CALL TO ORDER
Bodlovick, who chaired the committee, called the meeting to order at
5:30 p.m.
APPROVAL OF MINUTES
Harry Peterson moved to approve the December 18, 1980 minutes as presented.
Bill Lundquist seconded. Motion carried unanimously.
OLD BUSINESS
Zoning Ordinance Amendment Discussion: The chair opened the floor for
discussion of the Zoning Ordinance Amendment. Bodlovick stated that she
agreed and concurred with Koehler that the City's Comprehensive Plan
designates the Industrial Park for industrial use. The current Pauley
proposal seems to allow more commercial and light industrial uses than
proposed in the Comprehensive Plan. Buck commended the work that had
been done in the Pauley Plan. Bodlovick agreed. Ray Senkus commented
that Pauley's heavy industrial district allows manufacturing of all
types versus only heavy industry. Buck questioned the possibility of
interim commercial uses until a need to use the property for industrial
uses arise. Koehler stated that it may be difficult to force the
removal of a temporary development. Peterson expressed concern that
relaxing the conditions of zoning in the Industrial Park would deplete
downtown Stillwater of its businesses. Bodlovick stated that the
Industrial Park was the only industrial area in the city, and it should
be preserved for that use. Swenson stated the biggest issue in the
Pauley proposal was the changes in the district's permitted uses which
allowed more retail uses and some housing. Bob Lafayette stated there
were no vacancies in downtown Stillwater for commercial businesses and
feels there is no reason to be concerned about the abandonment of down-
town. Peterson stated the north end of Stillwater had room for expansion.
Buck stated a large amount of commercial area in the Joint Powers area
has not yet been developed. She also pointed out other areas available
for commercial growth.
James Torseth stated that it is not their intent to skeletinize down-
town Stillwater. There is a lot of confusion regarding the zoning in
the industrial park area. Their intention is to clear it up. A

specified list clarifying permitted and non -permitted uses of the prop-
erty is needed. Torseth asked that the Board specify what needs to be
changed in Pauley's rezoning plan to make it acceptable.
Koehler stated that the best aspect of the proposed rezoning plan is the
complete list of permitted uses for each zoning district. Koehler sug-
gested that lists of permitted uses for each district be considered when
amending the zoning ordinance.
Peterson pointed out that uses permitted in the I-2 (Heavy Industrial)
district are those listed under the commercial and light industrial
districts. Peterson stated that this proposal left the industrial
districts open for any type of commercial use.
Koehler explained the rationale for the zoning map he proposed. Bodlovick
asked for comments on Koehler's proposal of I-1, I-2, and Commercial
districts. There were no comments.
A special work session to discuss the zoning ordinance amendments
was schedueld for February 11, 1981 at 5:00 p.m.
NEW BUSINESS
Superskate Incorporated - Preijminary Discussion: Koehler stated that
before he could schedule a public hearing on the application he needed
a landscaping plan and grading plan of the parking lot to be reviewed by
the engineer. Bodlovick asked Dick Moore if he had reviewed the appli-
cation. Moore stated that he needed a grading plan before he could
review the proposal. Buck made a motion to hold a Public Hearing on
February 18, 1981 provided the landscaping plan, grading plan, and filing
fee is submitted prior to that date. Peterson seconded. Motion carried
unanimously.
Cub Foods - Discussion. of CUP Application: Mr. Schuler submitted an
application to construct an addition onto the rear of the Cub Foods
building. Koehler recommended that a conditional use permit be issued
only after the conditions of two previously issued CUP's have been
satisfied. On the second CUP, items 3, 4, 6, & 7 have not been satisfied.
Koehler felt that item 3 need not be satisfied. Items 4 and 6 address
the same issue of�providing parking on the west end of the building.
Charles Hooley stated that, the addition was needed to alleviate the
crowded conditions in the meat department that result in unsafe working
conditions. He also asked permission to remove the planting islands
from the parking lot because of the hazards they cause.
Peterson asked if the planters were required in the Ordinances. Bod-
lovick stated that they were. Peterson asked what the purpose of the
planters were. Koehler stated traffic control and aesthetics as the
purposes.

Schuler stated that other Cub Foods stores do not have planters and there
is not a parking problem. He stated that the addition would extend no
farther north than the existing building.
A parking plan will be submitted to Koehler for review.
Peterson moved to approve the CUP subject to the satisfactory design of
the parking lot. Buck seconded. Motion carried unanimously.
ADJOURNMENT
Buck moved to adjourn the meeting at 7:00 P.M. Peterson seconded. Motion
carried unanimously.
