The meeting was called to order at 7:04 p.m. by Chairperson Josephine Vania.
Approval of Minutes
Motion to approve the minutes of the,)March 26, 1984 meeting, with the following
correction, was made by Colleen Mlecoch and passed unanimously: On Case 525
sentence should read Mr. Mulvehill, not Mrs. Mulvehill.
Motion to approve the minutes of the April 23, 1984 meeting was passed
uninimously.
Case NO. 528A
Jon Ludwig, 713 North 4th Street - Variance
to construct a front porch.
This was a continuation of his request made during the April 23rd meeting.
Mr. Ludwig stated that he will reduce the depth of the porch to 4', to make
it less obtrusive. Tow of Mr. Ludwig's neighbors spoke in favor of the
porch addition.
Motion by Thomas Farrell, seconded by Dean Miller, to approve the variance
as requested. Motion carried 5-1.
Case No. 531
James M. Poynter, 911 S. 5th Avenue - 82' variance
to construct a two -car garage in front of his
house.
Mr. Poynter stated that he has an existing garage under his house but that
he can't use it because the road down to it is aften unpassable during the
winter months. The street, Hudson Street, is unpaved and is not maintained
by the City. It was pointed out by Mr. Zepper that Mr. Poynter would also
have to have a second variance because he would exceed the allowable square
footage for garage space if he were to build the second garage.
Mr. Farrell moved to deny the variance with the understanding that there is
a hardship due to the problem with Hudson Street. If the City is unable to
improve the condition of Hudson Street, then Mr. Poynter should be allowed
to build a second garage up in front of his house. Motion seconded by Dean
Miller and passed unanimously.
Case No. 532
Ronald Axdahl, 13440 Boutwell Road,
Special Use to operate a small machine shop
out of his garage.
Mr. Axdahl stated that he wishes to continue to operate a lathe and do mill
work in his new location just as he did at his previous residence (310 South
6th Street).
Motion by Colleen Mlecoch, seconded by Thomas Farrell, to approve the special
use as requested. Carried 5-1.

Case No. 533 Duane Ahles, 414 N. 4th Street, special use
to run a mail order operation from his home.
Mr. Ahles did not appear, subsequently no action was taken.
Case No. 534 Clyde Clayton, 324 North 4th Street, variance
for a 5' sideyard from living space for a screen
porch on top of garage.
Mr. Clayton stated that he wants to place a four -season sun porch on his
new garage. A neighbor, Mr. & Mrs. Loome, sent a letter stating their
dissatisfaction with the addition and questioning the lot line.
Motion by Dean Marlette, seconded by Thomas Farrell, to approve the variance
as requested, with the condition that Mr. Clayton and Mr. Loome come to an
agreement as to the property boundaries. Motion carried 4-1.
Case No. 535 Wm. Stouvenel, 1120 North 1st Street, 2 1/4'
sideyard variance and subdivision of parcel into
two single-family lots.
Mr. Stouvenel asked to divide the parcel into two lots of 7,504 sq. ft.
Mr. John Dusche presented a petition of 46 names of neighbors who do not
want the lot subdivided. A number of neighbors spoke in opposition to the
request; Mr. Duscha, Mrs. Shepbell, Mr. Sullivan, Mrs. Duscha, Mr. Aver.
Motion by Thomas Farrell, seconded by Dean Marlette, to deny the minor
subdivision on the basis that it does not conform to the existing neighborhood,
increases density and lowers property values. Motion carried 4-2.
Case No. 536 Steven Roettger, 201 West Olive, variance of 426
square feet to enlarge the existing garage to a
3 -car garage.
Motion by Dean Miller, seconded by Colleen Mlecoch, to approve the variance
as requested. Motion carried unanimously.
Case No. 537
Mr. Joseph Monheim, 1004 N. 4th Street, special
use to build a four-plex in a two-family zone.
Mr. Monheim presented his plans for a four-plex on said property.
Motion by Dean Marlette, seconded by Colleen Mlecoch to deny the special use.
Motion carried unanimously.

Case No. 538 Warm World Child Development - Conditional Use
to use Trinity Lutheran Church (115 North 4th
Street) as day care.
There was no discussion regarding this case.
Motion by Tom Farrell, seconded by Dean Miller, to approve the conditional use
request as presented. Motion carried unanimously.
Case No. 539
James Webster, 310 W. Wilkins, special use
to use an outbuilding as office space and minor
shop work'for outside contract labor (welding).
Mr. Webster stated that he would remove the garage and use the existing
outbuilding to do light shop work in the evenings.
Motion by Thomas Farrell, seconded by Dean Miller to approve the special use
permit request with the condition that the use be reviewed in one year and that
Mr. Webster see that no materials are stored or left in the yard. Motion carried
5-1.
Case No. 540 James Huntsman, 416 South Fourth Street,
12 foot variance to extend a porch in the
rear yard.
There was very little discussion on this case.
Motion by Dean Marlette, seconded by Colleen Mlecoch to approve the variance
as requested. Motion carried unanimously.
Special Meeting
A special meeting was set for June 11, 1984, at 7:00 p.m. The regular
meeting will be held on June 25, 1984.
