NOTICE OF PLANNING COMMISSION MEETING
THE STILLWATER PLANNING COMMISSION WILL MEET ON MONDAY, NOVEMBER 18, 1985 AT
7:00 P.M. IN THE COUNCIL CHAMBERS OF CITY HALL, 216 NORTH FOURTH STREET.
AGENDA
1. Approval of Minutes - October 21, 1985.
2. Case No. 614 - Arkell Development - request for construction of a 60 unit
Senior Housing Development at approximately Stillwater Blvd. North/
County Road 5 and West Orleans Street.
3. Any other business the Planning Commission may wish to consider.

The meeting was called to order by Vice Chairman, Gerald Fontaine
at 7:02 P.M.
Motion by Don Valsvik, seconded by Jean Jacobson to approve the
minutes from the meeting of October 21, 1985. Carried unanimously,
A revision of the tax increment plan was presented and discussed in
conjunction with Case No. 614. The redevelopment district meets
the criteria.
Motion by Rob Hamlin, seconded by Nancy Putz to approve the modification
to the tax increment plan as present at this meeting.
CASE N0. 614 Arkell Development for request for
Concept Approval construction of a 60 unit Sr. housing
development at approximately Stillwater
Blvd N,/Cty. 5 and W. Orleans St.
John Arkell presented the proposed plan. They are putting together
a plan that seniors can afford. With the tax increment rent would
start at $385 rather than $45G. The units will be strictly rental.
A neighbor, Gary Howe, whose property abuts the above had some concerns
that the units would only be rented to seniors and not low income.
Mr. Arkell stated Phase I will only be for seniors.
Motion by Rob Hamlin, seconded by Nancy Putz to approve concept approval
of Phase I of Arkell Developments on the Emerson property, Motion
carried unanimously.
The Commission discussed next month's. meeting dates. The Council would
lice to meet with the Commission sometime the first week in December.
The Planning Commission would like to suggest a jointmeeting on Monday,
December 2nd. The next regular meeting of this Commission will be on
Monday, December 16th.
