Stillwater City and Town Joint Planning Board
Regular Meeting Minutes
June 18, 2014 – 7:00 pm
Present: Stillwater Township Supervisors Dave Johnson and Sheila Untied; City of
Stillwater Mayor Ken Harycki
Absent: Stillwater City Councilmember Tom Weidner
Staff present: Stillwater Community Development Director Bill Turnblad and City
Planner Abbi Jo Wittman
Chair Johnson called the meeting to order at 7:00 PM.
Approval of Agenda
Board Member Untied moved to approve the agenda, which was seconded by Board
Member Harycki. The motion passed unanimously.
Approval of Minutes
Board Member Harycki moved to approve the agenda, which was seconded by Chair
Johnson. The motion passed unanimously.
Board Member Untied abstained because she was not present February 19, 2014.
New Business
Case No. 2014-20 A request by Chris Aamodt for concept annexation, rezoning to RB-
Two Family Residential, setback variance and preliminary plat approval of Rutherford
Station, a 55 lot Residential Subdivision.
Community Development Director Turnblad summarized the planning report of June 11,
2014.
Board Member Untied inquired of the development of Marylane and whether or not there
would be a trail along the eastern border of the property. Mr. Turnblad indic ated the
western portion of Marylane would be developed with curb and gutter whereas the
eastern side will be left in a rural state. He additionally noted the application will be
before the City Parks and Recreation Commission on June 23, 2014

Board Member Untied also inquired as to how the development will be meeting the
density goals of the Met Council. Community Development Director Turnblad reminded
the Board the property is proposed to be rezoned as RB – Two Family. This would allow
for two family residences to be constructed on lots greater than 10,000 square feet in size.
Board Member Untied moved to conceptually approve the annexation, rezoning to RB-
Two Family Residential, setback variance to Manning Avenue and preliminary plat
approval of Rutherford Station, a 55 lot Residential Subdivision. The motion was
seconded by Board Member Harycki and passed unanimously.
Old Business
Chair Johnson indicated the Township is still interested in discussing with the City of
Stillwater the Palmer Remnant property.
Adjournment
Board Member Untied moved for adjournment, which was seconded by Board Member
Harycki. The motion passed unanimously. Meeting adjourned at 7:35 PM.
