MAGNUSON NOTICE OF A MEETING Stillwater Planning Commission Monday, February 22, 1982 City Hall - 7:00 P. M. AGENDA 1. Case No. 440 Joseph Gould - Property on West Myrtle Street (continuation) between South Sixth and South Harriet 2. Case No. 442 Paul Emerson - rezone property on the east (Rezoning) side of County Road No. 5 - adjacent to the Erickson Service Station (see map attached to the application - reverse side) 3. Case No. 443 Dick Nelson - Old Presbyterian Church Building - (Rezoning and rezone property to permit High Density Multi - Variances) family residential development. *This hearing will be continued at the City Council meeting of March 2, 1982 at 7:30 P. M. STILLWATER PLANNING COMMISSION Present: Tom Farrell J. Vania Barb Avise R. Meister Allen Zepper C. J. Sleiter Jack Shelton C. Swanson Dean Miller A. Roepke Time: 7:00 P. M. Date: February 22, 1982 The Chairman called the meeting to order at 7:05 P. M. The minutes of the last two meetings were approved as written with one amendment. Add to the January 25th meeting the fact that Russ Meister was elected as Vice Chairman for the current year. CASE NO. 440 Continuation of last months application for (continued from rezoning of property on Myrtle Street between January) South Sixth and Harriet Streets. A brief review of the application was given by Mr. Baker from BE Architects. Mr. Shelton raised the question of a probable boundary line question on the East side of the property. Mr. Baker said he would work it out with the Owners. Mr. Baker said the problem of runoff water could be handled by installing holding ponds if the neighbors wanted to involve themselves in that kind of project and help with expenses. Mr. Farrell recommended this request be changed to a Special Use Permit rather than a rezoning. Mr. Gould and Mr. Baker had no objections. Motion: Move to recommend to the Council that a Special Use Permit for the construction of up to eight, two bedroom units, and that Mr. Gould report back to the Planning Commission with more details concerning elevations and drainage. Moved by: C. Swanson, Seconded by R. Meister. Motion carried unanamously. CASE NO. 442 Rezoning Paul Emerson - Rezone property on the East side of County 5. Mr. Bruce Folz presented the request for Mr. Emerson. It is thirty two acres of rolling land and the request is for all of it to be rezoned RCM (Medium Density). PLANNING COMMISSION - February 22, 1982 Page Two A number of neighbors had concerns; Gary Howe owns adjoining single family property - concern about sewer capacity, concern about Comprehen- sive Land Plan, concern about impact on School District. Motion: To approve the application for rezoning with the recommendation that sewer capacity for the City be considered carefully before making any decision. Motion by: Al Roepke, Seconded by J. Vania. Passed Unanimously. The Planning Commission would like a definitive statement or presentation by Duane Elliott regarding sewer capacity and related problems. CASE NO. 443 Rezoning and Variances Dick Nelson - Old Presbyterian Church Building Mr. Dick Nelson presented the blue prints for the project. It was very well received by the Planning Commission. There was no significant discussion. Motion: Move to approve the rezoning and the variances necessary. Moved by: Al Zepper, Seconded by J. Sleiter. Passed Unanimously.
