Magnuson March 12, 1986 NOTICE OF PLANNING COMMISSION MEETING THE STILLWATER PLANNING COMMISSION WILL MEET ON MONDAY, MARCH 17, 1986 AT 7:00 P.M. IN THE COUNCIL CHAMBERS OF CITY HALL, 216 NO. FOURTH STREET. AGENDA 1. Approval of Minutes - February 24, 1986. 2. Case No. 625 - Mark Clemenson, 908 So. 6th Street - Request for Special Use Permit to run Sharpening Service out of garage. 3. Case No. 626 - Harvest States Cooperative, 14460 No. 60th St. - Request for 8-1/2 ft. Setback Variance for a new sign on existing standard. 4. Case No. 627 - W. T. Simonet, 313 W. Elm St. - Request for Special Use Permit authorizing third unit in duplex -zoned area. 5. Case No. 628 - Robert McGinty, 1570 Frontage Road W. - Request for 75 unit parking space Variance. 6. Any other business the Planning Commission may wish to consider. The meeting was called to order by Chairman, Dean Miller' MEMBERS PRESENT: Dean Miller Gerald Fontaine Ron Hamlin Nancy Putz Helen Miller- Don illerDon Valsvik Allen Zepper MEMBERS ABSENT: Jean Jacobson, Judith Milston, Jay Kimble APPROVAL OF THE MINUTES: Following correction of the January 27, 1986 minutes, adding Judith Milston to the members absent and correction of the spelling of Nancy Putz, a motion was made by Ron Hamlin to approve the minutes. The motion for approval of the minutes, seconded by Helen Miller, carried unanimously. Cano_Ng,_625 Request for Special Use Permit. Mark Clemenson, 908 S. 6th Street, request to run sharpening service out of garage. Upon commission inquiry, Mr. Clemenson explained his plans to operate the service. Further, Mr. Clemenson responded to Dean Miller's questioning regarding the expected number of customers and methods of advertisement, explaining the business would be seasonal, peaking in the winter months, and a sign meeting ordinance dimensions would be placed on the garage. Following investigation on the exact requirements of the sign, the commission members agreed on the size of the sign to be placed on the garage to be 1 ft. by 2 ft. Ron Hamlin agreed that cottage industry was a strong sentiment, however on the other side residents do not want any decrease in the area property values due to a distractive business and confirmed the size of the sign to be used. Motion to approve the variance by Ron Valsvik, seconded by Gerald Fontaine, contingent upon a one-year review, and a small sign for customer confirmation, carried unanimously. Case_626 Request for 8-1/2 ft' Setback Variance' Rick Larson, Harvest States Cooperative, 14460 N. 60th St., request for 8-1/2 Setback Variance for a new sign on existing standard' Mr' Larson stated the footings were already in place and the sign was in line with existing signs on the East, although not on the West. Inquiry followed by commission members for clarification on sign location, date of opening, type of business, and review of ordinances. Ron Hamlin stated he was not in favor of approval of a motion to approve the sign, seconded by Nancy Putz, as he failed to see a hardship or a reason to discard the standards of allowing an 8 ft. variance' Gerald Fontaine responded that he did not object to the 8 ft. variance, but disagreed with a 200 ft. sign. Discussion followed. Motion to deny by Ron Hamlin, seconded by Helen Miller, opposed by Gerald Fontaine, Dean Miller, and Don Valsvik. Ron Hamlin, Helen Miller, and Nancy Putz in favor. Gerald Fontaine made a motion to approve the variance contingent on a 100 sq. ft. sign. Ron Hamlin ammended that the sign not extend beyond the existing lines of signs on the adjacent properties. Motion withdrawn' Discussion followed. Motion by Gerald Fontaine to approve the variance providing the sign not exceed the 100 square ft. Seconded by Ron Valsvik, opposed by Ron Hamlin and Helen Miller. Motion approved. Request for Special Use Permit. W.T. Simonet, 313 W. Elm St., request for Special Use Permit authorizing third unit in duplex -zoned area. Following discussion of the completion a one -bedroom apartment to an existing duplex by commission members, Ron Hamlin inquired as to the hardship in the case. Mr. Simonet explained his investment and improvement of the older structure in the neighborhood. Ron Hamlin clarified the question of a hardship. Upon review of the Special Use Variance, Gerald Fontaine stated that hardship was not the question and that improvements in that area should be encouraged. Discussion on the various aspects of the location, such as trash removal, parking, noise, pollution, etc., followed. Helen Miller stated that the apartment was already there and there was no need for expansion. Motion to approve the third unit for single housing by Gerald Fontaine, seconded by Helen Miller. Unanimously approved. Aw_Ng"_628 Request for 75 unit Parking Space Variance. Robert McGinty, 1570 Frontage Road W., and Lance Zimmerman, request a 75 unit variance in the shopping mall parking lot' The parking lot was compared to other lots in the area per square foot of gross leased space. Mr. McGinty informed the commission that the variance would allow 5.5 cars per 1000 gross leased area, on the up -side of the industry average. Further discussion followed' Motion by Don Valsvik, seconded by Nancy Putz, to approve the 75 unit parking space variance. Unanaimously approved. The meeting was adjourned at 8:20 P.M.
