Stillwater City and Town Joint Planning Board
Regular Meeting Minutes
August 13, 2014 – 7:00 pm
Present: Stillwater Town Board Members Dave Johnson and Sheila Marie Untied;
City of Stillwater Council Member Tom Weidner
Absent: City of Stillwater Mayor Ken Harycki
Staff present: Stillwater Community Development Director Bill Turnblad
Chair Johnson called the meeting to order at 7:00 PM.
Approval of Agenda
Sheila Marie Untied moved to approve the agenda, which was seconded by Tom
Weidner. The motion passed unanimously.
Approval of Minutes
Dave Johnson moved to approve the minutes of June 18, 2014, which was seconded by
Sheila Marie Untied. Tom Weidner abstained, as he was absent on June 18. The motion
passed 2-0.
New Business
Public Hearing - Case No. 2014-26
Turnblad introduced the case by summarizing his report of August 5, 2014. The
developer, Chris Aamodt, requested final plat approval for Rutherford Station, a 55 lot
single-family residential subdivision.
Chair Johnson opened the public hearing. There being no comments from the public,
he closed the hearing.
Tom Weidner recused himself from discussion and voting, since the developer is a
client of his.
Chair Johnson asked about maintenance of the trail segment within Outlot C. Turnblad
responded that the Home Owners’ Association would be responsible for maintaining it.
The developer, Chris Aamodt, confirmed that the Association would maintain it.

Sheila Marie Untied asked about maintenance of the stormwater pond outlot. Turnblad
said that the pond and its surrounding area would be maintained by the Home Owner’s
Association.
Old Business
Chair Johnson indicated the Township Board is still interested in participating with the
City in the purchase and development of the Palmer remnant for park purposes. And
he asked about the status of the Palmer property discussion.
Tom Weidner said there have been no City Council level discussions of the project since
the joint Town Board and City Council meeting. He also said he would prefer the City
to have controlling interest in purchase, development and operation of the park.
Chair Johnson said the Town Board would like to participate with the project, but that
he did not believe that the Town Board would oppose the City if it wanted to be the sole
owner, developer and operator.
Sheila Marie Untied suggested that perhaps Washington County may be able to help
with improvement of the property. When they improve County Road 15, they may be
able to use the property for construction staging. And, perhaps in-kind payment for
using the land may be clearing the site, perhaps a construction entrance that may serve
as the base for the new access road, and maybe even some site grading.
Sheila Marie Untied also suggested that Brown’s Creek Watershed District might be
helpful in converting the creek buffer area into more suitable vegetation.
Tom Weidner suggested that the next step may be for the City Council to discuss
project strategy at its next work session. The session could explore such things as:
1. If the Town Board is interested in transferring or assigning the Purchase
Agreement to the City instead of the Board, would that be acceptable to
Washington County? If so, what would the County need from the City and
Township to enable the transfer?
2. Would a majority of the City Council members want the City to proceed as the
sole purchasers of the property from the County?
3. If the City and Township agree that the City would proceed with sole ownership
and development, should the City annex the property right away? Or is it
acceptable for the City to build and own a park in the Township for the short or
long term? How long would an annexation process take?

Adjournment
Tom Weidner moved for adjournment, which was seconded by Chair Johnson. The
motion passed unanimously. Meeting adjourned at 9:07 PM.
