CALL TO ORDER
Ann Bodlovick chaired the committee and called the meeting to order at
5:30 p.m.
APPROVAL OF MINUTES
Bill LundquistRmov�'d to approve the January 20, 1982 minutes as presented.
Ray Senkus seconded. Motion carried unanimously.
NEW BUSINESS_
John-CdT&ell, representing Orville E. Madsen & Sons, Inc., showed the
Joint Powers Committee a copy of the site plan for Chapter Oaks Townhouse,
explaining the problems with various setbacks.
Bodlovick asked Dick Moore his opinion on the matter. Moore stated he
thought it was not an engineering matter, but more a zoning matter. Hoore
stated he could vouch for the fact that the setbacks Caldwell discussed
were in agreement to what he found.
Bodlovick then questioned Dennis O'Donnell about his concerns. O'Donnell
stated this was the first time he had seen the plans, and not sure if an
amendment to the PUD or an after the fact variance was necessary.
Doug Swenson felt that since the PUD has the original site plan, perhaps
an amendment to the PUD with a copy of the new site plan on record would
be appropriate.
Caldwell felt there was no encroachment on neighboring property owners.
He stated the reason be brought it before the committee in advance was
so they would have some knowledge of the situation.
Bodlovick stated she didn't see a hardship in this instance, but due to
the circumstances, the committee is forced into doing something.
Lundquist felt there was a logicial reason for the errors due to the road
construction that was going on at the same time as construction.
A public hearing for this matter will be held March 17, 1982.

O'Donnell brought up a zoning violation off of County Road 5 that Cathy
Buck brought to his attention. O'Donnell stated the owner has some sort
of semi -truck trailer backed into a garage and connected in some manner.
Peterson asked what he does out of this trailer. O'Donnell stated he
welds copper pieces together, and that he more or less is running a
business out of it; which is in violation of the home occupation'arovision of
the ordinance, and also in'violation by having a semi -truck trailer parked
in a residential area which he has been given 10 days to remove. O'Donnell
stated the violator had requested the Joint Powers Committee to at least
postpone taking any type of action until after the winter, when it would
be easier to remove the trailer. O'Donnell then showed the committee
pictures of the trailer.
Senkus asked O'Donnell if he knew how long these violations have been
going on. O'Donnell stated not more than six months.
Senkus felt that since most people know that they shouldn't be doing
that sort of thing, that action be taken to remove the trailer. Bodlovick
felt he should try to apply for something and at least give the committee
a chance to review it. O'Donnell stated there was nothing to apply for,
it simply is not permitted.
Ray Senkus moved that the Joint Powers Committee does not grant any kind
of delay or postponement for the violations, and legal action be taken
following the normal course of action. Seconded by Peterson. Motion
carried with all in favor except for Bill Lundquist who abstained.
GENERAL DISCUSSION
Bodlovick�'opend the floor for general discussion. No issues were brought up.
ADJOURNMENT
Harry Peterson moved to adjourn at 6:10 p.m. Seconded by Ray Senkus.
Motion carried unanimously.
