CALL TO ORDER
Cathy Buck chaired the committee and called the meeting to order at
5:40 p.m.
NEW BUSINESS
Don Raleigh, representing Immuno Nuclear Corp., showed the committee
a preliminary subdivision plan explaining Immuno Nuclear and the Spirit
of St. Croix would like to subdivide Lot 1, Block 1 of the St. Croix
Business Park, and divide the property currently owned by Immuno
Nuclear into two lots. Raleigh stated it would not be a problem
for Immuno Nuclear to plat the property, as recommended by the Planning
Department, and has asked the surveyor to prepare a hard-shell plat.
Raleigh stated Immuno Nuclear would like to construct a new building
connecting onto the present building at the second story level with
a 20' ramp, which would require a variance from the 20' sideyard set-
back requirement. Raleigh stated a 40' ramp could be built, but is not
as desirable as a 20' ramp in terms of heat, air conditioning, etc.
Raleigh stated he has talked to the city engineer and a 20' ramp is
permitted according to building codes and insurance requirements.
Raleigh stated there was not a hardship relating to land use, and re-
quested an amendment to the sideyard setback requirement in the Zoning
Ordinance.
Bob Lockyear stated if the Joint Powers Zoning Ordinance were changed,
it should be clear that it would be a 10' sideyard setback for those
sideyards which abut industrial property, and maintain a 20' sideyard
setback where there is an abutting district other than industrial, and
whatever the committee decides, it should be upheld in a consistent
manner.
Buck stated she had some hesitation amending the entire setback zoning
ordinance for this one particular case. Lockyear stated it could be
made a special use to reduce the sideyard setback from 20' to 10',
which would mean anyone could apply for a special use permit.

Ann Bodlovick moved to hold public hearings on August 18, 1982 for:
1. Considering an amendment to the Joint Powers Zoning Ordinance to
allow 10' sideyard setback following the issuance of a Special Use
Permit in an Industrial Zone.
2. The proposed plat of Lot 1, Block 1 of the St. Croix Business Park,
and part of SE -1, of SE -1, Sec. 32, T30N, R20W.
3. Immuno Nuclear's request for a Special Use Permit from the 10'
sideyard setback.
4. Immuno Nuclear's request for a variance from the 10' sideyard set-
back.
Seconded by Ray Senkus. Motion carried unanimously.
Don Raleigh stated Immuno Nuclear would like to construct a 32' by 40'
maintenance shed behind what is going to be the new building, which
would require an amended Conditional Use Permit.
Buck questioned what this would do to the parking lot plan. Raleigh
stated there was plenty of available parking spaces, but it was closer
to walk in from the street and Perhaps more visitor parking was the
answer.
Ann Bodlovick moved that if the planner has adequate information to
schedule a public hearing for an amended Conditional Use Permit for
the additional building on August 18, 1982 to go ahead and do that.
Seconded by Harry Peterson. Motion carried unanimously.
GENERAL DISCUSSION
Bob Lockyear stated Pat Branch from Realty World Pauley Co. had sent a
memo regarding the zoning of 1940 South Greeley Street in Stillwater.
Lockyear stated this property was zoned industrial and addressed the
following questions in Pat Branch's memo of July 21, 1982.
1. Can the property be rezoned. Lockyear stated anybody can apply for
rezoning provided they go through the proper channels.
2. Does the County need to approve the use of a new business if it
complies with industrial zoning. Lockyear replied it did.
Bob Lockyear stated the Planning Department would write a letter to
Pat Branch addressing her concerns.
APPROVAL OF MINUTES
Harry Peterson moved to approve the June 23, 1982 minutes as presented.
Seconded by Ann Bodlovick. Motion carried unanimously.
ADJOURNMENT
Ray Senkus moved to adjourn at 6:25 p.m. Seconded by Ann Bodlovick.
Motion carried unanimously.
