APPROVAL OF JOINT POWERS AGREEMENT FOR A
WASHINGTON COUNTY MOBILE FIELD FORCE UNIT
WHEREAS,Washington County and Cities of Cottage Grove, Forest Lake, Oak Park Heights,
Oakdale, St Paul Park, Stillwater and Woodbury desire to establish a highly trained and
skilled Mobile Field Force Unit whereby they may jointly exercise powers common to law
enforcement on issues requiring:
• A response to public assemblies, including but not limited to, civil disturbances,
protests, and riots.
• A coordinated and formal framework for membership and personnel commitments,
overall operations, available resources, general management, and liability issues
consistent with the intent of the Agreement and the objectives of the Parties.
• Other similar or related services, programs, and procedures as determined by the
Board.
BE IT RESOLVED, the City Council of Stillwater, MN hereby approves that Joint Powers
Agreement between the City of Stillwater and Washington County and Cities of Cottage
Grove, Forest Lake, Oak Park Heights, Oakdale, St Paul Park, Stillwater and Woodbury for a
Mobile Field Force Unit, as on file with the City Clerk.
BE IT FURTHER RESOLVED, that the Stillwater City Council authorize the Mayor and City
Clerk to sign the agreement on the City's behalf.
Adopted by the City Council of the City of Stillwater this 3rd day of April, 2018.
