UNIT CONDITIONS JP -CUP -80-008 IMMUNO NUCLEAR CORPORATION NOVEMBER 18, 1980 1) All applicable provisions of the Joint Powers Zoning Ordinance as well as any more restrictive provisions of the City of Stillwater concerning industrial development shall be complied with. 2) Upon agreement between the Zoning Administrator, City of Stillwater and the Joint Powers Committee, no building permit will be issued prior to the issuance of this conditional use permit. 3) Sanitary sewer and water improvements shall be constructed and util- ized in compliance with the standards and approval from the City of Stillwater engineer and water department. 4) On-site drainage shall comply with the grading and site plan attached as Exhibit A. 5) Design and location of all drives and parking areas shall comply with the plan attached as Exhibit A. 6) All turfed areas on the parcel that have been disturbed or destroyed during the construction phase of this project shall be graded with topsoil, rough seeded, mulched and fertilized or sodded prior to May 25, 1981 in accordance with the recommendations of the Washington County Soil Conservation Service. 7) Design, locations and specifications of signs shall conform with the Joint Powers Zoning Ordinance and are subject to approval from the Zoning Administrator. All signs shall require a sign permit to be issued by the Zoning Administrator. 8) All waste materials and refuse shall be stored inside a fenced or screened area or within a structure. 9) Any alterations to the attached Exhibits shall be reviewed and ap- proved by the Zoning Administrator and shall require an amended conditional use permit. 10) Any plant materials indicated on Exhibit A that do not survive must be replaced as needed. 11) The parking lot shall be lighted according to the standards of the Joint Powers Zoning Ordinance. 12) Concrete curb and gutter shall be constructed to meet the require- ments of design 8618 set forth in the State of Minnesota Department of Transportation Standard Plates Manual: Standard Plate No. 7100E and shall be located as indicated on Exhibit A. 13) Driveway entrances shall be constructed in accordance with the speci- fications of Standard Plate No. 70351 attached as Exhibit B. Exist- ing curb and gutter shall be removed at the driveway entrances onto the public street. 14) Development of the site shall be subject to the letters dated Novem- ber 17, 1980 written by Richard E. Moore of Short -Elliott -Hendrickson, Incorporated submitted to the Joint Powers Committee and attached as Exhibit C and D. 15) Northwestern Avenue shall be repaired according to the specifications of Exhibit F in any and all locations the street is disturbed. 16) The conditions of this permit shall apply to the land described and shall not in any way, except herein noted, be affected by any subse- quent sale, lease or other change from the current ownership. 17) Non-compliance with the conditions and attachments of this permit shall be considered a violation of said permit and may result in revocation of said permit. 18) Construction shall begin within one (1) year after the issue date of this permit or the permit becomes void. 19) A $48,000.00 financial guarantee attached as Exhibit E shall be re- tained by the Zoning Administrator to insure compliance with the conditions of this permit. PAUL, MINNESOTA 0 CHIPPEWA FALLS, WISCONSIN Joint Powers Committee Washington County Courthouse 14900 61st Street North Stillwater, Minnesota 55082 RE: JOINT POWERS COMMITTEE IMMUNO NUCLEAR CORPORATION SITE JP -CUP -80-008 OUR FILE NO. 80054 Attention: Mr. Dan Koehler, Planner In accordance with Mr. Koehler's request we are submitting herewith a site plan indicating finished grades, minimal storm sewer require- ments for the first stage development, utility location and parking lot structural section for the subject development. The proposed site plan as submitted by Be Architects, Lake Elmo, MN, was used as a basis for the site plan. The architects indicated finished contours on their site plan. We found some discrepancy in existing roadway widths and scaled dimensions on the original site plan. We, therefore, refined the site plan correcting any discrepancies and indicating finished elevations for gutter areas, bituminous surface areas, and storm sewer facilities. The architect also indicated a future parking area on the easterly side of the site which we did investigate with preliminary grades such that if they desire to do any filling or preliminary grading at this time it could be accomplsihed. At present, there is a natural detention basin easterly of the pro- posed site which accepts drainage from a portion of this site and the Cub Food Store parking lot. This basin naturally overflows to the north and eventually outlets onto Industrial Boulevard near the exist- ing storm sewer. Before any further development is considered within the entire parcel, which is designated Parcel No. 98-2050, we recommend that an overall drainage study be accomplished. A 30 inch stub was provided westerly from the LP catch basins located in a low point of Industrial Boulevard on the Feeley Addition. This 30 inch pipe will provide a storm sewer outlet for the parcel in question and any drainage that may be required to flow in a northerly direction. We feel that a storm sewer system or other means of drainage should be investigated for the entire parcel before further development is anticipated. It is our feeling that perhaps the commitee would like to request the property owner to proceed with a drainage study. Also, in accordance with Mr. Koehler's instructions, we have designed a typical bituminous structural section for the parking areas and driveways within the Immuno Corporation site. PAUL, MINNESOTA 55117 • PHONE (612) 484-0272 Joint Powers Committee November 17, 1980 Page 2 traffic and growth we feel that a 2 inch bituminous wearing course surface and a 4-1/2 inch aggregate base would serve the facility adequately. We have also suggested B-618 curb and gutter in accordance with our suggested standards to the committee in August of 1980. When utilities were installed on Northwestern Avenue, a six inch cast iron soil pipe sanitary sewer service was provided to this parcel. Also, because of unknown development, 2 one inch copper water services were provided to this parcel within the proposed site. One copper water service near the 6 inch sewer service is indicated on the drawing. It is our understanding from the architects that the building will be provided with fire protection in the form of a sprinkler system. If fire protection sprinklers are required within the building the 1 inch copper water service would not be large enough to serve this facility. We have also indicated on the site plan a proposed 8 inch water service which would have to be cut into the existing main within the street surface at Northwestern Avenue and extended to the property in question. It is the requirement of the water department that these services be tapped under pressure and an 8 inch gate valve and box be installed on the service at the pressure tap. The developer should check with the Stillwater Water Department to obtain their requirements for tapping into the existing 12 inch main. We are enclosing copies of our as -built plans indicating the watermain and the sanitary sewer on Northwestern Avenue. We are also enclosing the typical section for the street construction on North- western Avenue; this section would have to be replaced in kind after excavating at the watermain location within the roadway surface. The architects original drawing did indicate an existing retaining wall on the easterly portion of the site above the future parking area. It is our belief that this wall is in poor condition at this time. However, in the future when the new parking area is constructed, a retaining wall would be required to provide slope protection. Since the dimensions on the original site plan were somewhat in error, our finished grades are approximately one foot higher in the area of the existing retaining wall than was originally proposed. The developer will also be required to remove concrete curb and gutter in the area of the new driveways; this concrete curb and gutter will require replacement with a driveway section as previously submitted to the Joints Powers Committee. Be Architects will revise their site plan to incorporate the suggested changes in accordance with the drawing and specs from SEH. In light of our meeting this morning, we feel that the architects will meet the requirements and submit a revised site plan.
