HomeMy WebLinkAbout2018-039 (approving a site alteration permit for the Water Street Inn allowing for a three-story addition, clock tower and mast (HPC Case No. 2017-32) RESOLUTION 2018-039 CITY OF STILLWATER WASHINGTON COUNTY,MINNESOTA A RESOLUTION APPROVING A SITE ALTERATION PERMIT FOR THE WATER STREET INN ALLOWING FOR A THREE-STORY ADDITION,CLOCK TOWER AND MAST HPC CASE NO.2017-32 WHEREAS, the Water Street Inn (101 Water Street South) has requested a Site Alteration Permit, otherwise referred to as a Design Permit, to allow a three-story addition,with clock tower and mast,to the existing hotel;and WHEREAS, the property is located in the Stillwater Commercial Historic District; and WHEREAS, the remodel,alteration or repair of the exterior of a historic building requires a Site Alteration Permit;and WHEREAS, City Code Chapter 31, Section 31-209 establishes a process for reviewing requests for Site Alteration Permits;and WHEREAS, according to the established process, the Heritage Preservation Commission heard the request on October 17 and November 15, 2018, and the Heritage Preservation Commission made a unanimous decision to deny the tower mast;and WHEREAS, within the 10-day appeal period, the applicant appealed the Heritage Preservation Commission's denial;and WHEREAS, on January 2, 2018, the City Council held a public hearing to consider the Site Alteration Permit request and found the tower mast to be consistent with the City Code Section 31-209, Section 22-7, and the Downtown Design Review District guidelines. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Stillwater hereby approves a Site Alteration Permit for the three story addition, clock tower and mast,with the following conditions: 1. The site shall be developed in substantial conformance with the plans on file with the Community Development Department,including those below, except as may be modified by the conditions herein. Plans listed without a sheet number or date, shall be consistent with those on file with HPC Case No. 2017-32: a. Site Plan AS1 10/31/2017 b. Roof Floor Plan A1.4 10/31/2017 Page 2 of 2 c. Tower Enlargements A2.3 12/20/2017 d. Deck Enlargements A2.4 10/31/2017 e. Elevations A3.0 12/20/2017 f. Elevations A3.1 10/31/2017 g. Exterior Lighting and Signage Elevations A3.3 10/31/2017 h. WSI Sample Board (2 pages) 10/31/2017 i. Lighting Package (25 pages) 2. All signs shall receive a sign permit prior to the installation. 3. A building permit shall be obtained prior to the commencement of the demolition and structural addition. 4. All minor modifications to the plans shall be approved in advance by the City Planner. All major modifications shall be approved in advance by the HPC. Determination of the distinction between"major" and"minor" is defined in the Zoning Ordinance.
