OCTOBER 14, 1981
1) All applicable provisions of the Joint Powers Zoning Ordinance as well
as any more restrictive provisions of the City of Stillwater concern-
ing this development shall be complied with unless waived by this
permit.
2) Upon agreement between the Zoning Administrator, City and Town of
Stillwater and the Joint Powers Committee, no building permit will be
issued prior to the issuance of this Conditional Use Permit.
3) Sanitary sewer and water improvements shall be constructed and utilized
in accordance with the standards and approval from the City of Stillwater
Engineer and Water Department.
4) On-site drainage shall comply with the grading plan as indicated on Ex-
hibit 1.
5) Development shall take place as per submitted site plan attached as Ex-
hibit 1. A 30 foot rear yard setback shall be maintained for the new
addition.
6) Design and location of all drives and parking areas shall comply with
Exhibit 1.
7) Entire paved area of parking lot shall be surrounded by continuous con-
crete curbing as previously approved by the Engineer for the original
permit.
8) Parking surface and curbing shall be at least 5 feet from all property
lines. Each parking space shall be delineated by a 4" x 18' striping.
9) Any plant materials indicated on Exhibit 1 that do not survive must be
replaced as needed.
10) All turfed areas on the parcel that have been disturbed or destroyed
during the construction phase of this project shall be graded with top-
soil and sodded prior to May 25, 1982 in accordance with the recommen-
dations of the Zoning Administrator.
11) The parking lot shall be lighted according to the standards of the
Joint Powers Zoning Ordinance. Any lighting used to illuminate off-
street parking area shall be so arranged so as to reflect light away
from the -adjoining property.
12) Any alterations to any of the attached Exhibits shall be reviewed and
approved by the Zoning Adminstrator and shall require an amended con-
ditional use permit.
13) The conditions of this permit shall apply to the land described and
shall not in any way, except herein noted, be affected by any subse-
quent sale, lease or other change from the current ownership.
14) Non-compliance with the conditions and attachments of this permit shall
be considered a violation of said permit and may result in revocation
of said permit. This permit in no way negates any conditions required
in original permit dated November 6, 1980.
15) Construction shall begin within one (1) year after the issue date of
this permit or the permit becomes void.
16) A $15,000.00 financial guarantee attached as Exhibit 2 shall be re-
tained by the Zoning Administrator to insure compliance with the con-
ditions of this permit.

Gentlemen:
In accordance with the existing building terms in Washington Comty,
the Northwestern National Bank of Litchfield, Minnesota hereby
establishes its letter of credit in the amount of $15,000.00 to
guarantee the faithful performance of Gunnar_ Balstad, owner of
Stillwater Inn Motel of Stillwater, Minnesota.
This letter of credit is effective October 2, 1981 and will remain in
force until October 1, 1982.
