NOTICE OF PLANNING COMMISSION MEETING
SPECIAL MEETING
THE STILLWATER PLANNING COMMISSION WILL MEET ON MONDAY, MARCH 31,
1986 AT 7:00 P.M. IN THE COUNCIL CHAMBERS OF CITY HALL, 216 NORTH
FOURTH STREET.
AGENDA
1. Approval of Minutes - March 17, 1986.
2. Case No. 629 - James J. and Katherine Anderson - Request for a
Special Use Permit to conduct a limited manufacturing operation
in a General Commercial District - 123 North Second Street.
3. Case No. 631 - Randol Crooks - Request for a front yard setback
variance to construct a new house at 1801 North Second Street.
4. Case No. 632 - Reverend Randy Hollis - Request for a Special Use
Permit to convert an existing building (Labor Temple) to a
church at 901 South Third Street.
5. Any other business the Planning Commission may wish to consider.

APPROVAL OF THE MINUTES:
The minutes of March 17, 1986 are corrected as follows:
Misprint of Ron to Don Valsvik, and Case 626, whereby commission
motion to deny request for special setback variance by Rob Hamlin,
seconded by Nancy Putz was clarified. Members opposed to motion to
deny were Gerald Fontaine, Dean Miller, Don Valsvik and Helen Miller.
In favor, Rob Hamlin and Nancy Putz.
Motion to approve March 17, 1986 minutes, with corrections, by
Don Valsvik, seconded by Nancy Miller. Unanimously approved.
CASE 629
Request for Special Use Permit.
James J. and Katherine A. Anderson, WR Medical Electonics,
Co., request for special use permit to conduct a limited
manufacturing operation in a general commercial district, 123 North
Second Street.
The nature of the operations and literature were presented to
the commission members. The company plans to utilize the first floor
for light manufacturing and assembly, while the remainder of the
existing space would be sublet to other light manufacturing
companies.
The existing 10 full-time, 5 part-time, employees is expected
to increase to approximately 40 full-time, 10 part-time, dependent
upon economic growth. This led to a discussion on the parking of the
employees in the downtown area. Don Valsvik expressed concern over
adequate space to accomodate the increased number of cars, not only
for the owners, but also,, -the various other manufacturers expected to
occupy the building.
Other issues incompassing noise, odor, and compatibility to
the existing downtown development were discussed. Mr. Anderson
described the manufacturing operations as a clean, quiet,
non-polluting business which complied strictly with the U.S. Food &
Drug Administration.
Don Valsvik questioned the condition of the building and loss
of control of the perspective companies that would occupy the
remainder of the building. Mr. Valsvik questioned the possibility of
waste and sewage, along with the number of occupants in the building.
Mr. Anderson informed the commission that there would be very
little waste and that building was structurally sound, but that the
exterior and dock would be cleaned -up and repaired consistent with
the historic form. Any other necessary repairs would be done to the
interior, including a new heating system. Mr. Anderson stated that
the operations would be during regular business hours, rather than
weekends, which is the prime parking hours.
Dean Miller asked for public discussion. Don Raleigh,
attorney representing the Lowell Inn, asked the commission to delay
the special use permit until council had considered the Lowell Inn
Expansion the fallowing night. Mr. Raleigh stated that part of the
expansion includes Block 18, and expressed concern over the use of
the building for manufacturing.
Gerald Fontaine stated an opposing viewpoint, when he
explained that at the present time the building was vacant and this
proposal appeared to be a good use, while the Lowell Inn proposal
could be a number of years in the future.
Nancy Putz questioned whether there was an option on the
property by the Lowell Inn.
Motion to approve by Gerald Fontaine, seconded by Nancy Putz.
Discussion among members continued with views on both sides
presented.
Motion approved. Don Valsvik opposed.
Case 631
Request for front yard setback variance.
Mr. Randol Crooks, request for a front yard setback variance
to construct a new house at 1801 North Second Street. Allen Zepper
explained to commission members the ordinance on the existing
property. Discussion followed by members and Mr. Crooks.
Motion to approve by Gerald Fontaine for the 7 ft. variance,
seconded by Dan Valsvik. Unanimously approved.
Case 632
Request for Special Use Permit.
Reverand Randy Hollis request for special use permit to
convert an existing building (Labor Temple) to a church at 901 South
Third Street. Rev. Hollis stated that the United Pentecostal Church
International, which had moved here about two years ago, had been
occupying the building on a rental basis for that time and plans to
eventually build another building in the future. He stated that
there were no plans to rent the building out during the times when
the congregation was not utilizing the building, which was only at
10:30 A. M. and 7 P.M. on Sundays. Further, Rev. Hollis stated that
the small congregation, 20-25 members, has had no complaints from
area neighbors, other than possibly that the singing was too loud.
Motion to approve by Jean Jacobson, Nancy Miller second.
Unanimously approved.
The meeting was adjourned at 7:35 P.M.
