HomeMy WebLinkAbout1982-05-19 JPC MINMinutes of the Joint Powers Committee May 19, 1982 MEMBERS PRESENT Ray Senkus, Cathy Buck, Ann Bodlovick, Harry Peterson, William Lundquist STAFF PRESENT Doug Swenson, Dennis O'Donnell, Rhonda Thode OTHERS PRESENT Lucille Feely CALL TO ORDER Cathy Buck chaired the committee and called the meet_i_ng t -o order at 5:30 p.m. APPROVAL OF MINUTES Ray Senkus moved to approve the March 17, 1982 minutes as presented. Harry Peterson seconded. Motion carried unanimously. NEW BUSINESS 1. Discussion of alternatives to assure proper building locations. Bill Lundquist stated he had mispoke at the last meeting about Lake Elmo requiring a surveyor to locate house stakes. O'Donnell stated he had checked with the City of Maple Grove, and they do require building locations to be staked for any type of development; residential or commercial. They do not require a surveyor to be on site at the time of construction. After the building has been staked, it is the building inspectors responsibility to make sure they are still in the same location. In Oren Thompson's case, they build and then put in lot lines and streets; thus all buildings meet setbacks. O'Donnell added the County Building Inspec- tors felt there shouldn't be too much of a problem in locating stakes. Lundquist recommended that the committee tell the building inspec- tors to try to verify the stake locations, and if they have any questions whatsoever,they should stop and require verification. O'Donnell reminded the committee the inspector has to make an inspection before the footings are poured. Bodlovick felt the building inspector would have the best handle on the situation. Buck recommended a letter be drafted and sent to the City of Stillwater's Building Inspector clarifying that building inspectors are to find each stake and verify it prior to footings being poured, and that for every permit that is issued by Joint Powers there will be a copy sent to him, and then he is entitled to issue a building permit. Dennis O'Donnell was appointed to write such a letter. Joint Powers Meeting May 19, 1982 Page 2 2. Report on issued permits. O'Donnell reported on the following permits issued in the Joint Powers area: a. Affordable Furnature. Affordable Furnature will be turned into a liquor store. City has issued a liquor license. It is a retail business in a commercial zone, which is in compliance with the ordinance. If he wishes to add on in the future, he will have to come before the Joint Powers Committee for a var- iance. He met parking requirements for a furnature store, so hopefully it won't be a problem for a liquor store. b. River Va-lley_ Professionals. A conditional use permit was issued for a professional office building. Each use has to be approved before it is allowed in the building. So far there are dentists, oral surgeons, etc. c. Immuno Nuclear. An amended conditional use permit was issued to turn two-thirds of their storage building into storage for small animals that they use in their research with the condition that all animals have to be enclosed in the building. GENERAL DISCUSSION O'Donnell brought up the following violations in the Joint Powers area: 1. Cub Foods. Cub Foods is selling plants in the handicapped parking spaces, and it appears the sign was moved. Buck suggested getting local law enforcers to issue citations, and establish a reputation for issuing citations. Bodlvolick felt a letter should be sent to Cub explaining the violation. Buck felt someone should go out and look at the situation more closely. O'Donnell was so appointed. 2. Croix Oil. Some remodeling taking place in Ouansit Hut on Greeley Street without permit. City of Stillwater will look into it. 3. Croixgate Sign. There is a sign up stating that it is an available site for retail business, apartments, industrial, etc. O'Donnell reminded Bruce Folz that only concept approval has been granted on Croix Gate, and gave him 10 days to apply for a sign permit or remove the sign. 4. Immuno Nuclear. Immuno Nuclear has a parking problem with 10 to 2 0 cars parked on the street instead of using parking lot in back of building. Bodlovick suggested sending them a letter to encourage people to park in their lot. Dennis O'Donnell was appointed to write such a letter. Bodlovick questioned what became of violator who had a welding operation in his trailer. O'Donnell stated the trailer was still there, but have remained in contact, and legal action will be taken if the violation is not taken care of soon.
