Case No. 453 Special Use Permit Sherwood and Gloria Vegsund property at 306 W. Olive for a bed and break- fast facility. Michael McGuire, New Stillwater Project, Inc. to convert car wash building into a food concession operation. 3. Case No. 454 Charles Wikelius and Ann Bellows, 212 Variance S. 6th St. for indefinite rear yard setback from Holcombe St. for a new garage. 4. Case No. 455 Blaine Isker, 402 N. Main St., for Special Use Permit residential use of light ind. zoned building (first floor). 5. Case No. 456 Loretta Laman, 807 S. Fourth St., for Special Use Permit and alteration and tailoring business in residential area. Also a sign in yard. 6. Declaration of Covenants and Restrictions for Oak Glen. See attached letter from David Magnuson, City Attorney. STILLWATER PLANNING COMMISSION PRESENT: Tom Farrell Russell Meister Dean Miller Josephine Vania C. Jay Sleiter Barbara Avise Al Zepper ABSENT: Alfred Roepke Charles Swanson TIME: 7:00 P.M. DATE: May 24, 1982 The Chairman, Tom Farrell, called the meeting to order at 7:05 p.m. CASE NO. 452 Sherwood and Gloria Vegsund, property at Special Use Permit 306 W. Olive for a bed and breakfast facility. Sherwood and Gloria Vegsund explained their intentions of a bed and breakfast facility. They state the incentive is to maintain and keep a high-quality home. Mr. Vegsund stated he had a list of restrictions they would be willing to have. They included: 1. Permit be non -transferable under any condition 2. To provide 8 off-street parking spaces 3. Breakfast served only to inn guests 4. No liquor or application for license 5. Sign no larger than 5x4 6. Will be residing at 306 W. Olive or someone responsible in charge. 7. No pets or children under 7 years of age. 8. No public gathers (weddings, etc.) R. Meister stated that the sign would be in violation. The Vegsund's stated they would be agreeable to whatever size would be allowed. Several neighbors, represented by Leo Lohmer, 303 W. Olive, were in attendance. They have a petition with 55 signatures stating their concern of a commercial adventure in a residential district. Another of their concerns was the added traffic in the neighborhood (produce trucks, linen trucks,etc.) Motion: By Russell Meister to deny special use permit based on fact that it does not conform to the Committee's comprehensive plan and because of the objection of neighbors. Seconded by Dean Miller One nay - C. Jay Sleiter 'Case No. 453 Michael McGuire, New Stillwater Project, Inc. Special Use Permit to convert car wash building into a food concession operation. Michael McGuire presented his plans. The Committee questioned the flooding. Mr. McGuire stated that all the equipment would be portable and that it will only be a summer -time operation. Mr. McGuire showed blue -prints of the proposed area which includes a permanent patio area. Mr. McGuire stated that the idea of the plan is to clean up the area and make the building as inconspicuous as possible. Motion: By C. Jay Sleiter to approve special use permit with stipulation that the patio be an integral part of plan and that the building be painted in an earth -tone color Seconded by J. Vania. Approved unanimously. Case No. 454 Charles Wikelius and Ann Bellows, 212 S. 6th Variance Street for indefinite rear yard setback from Holcomb St. for a new garage. Mr. Wikelius presented his plan. He stated neighbors have no objection. The building will be built on an existing site. The garage will be 20 x 26. Motion: By Russell Meister to approve variance. Seconded by Dean Miller Unanimously approved. Case No: 455 Blaine Isker, 402 N. Main St., for residential Special Use Permit use of light ind. zoned building. Mr. Isker stated the area in the front is for a small show room. Art work is also done for other studios. Motion: By J. Vania that the special use permit be granted. Seconded by Russell Meister Unanimously approved. Case No. 456 Loretta Laman, 807 S. Fourth St., for an altera- Special Use Permit tion and tailoring business in residential area. Also a sign in yard. Mrs. Laman stated she plans on using exisiting space in her home. The work will be done by appointment only, so no parking or traffic problem is forseen. Motion: By Dean Miller that special use permit be granted based on condition that the sign be flat on the house. Seconded by Russell Meister Unanimously approved. Declaration of Covenants and Restrictions for Oak Glen. Motion: By Russell Meister that the restrictions be approved. Seconded by J. Vania Unanimously approved. The meeting adjourned at 8:30 p.m.
