APPROVAL_ OF MINUTES
Ann Bodlovick moved to approve the October 1E, 1985 minutes as submitted.
Harry Peterson seconded. Motion carried unanimously.
UFEi_INC___=_APPROVAL _ OF MASTER_ PLAN
Dick Carlson, architect, stated his firm has been working with UFE, Inc.
for the past two years in the development of the master plan, which he
presented. On this plan he indicated the proposed expansion, circulation
pattern, access points, new employee parking area with stormwater
retention area, loading dock., enhancement of the new main entrance,
landscaping around the site, and an elevation plan for the buildings. The
additions will link all the structures together to give them a uniformed
look. The parking areas will be lighted according to standards, and the
zoning requirements concerning the number of parking areas will be met
(288 parking spaces proposed, including handicapped spaces). The total
office space will be 48,120 square feet; total manufacturing space will be
84,230 sq. ft., with the site being a total of 311,900 sq. ft.
The construction will take place in four phases over a two year period:
Phase 1: Construction of employee parking lot on the west side of the
complex including st ormwat er retention area.
Phase 2: Construction of new manufacturing addition and interconnecting
the headquarters building and existing warehouse.
Phase 3: Renovation of office spaces.
Phase 4: Construction of new lunch room, new main entrance, renovation of
the existing south building, parking area, and access off of
Greeley Street.
Mr. Carlson pointed out the plans are conceptual in nature and are not
completed documents.
Cathy Buck initiated discussion regarding item #6 of the engineers report
regarding the high water elevation for the pond. Jeff Davis, engineer,
stated the existing pond south of Curve Crest has a high water elevation
of 9011, therefore part of the parking lot would be under water. He felt
a swale would provide adequate capacity to handle the outflow. This will
only affects eight par -king spaces and they would only be inundated for a
short duration of time.
Jeff Davis brought up a concern regarding the elevation of the new loading,
dock. Mr. O'Donnell recommended the first floor elevation be one foot
above the one hundred year flood elevation. The elevation is 90111j so
they should be at an elevation of 9021. He stated he would need to see
more detailed plans to determine if there is enough storm water retention
area. If that area has to be expanded it would eliminate 17 of their
parking spaces unless the parking lot is redesigned in some way. In
looking at the conceptual plans, Mr. Davis felt in order for the pond to
be adequate, it would have to be expanded or go into a more detailed
design of pipe, and this is an item that can be worked out.
Ray Senkus asked Mr. Carlson if he had any problems or concerns with Mr.
O' Donne 1 l' s conditions outlined in his letter of November 15, 1985. Mr.
Carlson stated he did not.
Jeff Davis stated the City should look at the possibility of requiring a
general access easement off Industrial Blvd. to the stormwater retention
area for maintenance, etc. Cathy Buck questioned at what point that
easement should be obtained. Mr. O'Donnell stated this should be done
before any building permits are issued.
Mr. O'Donnell stated he has talked to the County Engineer and he has no
problems with where the driveway locations are going to be, but driveway
permits must be obtained from the Public Warks Department.
Dennis O'Donnell stated the following conditions should be added to his
memo of November 15th:
1. Driveway access permits must be applied for through the Public Works
Department.
2. Easements for drainage purposes shall be dedicated as appropriate once
the engineering is decided and rust be dedicated and presented to the
City Administrator before any building permits are issued.
3. The building on the northernmost part of the property must have a
first floor elevation of 9021 (one foot above the 100 year flood
elevation).
Cathy Buck moved to approve the conceptual master plan with the
recommendations outlined in Mr. O' Donne l l' s letter of November 15, 1985
and with the following additional conditions: (1) The City of Stillwater
is granted any necessary easements for stormwater retention, (2) Driveway
access permits are obtained from the Washington County Public -Works
Department, and (3) The north warehouse floor elevation be plus one foot
from the ponds elevation of 9011, therefore being at an elevation of 9021;
and also, the phasing plan be as discussed. Ann Bodlovick seconded.
Motion carried unanimously.
FORMATION_ OF BOARD_ OF ADJUSTMENT_ AND APPEALS FOR RICHARD_ ANDEKSUN_APPEHL
Doug Swenson stated the Joint Powers Agreement creates a Beard of
Adjustment and Appeals to hear appeals. The Board shall consist of seven
members consisting of one county representative, a member representing the
City of Stillwater and one representing Stillwater Township who currently
sit on the Joint Powers Committee, as well as two additional people
appointed from the City and two appointed from the Township. When the
matter is hear -d, only five of the seven members will be eligible to vote,
the county representative, the two regular Joint Powers members, and in
this case, the two appointed by the Township since this is where the
property is located.
Cathy Buck will be the representative from Stillwater Township and Ann
Bodlovick from the City of Stillwater. The other appointees will be
decided at the Town Board's and City's next meeting. The hearing date for
the Richard Anderson appeal will be January 8, 1986.

The following is a list of comments and recommendations
regarding the referenced plan dated October 1, 1985:
1. Slope on drives appears to be adequate.
2. The proposed Development Plan involves filling part of the
existing ponding area. The proposed on-site pond must
provide storage volume equal to the volume of the fill
placed within the existing pond.
3. High water elevation within the on-site pond should be
maintained at an approximate elevation of 901.
4. An additional ponding easement will be required for the
proposed on-site pond.
5.. Filling of the employee parking area to an elevation of 910
will eliminate the out -flow swale for Oasis Pond directly
to the south. The relocation of the swale or a pipe of
adequate size m,st be provided in this area.
6. The high water elevation for the existing pond is
approximately 901. Therefore, part of the parking lot will
be subjected to flooding during a 100 year storm event.
7. All other items pertaining to bituminous surfacing, base
construction, grading, concrete curb and gutter and
sidewalk construction must be constructed according to the
Joint Powers Committee engineering standards.
