AGENDA 1, Approval of the March 26, 2018 Minutes 2. Open Forum - The Open Forum is a portion of the meeting to address the Board on subjects which are not a part of the meeting agenda. The Board may take action or reply at the time of the statement or may give direction to staff regarding investigation of the concerns expressed. Bridgeview Park and Downtown Trail Update Commission ItemsffopicS CITY OF STILLWATER PARKS AND RECREATION COMMISSION MEETING March 26, 2018 Present: Chairwoman Linda Amrein, Commissioners Scott Christensen, David Brandt, Bill McGlynn, Sam Nelson and Sandy Snellman Absent: Commissioners Rob McGarry, Bill McGlynn and Council Representative Mike Polehna Staff: Public Works Superintendent Tim Moore APPROVAL OF MINUTES Possible approval of Februa 26 2018 meeting minutes Motion by Commissioner Snellman, seconded by Commissioner Brandt, to approve the February 26, 2018 meeting minutes. All in favor, 6-0. OPEN FORUM There were no public comments. ACTION ITEMS Boutwell Farm Public Works Superintendent Moore provided the staff report which stated that Kevin von Riedel, Westridge Development, LLC, plans to develop a property of about 4.9 acres at 12588 Boutwell Road. The property includes the farm house originally owned by Reverend Boutwell. Both the farm house and a granary will be saved. The preliminary plat for the project, to be known as Boutwell Farm, shows ten single family lots that are proposed to be rezoned RA, single family residential. Boutwell Farm Road will be constructed to serve the ten lots. The road will temporarily have access to Boutwell Road via an easement encumbering Lot 10. When the property to the east develops, Boutwell Farm Road will be extended through that property and intersect with Boutwell Road in alignment with Minar Avenue. At that time, the temporary connection will be removed. The 40 foot wide temporary road easement will then be vacated, but a 30 foot wide utility easement will remain in place for the public utilities that will be located there. A sidewalk is planned for the south side of Boutwell Farm Road. It will connect to the trail that already exists on the north side of Boutwell Road. The Comprehensive Plan's park chapter shows no planned trails through the property. There is a system of bituminous trails throughout the area, and numerous natural trails maintained in the neighborhood that interconnect with the bituminous trail system. Staff finds it consistent with the Comprehensive Plan to require trail dedication to be in the form of cash rather than trail improvements on the property. If the Parks Commission recommends requiring fees in lieu of trail Parks and Recreation Commission Meeting March 26, 2018 improvements, then trail fees will be due on nine of the ten lots. The existing house is exempt. The trail fee for a single family home is $500. Therefore, $4,500 would be due for the trail fees at the time the final plat is released. The Comprehensive Plan identifies no parks on the property. If the Parks Commission recommends requiring fees in lieu of land or improvements, then park fees will be due on nine of the ten lots. The park fee for a single family home is $2,000. Therefore, $18,000 would be due for the park fees at the time the final plat is released. Staff recommends constructing the sidewalk as described above and dedicating $22,500 in park and trail fees to be due prior to the release of the final plat. Motion by Commissioner Brandt, seconded by Commissioner McGlynn, to recommend to the Council that park and trail dedication fees of $22,500 be required for the development of Boutwell Farm. All in favor, 6-0. Music in the Park Public Works Superintendent Moore reported that Woody McBride has changed his proposed schedule for 2018 Music in the Park to one Sunday per month, June 10, July 8, August 12 and September 9. Times, setup, layout and takedown remain the same as previously proposed. Motion by Commissioner Snellman, seconded by Commissioner Nelson, to recommend that the Council approve the application for Music in the Park for 2018. All in favor, 6-0. INFORMATION ITEMS There were no information items. COMMISSION ITEMS/TOPICS Commissioner Terms Chairwoman Amrein noted that terms are expiring for herself and Commissioners Snellman and Christensen. She led discussion of the re -appointments. Commission Chair and Vice Chair Chairwoman Amrein said she is open to someone else being Chair. Commissioners expressed their desire to have Amrein remain as Chair and Commissioner McGarry remain as Vice Chair. Motion by Commissioner Snellman, seconded by Commissioner McGlynn to elect Amrein as Chair and McGarry as Vice Chair. All in favor, 6-0. Mr. Moore reported that the City Council would like to resume the practice of informally interviewing the Chair of each Commission. Page 2 of 3 Parks and Recreation Commission Meeting March 26, 2018 Commissioner Christensen said he feels the Parks Commission should become a stronger advocate before the City Council on some issues. He would like to have better communication with the Council about issues involving the parks. ADJOURNMENT Motion by Commissioner Snellman, seconded by Commissioner McGlynn, to adjourn. F OF MINNf S01A f►TiC�iii•7 To: Parks and Recreation Commission From: Tim Moore, Public Works Superintendent Date: April 19, 2018 Re: Pioneer Park Restroom Staff has been meeting with Mark Balay of Balay Architects regarding the Pioneer Park Restroom project. During this time we have focused on creating a preliminary layout and design for the bathroom facility. Attached are 2 options of the layout for your review. Mr. Balay will be at the meeting Monday night with updated information. A public information meeting/open house will be scheduled at the May 21St Parks and Recreation Commission meeting. Comments will then be gathered and incorporated into plans for the Commission review at the June 25th meeting. The Commission will then make a recommendation to City Council for approval on July 3rd. At that time the remaining pits were removed. Volunteers from the horseshoe league have been working through the winter building new frames for new pits to be installed this spring. Grading, placement and restoration will be done with volunteers and Public Works staff. DISCUSSION Some other improvements can be made to Northland Park at reasonable costs, possibly with Public Works staff this summer. One item is to enlarge the outdoor pleasure rink located between the lower ball field and the hockey rink. Attached is a preliminary plan showing the proposed rink layout. The other would be to construct a bituminous trail entrance into the park on Bayberry Avenue and Hawthorne Lane. There is $40,000 in the 2018 Parks Capital Outlay budget that can be used for this project. Following is the contractors proposed schedule and list of work to be done for the project. The project will be the week of 4/23/2018: 1. Construct upper portion (Sunnyside to the Oasis Cafe) of the loop trail along the railroad tracks. 2. Complete construction of the lower trail to the Sunnyside entrance. 3. Construct a parking lot at Sunnyside and TH 95. 4. Construct a road from Sunnyside entrance to the City's lift station along the river. 5. Add storm sewer along TH 95. 6. Complete trail construction in front of the Freight House. 7. Install fiber optic cable along TH 95 to the Lift Bridge. The contractor has indicated that work will start with tree removals along the trail, then proceed to railroad track and ties removal. The trail in front of the Freighthouse and the parking lot at Sunnyside is to be completed by Memorial Day. All work is to be completed by the end of August. TH 95 from the Sunnyside entrance to the Oasis Cafe is scheduled to be shut down for a three week period in May. Dates at this time are unknown.
