1. Approval of Minutes - January 23, 1984 and February 27, 1904 riQetings.
2. Case No. 516 - Joe Gould - revised plans for four-plex at Fourth
and Wilkins Streets.
3. Case No. 524 - Sandra Hudson - Special Use Permit for operation
of electrolysis clinic in home at 2304 Fairmeadows
Road.
4. Case No. 525 - Patrick Mulvehill - Special Use to convert garage
(size 14' x 20') into efficiency apartment at
301 W. Myrtle Street.
5. Case No. 526 - Larry Isdahl (Mike Adams, owner) - Special Use
to add on to existing building to be used for
commercial office space at 106 E. Chestnut Street.
6. Case No. 527 - L. Hagstrom Builders - Special Use to convert
church building at Mulberry & N. 3rd Street into
5 -unit townhouse.

Chairman Josephine Vania called the meeting to order at 7:02 p.m.
Motion by Thomas Farrell, seconded by Russell Meister to approve the
minutes from the meeting of January 23, 1984 with the following cor-
rection: On Case No. 519 last paragraph should read that Barbara
Avise moved to give preliminary approval as stated, not Tom Farrell.
Motion carried unanimously.
Motion by Thomas Farrell, seconded by Dean Marlette, that the minutes
from February 27, 1984 be approved with the corrected spelling of
Colleen Mlecoch. Carried unanimously.
CASE NO. 516 Joe Gould, 5749 Lake Elmo Ave. N. to construct
Special Use Permit a fourrplex in a two family zone at 4th and
Wilkins.
Mr. Gould explained and showed the revised plan. The building has been
moved back.
Motion by Dean Marlette, seconded by Dean Miller, to recommend approval
for Special Use Permit. Carried unanimously.
CASE NO. 524 Michael and Sandra Hudson, 2304 Fairmeadows
Special Use Permit Rd. to operate electrolysis clinic in home.
Mrs. Hudson stated she will be doing this strictly on a part-time basis.
She feels parking will not be a problem because she can only work on
one customer at a time.
A letter from Mrs. Philip G. Christman, 301 Laurie Ct. was. read. Mrs.
Christman's concerns -include traffic in .the area, a decrease in property
value because of a commercial operation adjacent to her home, and the
possible use of signs. She feels it inappropriate to allow a business
to operate in an area clearly zoned for residential use.
Mrs. Hudson stated if in the future she needs to hire more help she
would then rent a place. She will not be doing any remodeling to her
home. She explained that licensing is not now required, but that the
law may be changed. She also stated that the average time per customer
is about 15 minutes to a half hour depending on the area being treated.

Morris Stenerson, chairman of the Historical Preservation Commission
presented a copy of the proposed outline for a historical district.
Motion by Thomas Farrell, seconded by Russell Meister, to approve
boundaries as presented. Carried unanimously.
Motion by Thomas Farrell, seconded by Russell Meister, to adjourn
at 8:30 p.m.
