Croix III_ (Date) July 23, 1981 1) All applicable provisions of the Joint Powers Zoning Ordinance as well as any more restrictive provisions of the City of Stillwater concerning this development shall be complied with unless waived by this permit. 2) Upon agreement between the Zoning Administrator, City and Town of Stillwater and the Joint Powers Committee, no building permit will be issued prior to the issuance of the conditional use permit. 3) Sanitary sewer and water improvements shall be constructed and util- ized in accordance with the standards and approval from the City of Stillwater Engineer and Water Department. 4) On-site drainage shall comply with the grading plan as indicated in Exhibit 1. 5) Design and location of all drives and parking areas shall comply with Exhibit 1. 6) Recommendations contained in the May 18, 1981 letter from Short, Elliot, Hendrickson, Inc., consulting engineers, shall be followed. (attached) 7) Concrete curb and gutter within the parking lot and driveways shat]_ be constructed to meet the requirements of design B618 set, forth in the State of Minnesota Department of Transportation Standard Plates Manual: Standard Plate No. 7100E or the approved curbing alternative. 8) Existing curb and gutter on the public street at the driveway en- trances shall be removed and replaced with curb and gutter that meets the specifications of State of Minnesota Department of Transportation Standard Plates Manual: Standard Plate No. 7035 and attached as Exhibit 2. 9) The public street, if disturbed, shall be repaired according to the specifications of Exhibit 3 in any and all locations the street is disturbed. 10) Any plant materials indicated on Exhibit 1 that do not survive must be replaced as needed. 11) All turfed areas on the parcel that have been disturbed or destroyed during the construction phase of this project shall be graded with topsoil and sodded in accordance with the recommendations of the Zoning Administrator. 12) All waste materials and refuse shall be stored inside a fenced or screened area or inside a structure. 13) The parking lot shall be lighted according to the standards of the Joint Powers Zoning Ordinance. 14) Design, locations and specifications of signs shall conform with the Joint Powers Zoning Ordinance and are subject to the approval of the Zoning Administrator. All signs shall require a sign permit to be issued by the Zoning Administrator. 15) Any alterations to any of the attached Exhibits shall be reviewed and approved by the Zoning Administrator and shall require an amended conditional use permit. 16) The conditions of this permit shall apply to the land describdd and shall not in any way, except herein noted, be affected by any subse- quent sale, lease or other change from the current ownership. 17) Conditions contained in the development agreement recorded with the plat of the St. Croix Business Park shall be applicable. 18) Each proposed use in the office/warehouse building must be approved by the Joint Power's Zoning Administrator prior to occupancy. 19) Non-compliance with the conditions and attachments of this permit shall be considered a violation of said permit and may result in revocation of said permit. 20) Construction shall begin within one (1) year after the issue date of this permit or the permit becomes void. 21) A $25,006.00 financial guarantee attached as Exhibit 4 shall be retained by the Zoning Administrator to insure compliance with the conditions of this permit. 6 SHORT-ELLIOTT-HENDRICKSON, INC. CROIX ONE PROPOSED PLAT JP -SUB -81-001 OUR FILE NO. 80054 Joint Powers Committee Washington County Courthouse 14900 61st Street North Stillwater, Minnesota 55082 Attention: Mr. Dan Koehler, Planner We are submitting herewith our review of the proposed St. Croix One plat grading plan. In our review of the Immuno Nuclear Corporation site (JP -CUP -80- 008), dated November 17, 1980, we recommended that an overall drainage study be accomplished for the entire parcel #98-2050 of which the proposed plat in question is a part. We are in the process of preparing this drainage study and overall site grading plan for the property owner. We have submitted preliminary storm sewer design to Dirlam Properties, for their review with the owners of parcel #98-2050. We are also preparing a site grading plan in conjunction with this storm sewer study. We will transmit copies of this site plan for the entire parcel as soon as it is completed. We find the site grading of lots 4 and 5 to be consistent with the overall plan. The drainage is also consistent with the overall drainage plan subject to approval by the owners. The structural section for the main drive and truck areas and loading zones is designated as a 3 inch bituminous wearing course, 6 inch crushed limestone base and 6 inches of Class 4 aggregate sub -base. The passenger car parking areas are designed with a 2 inch bituminous wearing course, 6 inch crushed limestone base and 6 inch crushed gravel Class 4 aggregate sub -base. We find these structural sections to be in accordance with the engineering standards adopted by the Joint Powers Committee. The site plan did not indicate curb radii for the entrance onto Industrial Boulevard. We feel these radii should be a minimum of 25 feet in order to accommodate truck turning movements without encroaching on lanes of oncoming traffic. There is a one inch copper water service and a 6 inch sewer service stubbed into the property line for proposed lot 5. There is also 200 GOPHER BUILDING • 222 EAST LITTLE CANADA ROAD • ST. The developer is proposing to use these services for lots 5 and 4 respectively. Since there is a similar set of services stubbed into proposed lot 2, if the service between lots 3 and 4 are used for lot 4, proposed lot 3 will be deficient of sewer and water service. This will necessitate cutting into the sanitary sewer and watermain sometime in the future. Also, the method for providing sanitary sewer and water service for lot 1, block 1, has not been determined at this time because of the unknown development in this area. We trust this letter will satisfy the requirements of our review of the St. Croix proposed plat one lots 4 and 5, block 1.
