Case No. 440 Rezone property from Two Family to Medium Rezoning Density Family to permit construction of one building consisting of six to eight dwelling units on approximately 34,000 square feet on Myrtle Street between South Sixth and South Harriet on both the south and north sides of Myrtle Street 2. Case No. 441 Bruce Folz for Oak Development Co. Final Plat Approval Final Plat approval for the Oak Glen Third Addition (Outlot "C") 3. Preliminary Appearance of Jim Masterman regarding parking Presentation requirements for a change in use of the church building into residential use in a Commercial area at the corner of South Third and Myrtle Streets. 0 �t STILLWATER PLANNING COMMISSION Present: Tom Farrell J. Vania Barb Avise R. Meister Allen Zepper C. J. Sleiter D. Miller Absent: C. Swanson, A. Roepke Time: 7:00 P. M. Dated: January 25, 1982 Chairman Farrell called the meeting to order at 7:00 P. M. The Chairman announced that this was the first meeting of the year and that an election of Officers, Chairman and Vice Chairman was necessary. Mr. Meister nominated Mr. Farrell. There being no other nominations, Mr. Meister moved to close nominations. Mr. Farrell was elected to serve as Chairman for calendar year 1983. CASE NO. 441 Dave Dupay, representing Oak Glen Development, submitted the final plat on the Oak Glen Third Addition. Mr. Dupay said that there were only minor changes made to the preliminary plat. RUSS MEISTER moved to approve the addition. Motion was seconded by (motion carried unanimously) final plat of the Oak Glen Third J. Sleiter. Preliminary presentation of change in use in Church Building. Brian Nelson and Robert Smith presented some preliminary plans to convert the old church located at the Southwest corner of Myrtle and Third Streets to a residential building. It was intended to change the building to a high density (10 units) residential building. The units would be about 1,100 square feet each. Access- would: be from Third Street and 14 - 15 parking stalls would be provided underground. The Developers realized that they would need zoning changes and some variances for floor area. There were also some building code problems that would have to be worked out. The Developers explained that this was only a preliminary presentation to test the waters on the change in use. The Developers also said that they were primarily commercial developers and had purchased this building at the same time they acquired the Grand Garage. The residential use appeared to them to be the only feasible use of the building. The Developers were instructed to make a formal application for the next Planning Commission meeting to be held on February 22, 1982. CASE NO. 440 - REZONING Joe Gould rezoning property from two-family to medium density family to permit construction of six dwelling units. .TILLWATER"PLANNING COMMISSION - January 25, 1982 - Page Two. Randy Schaeffer, representing Joe Gould, presented plans for construct- ing one building consisting of six units on the South side of Myrtle Street between Harriet and Sixth Streets. Access would be off Myrtle Street with a paved parking area behind (South) the building. Mrs. Christofferson and Mr. Rod Richert were concerned about the water runoff created by this development and were also concerned about the traffic problems related to the Myrtle Street access which was very close to the Sixth Street turnoff. Dick Murray felt that the water runoff down the ravine would possibly wash the bank away where the building would be placed. Mr. Schaeffer felt that a swail would take care of this problem. Tom Farrell said he was reluctant to rezone the parcel until the storm sewer problems could be addressed and suggested that this case be continued until the next meeting. Mr. Farrell also suggested that the Developer bring some topographic maps to assist in answering the storm water questions. Mr. Zepper moved to continue the hearing until February 22, 1982 in order to get more information for this case. Ms. Vania seconded the motion.
