The chairman, Thomas Farrell, called the meeting to order at 703 p.m.
Motion by Barbara Avise, seconded by Russell Meis-ter, to approve the
minutes from the meeting of September 26, 1983. Carried unanimously.
Motion by Barbara Avise, seconded by Russell Meister, to approve the
minutes from the September 265 1983 -meeting of the Historical
Preservation Commission.
CASE NO. 510 William J. Murray, Muller Boat Works,
Special Use Permit to place a mobile home 'on commercial
property on St, Croix River.
Mr. Murray -stated he would live in the trailer during the summer and
live South.in the winter. -The trailer would be able to be moved in
case of high water. It would be placed somewhere on the north end
of his property across from the old prison. He states the trailer will
be among the boats and not very noticeable,.
Motion by Russell Meister to approve special use permit. Motion died
for lack of second. Discussion followed. John Stine.from DNR. also
present at the meeting, explained the flood ordinance. .. -
Commission members are not certain if this is allowable or not and
the city attorney, Dave Magnuson, will check on it.
Motion by Russell Meister, seconded by Dean Miller to approve the request
for special use permit. Josephine Vania stated that Mr. Murray should
be aware of the Commission's uncertainty of whether or not this is
allowable. Motion carried unanimously.
Pat Olson from DNR, also present at the meeting, stated her concerns
regarding Mr. McGuire's requests. She states the need for a holding
pond is neccessary so the run=off from the driveway and parking lot
does not go right into the river. In a holding pond it would stay
and be somewhat filtered (oil from cars, etc.) before going into
river. Mr. McGuire informed Pat of the need for parking in Stillwater
and to eliminate the parking would create more of a parking problem.
Barbara Avise advised the Commission of plans to expand the park
north of the gazebo as far south to the boat docks.
Allen Zepper left at 8:16 p.m.
Mr. McGuire has copies of the proposed park plan and is trying to
coordinate his plans with the city.
Pat Olson, DNR, suggested building farther North and South rather
than so close to the river. She stated that in order to grant a
variance there must be a hardship. Mr. McGuire stated that it is
very difficult to -build a workable restaurant on the lot and if
the restaurant was moved back, there would be a hardship"for the
city-because.of safety access to the docks and a sewer line.
John Stine asked Mr. McGuire what the retaining wall would be made
of. This will be engineered with structure for flooding.
Pat Olson stated their need for a plan that includes sizes of
trees and lanscaping. Mr. McGuire will do this.
Barbara Avise questioned what happens precedurally with this request.
First the City Council needs to approve and then the DNR has
final approval.,
Josephine Vania questioned the parking. Mr. McGuire stated he will
also be using the existing Brick Alley Building parking lots.
Motion by Dean Miller, seconded by Russell Meister to approve requests
as submitted. Motion amended,by Dean Miller, seconded by Russell
Meister, to approve requests as submitted with stipulation that the
driveway and parking not be paved until a holding pond is developed.
Carried unanimously.
Motion by Russell Meister,seconded by Dean Marlette to adjourn at
9.03 p.m.
