NOTICE OF PLANNING COMMISSION MEETING
THE STILLWATER PLANNING COMMISSION WILL MEET ON MONDAY, JANUARY 27, 1986 AT
7:00 P.M. IN THE COUNCIL CHAMBERS OF CITY HALL, 216 NORTH FOURTH STREET.
AGENDA
1. Approval of Minutes - December 16, 1985.
2. Case No. 616 - Gary D. Swager - Request for Concept Approval/P.U.D., east
of Greeley St, north of Sommerset Systems.
3. Case No. 618 - Michael McGuire - Request for Special Use Permit/
Conditional Use Permits/Variances, 417 E. Nelson St.
4. Case No. 619 - Gary Williams - Request for Variances, 424 W. Churchill St.
5. Kit Carlson - Review Proposed Tax Increment Financing District.
6. Any other business the Planning Commission may wish to consider.

STILLWATER PLANNING COMMISSION

The meeting was called to order by Dean Miller at 7:00 P.M.
A reviewal of the Council action on last month's cases was made by Dean
Miller.
CASE NO. 618 Michael McGuire, 417 E. Nelson Street
Variances/Special Use to build a restaurant on described
Permit/Cond. Use Permit property which is located within shore-
land'and flood plain districts and within
a two-family zoned district.
Mr. McGuire gave a lengthy explaination of his proposed plan. Seating
capacity :in the restaurant is 136, bar 35, patio 100, roof decks, 76. He
'would provide parking space for 32. "Fair Share" parking lot assessment
was reviewed by Nile Kriesel. Mr. McGuire stated the restaurant would be
open for lunch and dinner.
Several business people were present objecting to the restaurant. Their
-gain concern was parking and felt this was the biggest issue. It was'.the
3ner.al feeling' of those present that we can't control the traffic and
parking now and adding another restaurant in the same Vacinity would
create even more of a problem. There was also concern of where deliveries
would be made and how emergency vehicles would get to the restaurant if
there was a train.
It was the feeling of the Commission that there was no real hardship seen.
Motion made and seconded to deny requests made for the restaurant. Motion
unanimously carried.
CASE NO. 619
Variance
Gary Williams, 424 W. Churchill for
variance for 24' rear variance, 91-2'

addition.
Dr. Gary Williams explained his proposed plan. He states since the time
he bought his house his family size has increased from 6 to 11.
A neighbor, Ken Buege was present and stated an elderly lady on the north
side has some concerns about Dr. Williams property being surveyed.
There was concern by Commission members that this is an awkward plan simply
to accomodate a garage.
Motion made and seconded to approve request for variances. 3 YES, 4 NO.

CASE N0. 616 Gary Swager, for concept approval/PUD
Concept Approvai East of Greeley St. north of Somerset
Systems.
Mr. Swager explained his proposal. A neighbor, Mrs. Vivi Dornfeld was
present and asked questions. A letter from another neighbor, Charles
Clausen, 1669 S. Greeley was read. He objects to the proposal due to
drainage, noise and safety of children.
It was noted by Commission members that this property is in two different
zonings and should be brought to the attention of the Council.
Motion made and seconded to approve concept approval. Unanimously carried.
Kit Carlson gave a reviewal of the proposed tax increment financing
district. She explained District #4 if,the proposed shopping mall on
36 & 5 is approved.
Motion made and seconded that the Planning Commission has had the
opportunity to review the proposed development for tax increment financing
redevelopment district # 4 and finds that such development conforms with
the comprehensive plan of the City. Carried unanimously.
mom Farrell was present and gave an overview of the Nellie Project:
states that Mr. Palmer would like to invite Planning Commission members
to see. architect's renderings sometime soon. He wants to also make frequent
presentations in the future.
