THE STILLWATER PLANNING COMMISSION WILL MEET ON MONDAY, MARCH 25,

The meeting was called to order by Chairman, Dean Miller. On a motion by Jay Kimble,
seconded by Douglas Seitz, the minutes were approved as submitted.
Chairman Dean Miller gave a report on the Council's decision regarding last month's
cases (573, 574, 575 and 576). Jay Kimble added that Case No. 575 has since been
denied due to current restrictions which are in effect.
CASE NO. 577
Variance
Joseph Cosgrove, Jr., 702 No. Fourth St. for
8 ft. building separation.
Mr. Cosgrove explained that he would like to build a new garage where the old one
used to stand. The group agreed that the request for a variance was the only
practical solution to Mr. Cosgrove's lot size and house position which sets well
above the street on the Fourth Street side. Continued access from Maple Street
appeared to be the only reasonable option. He reported his neighbor on the west
did not object. No one from the neighborhood was present for or against the request.
On a motion by Rob Hamlin, seconded by Douglas Seitz, the Commission voted unanimously
to approve the request.
Mr. Cosgrove said he understood that he would need to install 5/8" sheetrock on
the inside walls for a fire protection for his neighbor. He was informed his
request would be heard by the Council on April 2 at 7:30 P.M.
CASE NO. 578 Oak Glen Development Co., 1399 McKusick Rd.
Preliminary & Final
Plat Approval
Bruce Folz represented Oak Glen Development Co. and presented an overview of his
client's request for preliminary and final plat approval; and grading plan approval
for Phases 1 and 2 of Oak Glen Development. He indicated that his client wishes to
change the development to townhouses in order to capture a different market. The
density would remain about the same with a total of 108 units.
Building Inspector Allen Zepper referred to a memorandum (3-23-85) from Ken Meister,
Public Works Director, who reviewed the need for additional sewage and water services
with the change to townhouses. He also pointed out in the memorandum that Driveways
C and D will not be city streets and, therefore, not maintained by the City. Other
conditions to be met were also indicated, (copy attached). Mr. Meister wrote that
the final plat appears to be in order.

On a motion by Jerry Fontaine, seconded by Douglas Seitz, the Commission unanimously
approved the preliminary and final plats of Oak Glen Townhomes (Phases 1 and 2)
along with the grading plan. Mr. Folz was informed that the Council will hear his
client's request on April 2 at 7:30 P.M.
CITY OF STILLWATER/STILLWATER TOWNSHIP JOINT PLANNING COMMITTEE
Rob Hamlin gave a brief report on the recent planning meeting between the City and
the Township. He highlighted some of the issues under discussion. Mr. Hamlin was
invited to attend the joint committee as a representative from the Planning Com-
mission.
MEETING TIME CHANGE
Mr. Hamlin requested a time change of the Commission's meeting due to a personal con-
flict with another commitment. On a motion by Rob Hmalin, seconded by Jay Kimble,
the meeting time was changed unanimously to the second Thursday of the month begin-
ning with the May 9 meeting.

Re: Preliminary and Final Plats of Oak Glen Townhouse Plat #2
PRELIMINARY PLAT
The City's utilities and streets for the townhouse area were installed under
the Oak Glen 1st, 2nd and 3rd Additions. Due to the relocation and design of
the proposed townhouses, additional sewer and water services will have to be
installed along with a short piece of watermain in Driveway D. A saddle type
connection shall be used in all of the sanitary sewer service cut -ins. The
additional water services shall be tapped by the Water Board and installed
accordingly to their specifications.
The Driveways C and D will not be City streets and therefore will not be
plowed or maintained by the City. The typical section shown for the drive-
ways is adequate. This section proposes a 25 ft. wide street with concrete
curb and gutter.
A temporary road connection to McKusick Road is shown. Permission for this
connection will have to be obtained from the Washington County Highway Depart-
ment.
Erosion control measures will be required to protect sediment from entering
the storm sewers and wetlands.
FINAL PLAT
The final plat appears to be in order and has the necessary easements shown
for the utilities.
