FOURTH STREET. AGENDA 1. Approval of Minutes - July 22, 1985. 2. Tax Increment Financing Districts - Minor Revision in Plan. 3. Case No. 600 - Greg Johnson, 321 West Elm Street - Request for Minor Subdivision of property. 4. Case No. 601 - Joseph Monheim, 1004 No. Fourth Street - Request for Minor Subdivision of property. 5. Case No. 602 - Tom Lindeen, 2467 Hidden Valley Lane - Request to install an in -ground swimming pool; Variance for placement of six ft. fence on lot lines. 6. Case No. 603 - Stillwater Yacht Club (formerly Muller Boat Works), 422 East Mulberry Street - Request for Special Use Permit and Setback Variance to remove existing building and construct new building. 7. Case No. 604 - Darlene Liberty, 210 North Martha Street - Request for Rear Yard Setback Variance to replace existing garage with new garage. 8. Case No. 605 - Washington Federal Savings Bank, Second and Myrtle Streets - Special Use Permit to construct an 11,000 sq. ft. addition to existing bank facilities. 9. Magnuson August 26, 1985 TO: Dean Miller, Planning Commission Chairman Planning Commission Members FROM: Mary Lou Johnson, City Clerk SUBJECT: Case No. 601, Joseph Monheim Case No. 603, David Carlson Changes have been made to two planning cases being considered tonight: Case No. 601 - Joseph Monheim request for Minor Subdivision of property at 004 North Fourth St. The original application only stated that Mr. Monheim is requesting a Minor Subdivision. He is also requesting a 255 sq, ft, area variance. Planning Commission members are asked to consider this request in addition to the Minor Subdivision. Case No. 603 - The City was notified on Friday, August 23 that they cannot legally hold a Public Hearing on the riverfront development at the former Muller Boat Works because several governmental agencies were not notified of the September 3 Public Hearing date 20 days in advance. Dean Miller, chairman, reviewed Council action on last month's cases. Tax increment financing district was discussed. Several additions to the original districts were presented. There was question as to why one of the proposed areas was isolated from the rest. Motion by Rob Hamlin, seconded by Jerry Fontaine to approve additional proposed districts with the exception of the proposed parcel bordered by Myrtle, Water, Chest- nut and Main. Further explanation on that parcel is requested. Carried unanimously. CASE NO. 600 Minor Subdivision Greg Johnson, 321 W. Elm for minor subdivison Mr. Johnson stated that the proposed subdivision would make two legal conforming lots. He states he has had the house and lot for sale for over a year and unable to sell it. A neighbor, Greg Holmquist, 322 W. Hickory, questioned whether or not the lot without the house would be buildable. Motion by Jerry Fontaine, seconded by Nancy Putz to approve request. Unanimously carried. CASE NO . 601 Minor Subdivision Joseph Monheim, 1004 N. Fourth St..for minor subdivision Mr. Monheim explained his proposal. The lot would not be divided exactly in half. The driveways for the duplex would be on Aspen. The following neighbors were present and expressed their feelings that parking might be a problem and that two single family homes would be more appropriate: John Stillman, 924 N. Fourth; Dick Mundinger, 120 W. Wilkins; Dick Wilson, 906 N. Fourth; Warren Pominville, 1011 N. Fifth; Vern Christenson. Motion by Rob Hamlin, seconded by Jerry Fontaine to deny request for minor subdivision.
