to have a similar height, projection, and angle with each other and preferably at a 45 degree angle. Mr . Misenor said he was hired to help the building owner install three awnings. He stated that one awning does not have a 45 degree angle because it was felt if projected out further, it might encumber people trying to move something more than eight feet high down the sidewalk because of the stoplight being so close. Heritage Preservation Commission Meeting December 3, 2012 Page 2 of 3 Commissioner Johnson noted that there is inconsistency in the look of the building, such as blank wall space between windows and masonry above. Bringing the awning across the full length of the building might help. Mr . Misenor said this could be done at substantial cost. He could suggest this to the building owner. Commissioner Larson suggested it would look better to keep the bottom line of the awnings consistent. Commissioner Johnson said that mounting them at the same elevation and having them the same height relative to the building is what’s important. He also would like to know what the signage plan is. Chairman Lieberman pointed out that the Commission can’t make a decision tonight because it isn’t up to Mr. Misenor, as he is not the building owner. Motion by Chairman Lieberman, seconded by Commissioner Johnson, to table the request until the building owner can be present. All in favor. Case No. DR/2012-49. Design review of signage for No Neck Tony’s located at 231 Myrtle Street in the CBD, Central Business District. Olivia Horning, applicant. Anthony Misenor , owner of Acme Awning, stated he was present to get a better idea of the Commission’s rules to better help his clients. Chairman Lieberman explained that the question is the signing issue - one sign allowed per elevation, but now there are three signs, since the name No Neck Tony’s is now on the awnings. Commissioner Johnson pointed out other businesses are not allowed to have names on an awning and a sign. Mr. Misenor said the building owner could get a different valance. He believes the owner thought he had approval for the name being on the valance. City Planner Pogge clarified that the City allows symbols or generic words such as “beer and wine” but not a business name on an awning if there also is a sign. Motion by Commissioner Johnson, seconded by Commissioner Krakowski, to require that “No Neck Tony’s” be removed from the existing awning valances and be replaced with matching fabric, and the stripes may remain, and it would be permissible to have a product name or symbols on the valance in accordance with the ordinance, but not a business name. All in favor. Case No. DR/2012-50. Design review of signage for Rafters located at 371 Main Street South in the CBD, Centr al Business District. Larry Cramer, applicant. City Planner Pogge explained that the applicant is requesting design review and approval for a sign that has already been installed. The sign that is remarkably different than the sign that was approved June 8, 2011. In addition, the applicant is requesting permission to add “Event Center” in red vinyl letters over a white patch on the awning that was added to cover up an old sign. Design guidelines require signage on awnings to be located on the valance. This proposal does not meet that and staff recommends against it. Additionally this site currently has a projecting sign along with the new wall sign. When the applicant originally submitted their sign application in 2011, the old establishment had a projecting sign and a awning sign for Cherry Heritage Preservation Commission Meeting December 3, 2012 Page 3 of 3 Bowl. Hence they were permitted to keep two signs when normally a business would be permitted to have just one sign. One of the conditions of approval for the new sign for this project was for the applicant to remove the awning sign. Staff recommends this condition remain in place to be consistent with the guidelines and ordinance. Commissioner Larson said he will abstain from the vote because he has a current business contract with the applicant. Motion by Commissioner Zahren, seconded by Commissioner Johnson, to deny the request and require the installation of signage as previously approved, including the wall sign being centered, and also to deny the request to add the words “Event Center” to the awning. All in favor with Commissioner Larson abstaining. NEW BUSINESS 2011 -2012 Annual Report of the Stillwater Heritage Preservation Commission City Planner Pogge presented the report and told the Commission that at the Preservation Conference, Stillwater’s report was used as an example. He added that the City’s Heirloom Home and Landmark Sites web site is surprisingly popular. OTHER BUSINESS Union Depot Grand Opening Council Representative Cook encouraged Commissioners to attend the restored St. Paul Union Depot’s grand opening December 8. City Council Meeting December 4 - Findings of Fact Denying the Demolition Requests Chairman Lieberman pointed out on December 4, the Council will vote on the St. Paul Lutheran Church house demolition requests. He initiated general discussion of the issue, strategies and key points related to the cases. City Planner Pogge explained that if the Council denies the demolition, the process of review for potential historic designation will begin.
