We are submitting herewith our review of the site plan for the
proposed Valley Dental Arts Building in the Stillwater Industrial
Park. This site is located on Lot 1 and the westerly 29.28 feet
of Lot 2, Block 3, Feeley's Addition. This is the southeast
quadrant of the intersection of Curvecrest ' Boulevard and
Northwestern Avenue. We find that there is not an existing sewer
and water service stub in the location indicated on the site plan
submitted to us by your office. Sanitary sewer and water service
were provided for Lot 1 from the newly constructed utilities on
Curvecrest Bouelvard. The services are located approximately 130
feet east of the Northwestern Avenue and Curvecrest Boulevard
right of way intersection. The architect should change his
underground piping such that the service would be provided to the
northwesterly right of way .line. This should actually result. in
the construction of lesspiping than the route indicated on the
site plan. ✓ince services were stubbed beyonci the property line
within the Feeley Addition, this will also eliminate the necessity
of excavating in any existing streets.
We find the grades to be in conformance with the overall grading
plan for the Feeley Addition. We also find the grades to be in
general agreement with the suggested standards established by the
Joint Powers Committee. That is, the grades are basically a
minimum of 1 percent. The developer should be reminded that a 1
percent minimum grade will be required on the future driveway
indicated in the northeast corner of the site when this driveway
is constructed. A new curb cut .is indicated on Northwestern
Avenue at the southwesterly corner of the site. This new curb cut
should not present a problem for traffic flow since the entrance

is approximately 150 feet south of the intersection of
Northwestern and Curvecrest, thus providing enough stacking room
for a right turn movement. When tha curb cut is constructed,
however, the existing curbing must be removed in its entirety and
a new driveway section constructed in conformance with Mn/DOT
Standard Plate No. 7035) enclosed.
'vde find t'ne typical sections which are outlined in the subsurface
exploration program conducted by Soil Exploration Company, their
#120-8512 and dated April 29, 1982, to be in general conformance
with the suggested bituminous surfacing design indicated in the
Joint Powers engineering standards. There are three typical
sections suggested in the Soil Exploration Report. We feel the
second section, namely the one for light truck traffic, should not
be used. We recommend that two sections; auto parking, 2 inches
bituminous wearing course and 6 inches class 5 aggregate base, and
heavy truck traffic, 2 inches, bituminous wearing course, 2 inches
bituminous base course and 6 inches class 5 aggregate base, be
constructed. The site plan also indicates a precast concrete curb
to be utilized throughout the building site. The suggested
engineering standards -for the Joint Powers Committee indicated
concrete curb and gutter be constructed on all sites within the
joint powers area. However, the committee has allowed precast
curb sections to be utilized within the Joint_ Powers area
particularly where required to enhance drainage.
We trust this letter will satisfy the requirements of our review
of the proposed Dental Arts Building located on Lot 1 and a
portion of Lot 2, Block 3, _Feeley's Addition in the Stillwater
Industrial Park. If there are any further questions please do not
