CALL TO ORDER
Peterson chaired the committee and called the meeting to order at 5:30 p.m.
APPROVAL OF MINUTES
Buck moved to approve the May 20, 1981 minutes as presented. Bodlovick sec-
onded. Motion carried unanimously.
ST. CROIX BUSINESS PARK
Koehler explained that final plat approval could be granted to the St. Croix
Business Park provided the developers and the engineer have agreed on storm
water drainage and grading plans and provided the developer submits the re-
quired park fee of $12,300.00 and a financial guarantee of $10+,375.00 to
cover the costs of grading, restoration and installation of the storm sewer
system.
Don Peterson stated they, the developers, have approved the drainage and
grading plans that were prepared by the committee engineer.
Koehler noted the hardshell for the plat does not include a drainage ease-
ment for the holding pond that is a required portion of the drainage system.
He recommended that the developer be required to survey the holding pond after
it is constructed and then submit a drainage easement and certificate of sur-
vey to the city. He further recommended that this item be included in the
development agreement. He also noted the hardshell does not include a utility
easement across the northeast corner of Lot 4, but since the development agree-
ment requires that easement be granted to the purchaser of Lot 3 it need not

Swenson stated that final.approval could be granted provided the development
agreement is consistent with the plans presented and approved by the engineer
and that the development agreement require a drainage easement over the hold-
ing pond. He stated the committee could grant final approval with those con-
ditions and not sign the plat until a new development agreement is drafted
and the developer submits final copies of the plans and the required park fee
and financial guarantees.
Bodlovick moved to grant final approval to the St. Croix Business Park pro-
vided; 1) a new development agreement that requires the developer to submit
a drainage easement over the holding pond to the city be drafted; 2) final
drainage and grading plans approved by the engineer be submitted; 3) sub-
mittal of $60,625.00 financial security for grading and restoration; 4) sub-
