DATE:. March 28, 1983 Acting chairperson, Josephine Vania, called the meeting to order at 7:00 P.M. Motion by Russell Meister, seconded by Dean Marlette to approve the minutes from the meeting of March 28, 1983. Motion carried. CASE. NO. 475 Donald Nolde to construct a two-story Special Use Permit office building at 275 South Third St. Mr. Nolde presented his plans and states he would like to construct an 8 -unit office building. There will be 10 parking spots under the building and 10 on the property. No variances or set -backs are necessary for the plan. Motion by Russell Meister to approve the special use permit with the stipulation that no more than 12 parking spots and units be allowed. Motion seconded by Barbara Avise. Motion carried unanimously. CASE NO. LIT 7 7 Mrs. Nella Larson, 2.10 E. Laurel for a Special Use Permit 3 room bed/breakfast operation. Mrs. Larson explained that there is ample room for 3 cars in driveway. There will be no on -street parking. She presently resides at the home but does not own. it. Her granddaughter and husband own the house and property and have given their approval of the proposed use. She states that a small decorative sign will be used, but will keep it within the ordinance. Motion by Dean Marlette to approve the special use permit provided it meets fire and building codes and that it be non -transferable. Motion seconded by Russell Meister. Motion carried unanimously. CASE. NO. 483 Variance James Tholen, 308 Echo Lane for 5 foot varian a� for house addition. Mr. Tholen presented his plans, He states the neighbors have no objections. Dean Marlette stated he feels it is a. good plan and there is a lot of room to work with. Motion by Dean Miller, seconded. by Dean Marlette to approve the 5 foot front variance for a house addition. CASE. NO. 484 Approval of Preliminary William Lecuyer, 13332 Boutwell Rd. Plat and Alien Reichow, 13440 Boutwell Rd. to subdivide and plat the described property into 13 lots to be known as Wildwood Pines and Wild - wood Pines Second Addition. Bruce Foltz presented the plans for the subdivision. He states that the Reichows presently have a home on one of the lots in the proposed area. Bruce stated that the names of the culdesacs would coinside with the road name. Two or three lots are questionable at the present time until fill from the road is put in the area. There has been a former agreement when the land for the road was given that the fill would be put in the area by the Reich.ows. If enough fill is there, then the lots would be utilized. Motion by Josephine Vania., seconded by Russell Meister to approve the preliminary plat as presented. Motion carried unanimously. CASE. 140. 485 John Kelly, 26 W. Tenth St., St. Minor Subdivision Paul for minor subdivision, side - 108 W. Stillwater Ave. yard variance and. possible _lot size variance based on survey, Lot 4, Block 19, Carli Schulenberg Add. Clayton Obermier presented plans for John Kelly. He hoped that the survey would be back before tonight's meeting, but wasn't. He is sure it will be back before the Council meeting. He states the building has a concrete separation wall and in order to make a duplex, needs the variances. Motion by Russell Meister, seconded by Douglas Seitz to recommend approval of zero sideyard variance on both sides and 500 square foot on West lot. Motion carried unanimously. CASE. NO. 486 Winona emitting Mills for con - Conditional T1 ;e Perrnit & diLional use p(�x•m;i.t to operate a re - Variance tail outlet and a request for variance to utilize Flood Proof Classification PP -3 Diana EllaLon was ppcserit at; the meeting and Al Zepper explained the need for the .request. Stillwater City Code prohibits the use of FP -3 as a method of flood control. The DNR is suggesting this be done, therefore the request.
