Magnuson December 11, 1985 NOTICE OF PLANNING COMMISSION MEETING THE STILLWATER PLANNING COMMISSION WILL MEET ON MONDAY, DECEMBER 16, 1985 AT 7:00 P.M. IN THE COUNCIL CHAMBERS OF CITY HALL, 216 NORTH FOURTH STREET. AGENDA I. Approval of Minutes - November 18, 1985. 2. Case No. 615 - Delwin Peterson - Request for Variance, 1303 So. Fourth St. 3. Case No. 617 - James Meyers - Request for Special Use Permit, 500 South Fourth Street. 4. Any other business the Planning Commission may wish to consider. CITY HALL: 216 NORTH FOURTH STILLWATER, MINNESOTA 55082 PHONE: 612-439-6121 STILLWATER PLANNING COMMISSION MEMBERS PRESENT: Gerald Fontaine Don Valsvik Rob Hamlin Judith Milston Dean Miller Helen Miller Allen Zepper MEMBERS ABSENT: Nancy Putz Jean Jacobson Jay Kimble DATE: December 16, 1985 TIME: 7:00 P.M. The meeting was called to order by Dean Miller at 7:00 P.M. Motion by Rob Hamlin, seconded by Judith Milston to approve the minutes from the meeting of November 18, 1985. Motion carried unanimously. CASE NO. 615 Delwin Peterson, 1303 S. Fourth St. to Variance build a fence out of treated lumber approx. V4" above grade, approx. 4V' long and a 42" high fence to the front of neighbors house fence to be built on the property line, Mr. Peterson explained his request and his reasons for requesting the variances. He states he will be taking down the existing fence. Motion by Rob Hamlin, seconded by Don Valsvik to approve 714" above grade treated fence. Carried unanimously. Motion by Gerald Fontaine, seconded by Helen Miller to approve proposed fence on property line. Carried unanimously. CASE N0. 617 James. Meyers, 500 S. Fourth Street to Special Use Permit add four unit to existing triplex, Mr. Meyers explained his request. He states his reason for adding another unit is for financial reasons. Mr. Zepper explained several variances that would be required for the added unit besides the special use permit. The following neighbors were in attendance and expressed their objection to another unit because -of traffic problems and the over-all looks of the exterior of the building: Glenn Medberry, 215 W, Pine; Mrs. Leo Casanova, 223 W. Pine; Kathy Safe, 506 S. Fourth. Motion by Rob Hamlin, seconded by Helen Miller to deny request for fourth unit. Carried unanimously, Kit Carlson from Washington County reviewed and explained the Tax Increment Financing District. She states that the Nelle Project and the Arkell Project will be separate Districts because they both meet all the criteria to stand on their -own. Motion by Don Valsvik, seconded by Rob Hamlin that the Planning Commission has reviewed the modifications to the Development District and Tax Increment Financing District. Carried unanimously. Nile Kriesel explained in detail the proposed amendments and revisions that were put into the City Ordinance. If any members have any questions they are to give him a call.
