Fourth Street AGENDA Case No. 505 Special Use Permit - Washington County (Developing 55,000 square foot office expansion to the present Courthouse complex) STILLWATER PLANNING COMMISSION r MEMBERS PRESENT; Thomas Farrell Josephine Vania Barbara Avise Dean Miller Ron Newman Douglas Seitz Dean Marlette Allen Zepper ABSENT: Alfred Roepke Russell Meister TIME: 7:00 P.M. DATE: Monday, September 12, 1983 The Chairman, Thomas Farrell, called the meeting to order at 7:03 p.m. CASE NO. 508 Washington County for developing an Special User Permit 8500 square foot office expansion to the present courthouse complex. Charles Swnason, Director of Public Works, introduced Lyle Doerr representing Washington County, and architect, Fred Shank. Mr. Doeer explained plans for the layout of the addition. He states that the addition will make room for Social Services, presently located in the old hospital. This would be the largest single division in the new addition. There will also be room for administration, a new board room, training rooms, planning, dept., etc. Details of the building were given by Mr. Shank. The addition will be 3 levels but the roof will not exceed the existing building. The existing building is 93000 square feet. There will be room to store many records in the new addition. There is presently one full-time employee for microfilming, but there are many records. There are presently 250 employees at the chourthouse and with the addition, 160 will be added, making a total of 410 employees. Traffic signals at 62nd and 4th St. were discussed and a recently study showed it does not meet the criteria. As soon as figures are met, Washington Co. will be responsible to install them. A neighbor, Don Swenbert, 14990 N. 60th St., was present and expressed his concern. He states it must also be remembered this is a residential area and the addition would create more traffic problems. He has a petition signed by several neighbors stating their- concerns regarding the addition. Mr. Swenberg-feels the building should be placed some- where in an already commercially zoned area. A letter from a resident, Barbara O'Neill, 6215 Panama Ave., was read by chairman, Tom Farrell. Ms. O'Neill was unable to attend tonight's meeting. She also stated her concern regarding traffice, noise, lights, parking problems, etc.
