HomeMy WebLinkAbout1981-04-22 JPC MINNOTICE OF PUBLIC HEARING The Joint Powers Planning Committee of the City of Stillwater, Stillwater Twonship, and Washington County will hold a public hearing on: Wednesday, April 22, 1.981 5:30 P.M. Washington County Board Room Washington County Courthouse Stillwater, Minnesota The purpose of this public hearing is to gather public input and hear testimony concerning a special use permit application submitted by Dan Sandager to construct a commercial nursery on Lots 7 and 8 of Block 1 of the Kern-Pauley Addition. The prop- erty is located at the intersection of Washington Avenue and Tower Drive. The public is encouraged to attend and testify. Both written and oral statements will be accepted at the hearing. /s/ D.E. Koehler Planner II Dated: March 19, 1981 Minutes of the Joint Powers Committee April 22, 1981 MEMBERS PRESENT Ray Senkus, Ann Bodlovick, William Lundquist, Harry Peterson STAFF PRESENT Dan Koehler, Doug Swenson, Jeanne' Plourde OTHERS PRESENT Leonard and Elizabeth Feeley, Jack Lux, Dan Sandager CALL TO ORDER Bodlovick chaired the committee and called the meeting to order at 5:35 p.m. PUBLIC HEARING: SANDAGER COMMERCIAL NURSERY SUP Mr. Sandager submitted a site plan for the construction of a commercial nursery. Koehler stated that there was enough information from the site plan to either approve or deny the special use permit contingent on the grading plan being approved by the engineer and Mr. Sandager submitting a landscaping plan. The site plan indicated 10 parking spaces. The Committee decided to view the commercial nursery parking lot similar to parking lots for furniture stores, wholesales, auto sales, and repair shops which will require 14 parking lot spaces. The additional parking spaces could be designed at any angle. The building is 50' x 32' or 1,500 square feet. Mr. Sandager felt that since the parking spaces were based upon the square footage of the building and that a large amount of the building is storage, 10 spaces should be adequate. Mr. Sandager stated that he did not plan on growing the plant materials on the lot. They would have displays and storage areas. 20 percent of the business is wholesale, retail sales and designs make up the remaining 80 percent. If Mr. Sandager should need more space for parking lots, the special use permit can be written to require him to install them as needed. Peterson seconded. Motion carried unanimously. OLD BUSINESS Koehler recommended approval of Mr. Sandager's special use permit provided that 14 parking spaces are provided and contingent on the grading plan being approved by the engineer and submittal of a landscaping plan. Senkus moved to approve the special use permit provided Mr. Sandager meet the three requirements mentioned. Peterson seconded. Motion carried unanimously. Dick Moore expressed a desire to have the committee adopt the guidelines for engineering standards for paving and grading that he has been using. These standards have been consistently used in the past but they have never been formerly adopted by the Committee. They are, essentially, the Minnesota Department of Transportation Standards. Peterson moved to adopt the guideline Engineering Standards for parking areas and driveways as stated in the Engineer's August 13, 1980 letter with the supplement Koehler will include regarding the authorization to use certain kinds of pre -cast curbing in parking lots. Senkus seconded. Motion carried unanimously. Jack Lux had questions concerning the holding pond in the Matt Hooley Addi= tion. He was instructed to contact the City Engineer. NEW BUSINESS It was felt by members of the Committee that it should work with Sandy Olson of the Stillwater Chamber of Commerce, on an industrial development search. Peterson suggested placing advertisements for the industrial park in the publication, "Department of Economic Development." The publication is a source that can be used to attract developers within, as well as out of, the state. Peterson will check into this matter. The Committee decided to get current information to Sandy Olson. Joint Powers Minutes April 22, 1981 Page Two Peterson stated that at the council meeting, Dwayne Elliot gave an indica- tion that the city might be able to get state aid for over -head lighting for intersections in the industrial park. Koehler gave an update on permits that have been issued since the last meeting.: Augustine Brothers received a grading permit and a minor sub- division permit, Grant Land received a sign permit, Country Kitchen received a sign permit, and Jerry Daniels of Affordable Furniture received a conditional use permit. ADJOURNMENT Senkus moved to adjourn. Lundquist seconded. The meeting adjourned at 6:15 p.m. Respectfully submitted, Dan Koehler Zoning Administrator JOINT POWERS COMMITTEE ENGINEERING STANDARDS FOR BITUMINOUS SURFACING, BASE CONSTRUCTION, GRADING, CONCRETE CURB AND GUTTER AND CONCRETE SIDEWALK CONSTRUCTION ADOPTED: APRIL 22, 1981 SECTION I - GRADING Parking areas and driveways shall be graded in accordance with a plan approved by the engineer. Grading shall be accomplished in accordance with the latest edition of Minnesota Department of Transportation (Mn/DOT) Standard Specifications for Highway Construction Divisions II and III. The desirable minimum gradient shall be 2% with an absolute minimum gradient of 1%. An internal storm sewer system shall be included as a part of the grading plan where required. Storm sewer may be required because of flat gradient or parking lot size in excess of one (1) acre. SECTION II - BASE CONSTRUCTION Either bituminous or gravel base courses shall and sub -base requirements as set forth in State of Transportation Road Design Manual No. 5-291. are met. SECTION III - BITUMINOUS SURFACING be designed so the base of Minnesota Department for flexible pavement The design of all bituminous surfacing for parking areas and driveways shall be in accordance with the State of Minnesota Department of Trans- portation Road Design Manual No. 5-291 for flexible pavements. The designed thickness of the surfacing elements shall be in accordance. with the flexible pavement design standards for road classification as follows: CLASSIFICATION PAVEMENT DESIGN: AXLE LOAD Industrial 9 Ton Minimum Commercial As determined by traffic needs Sufficient traffic information shall be submitted to the engineer to determine the required pavement section or sections. SECTION IV - SOIL TESTS Soil samples shall be collected and analyzed by a reputable independent testing laboratory to determine subgrade soil classifications. The frequency and location of these samples shall be determined by the independent: testing laboratory. Reports of the soil analysis shall be submitted to the engineer with the pavement plans. SECTION V - CONCRETE CURB AND GUTTER AND DRIVE APRONS IN STREET RIGHTS- OF-WAY Concrete curb and gutter and drive aprons shall be constructed in accord- ance with the latest addition of Minnesota Department of Transportation Standard Specifications for Highway Construction Divisions II and III. Concrete drive aprons snail be a minimum of 8" non -reinforced or approved equal. Concrete curb and gutter shall be a minimum design 8618 meeting the requirements as set forth in State of Minnesota Department of Transportation Standard Plates Manual, Standard Plate No. 7100 E. SECTION VI - CONCRETE CURB IN PARKING LOTS Concrete curb in parking lots shall be continuous, around the entire perimeter of the paved area. Concrete curb shall be constructed to according to the minimum B618 design of the Minnesota Department of Trans- portation Standard Plates Manual, Standard Plate No. 7100 E, or a pre- cast modular concrete curb laid end to end, anchored to the paved surface and approved by the U. S. Department of Housing and Urban Development.
