AGENDA Approval of Minutes - June 16, 1986. PUBLIC HEARINGS: 1. Case No. 656 - Variance to the Sign Ordinance for three (3) additional business identification signs on the front of the Cub Foods Building located at 2001 Washington Avenue in the IP -C Industrial Park Commercial District. Super Value, Inc., Applicant. 2. Case No. 657 - Special Use Permit for storage of more than one commercial vehicle or articles of equipment located at 1504 South Greeley Street in the RCM Multi -Family Residential Density District, James Weber, Applicant. 3. Case No. 658 - Special Use Permit for a 495 square ft. addition to an existing 440 square ft. garage at 2426 Oakridge Court in the R -A Single Family Residential District. Richard Kobernat, Applicant. 4. Case No. 660 - Resubdivision adding parcel of approximately 7,800 square ft. to High School Athletic Field from adjacent parcel owned by Harriet Schubert, located West of the end of Hancock Street between Harriet and Holcombe Streets in the R -B Residential Duplex District. APPROVAL OF MINUTES Motion to approve the minutes of June 16, 19861 as corrected by Jean Jacobson, seconded by Don Va 1 sv 1 k. Case 6519 third sentence, to read: Mr. Welch proposed the entire intersection be rezoned due to the high volume of traffic, and assured commissioners that the quality of the proposed brick building would be superior and esthetically improve the area. Chairman, Dear, Miller, reported on City Council actions. CASE 656 Sign Variance. Mr. Tom ThUeson, representing Cub Foods, requested a variance to the sign ordinance for three additional business identification signs on the front of the Cub Foods building, located at 2001 Washington Ave., IP -C Industrial Park Commercial District. Super Valu, Inc., Applicant. Based on the size of the building and the number of tenants, the., request for individual business signs is consistent with the purpose of the Sign Ordinance. The signs will be placed on the east side and will be enclosed in a metal box to enable interior illumination. Mr. Russell clarified the type of lighting and reviewed the plans. The existing space is to be lensed and signs displayed for the following, tenants: Two Kids, Inc. The Cutlery Valu Optical Discussion followed and there were no objections from the audience. Motion to approve, Gerald Fontaine. Seconded by Don Valsvik. Unanimously approved. CASE 657 pecial Use Permit James Weber, 1504 South Greeley St., Special Use Permit for storage of more than one commercial vehicie or articles sof equipment and run a business in a residential district. Mr. Weber, caretaker for the property, stated it was economically, not feasible to find storage for the vehicles and apologized for his lack of cleaning up the miscellaneous building debri in the parking lot. Don Valsvik suggested other storage for the dump 'truck, ` pickup trucks, and 2 'ten foot trailers, due to zone restrictions. Area residents Bob and Carol Greethurst, 1602 S. Greeley, told commissioners of the excessive amount of cars in the parking lot and expressed concerns regarding running a business out of the apartment. Discussion among members followed, and Gerald Fontaine stated objections to the storage of all five vehicles. Steve Russell explained what options were available and possible conditions. Motion by Gerald Fontaine to allow 6 mos. sDecial use to run the business limited to two, pick-ups and a 6 mo. report on use to be reviewed by 7kc ev'"rm Discussion followed and the motion amended to require the area to be cleaned within 30 days, no construction activity shall tale place on site, and the ,..ase permit shall be reviewed at public hearing by the planning Commission 6 months atter approval to ensure the conditions of approval are met. Seconded by on Va 1 sv i k. Unanimous. CASE 658 Special Use Permit. Richard Kobernat, 2426 Oakridge Court, Special Use Permit for an oversized garage addition resulting in 935 sq, ft. The addition to the existing attached garage would be constructed by a contractor to match the existing siding and appear to be a triple garage== from the front of the building. The added square footage comes in the 27 ft. depth of the structure. The current ordinance limits the garage to 750 sq. ft. without a special use permit. Mr. Hintz, a neighbor, asked about covenants and stated he did not want to set a precedent in the housing development. Discussion followed. Helen Miller told members of other additions in the area that were consistent with the neighborhood, and Gerald Fontaine noted that a three car garage could be constructed without a special use permit. Gerald Fontaine motion to deny. Not seconded. Following discussion, herald Fontaine resubmitted the motion to deny and Jean Jacobson seconded. Helen Miller opposed. Passed. CASE 660 Resubdivision, District 834 Resubdivision adding parcel of approximately 7800 sq. ft. to High School Athletic Field from adjacent parcel owned by Harriet Schubert, located West of the end of Hancock St. between Harriet and Holcombe St. in the R• -B Residential Duplex District. Independent School District No. 834, Applicant. 2 Mr. Russell presented members with a letter in support of the resubdivision. Commissioners expressed no Part i cu 1 ar concerns for the request. Motion to continue the items for representation by the applicant. Motion by Gerald Fontaine, seconded by Team jacobson. Approved. CASE 659 Parking Variance and Setback Variance to parking and setback requirement for 12,830 sq. ft. addition to an existing building at 1940 S. Greeley, IP --I industrial Park industrial District. Clark. Nyberg and Bill Curtis, applicant. Clark. Nyberg presented building plans to members for the proposed 12,830 sq. ft. addition to the existing 6,230 sq. ft. building and adjacent parking. Members discussed the proposal and issues to be aadressed, such as, the size of the building, the parking spaces, the lot coverage, and the type of landscaping, and access to the easement to the rear of the property. Don Valsvi k motion t• � continue, for redesign of parking, and easement determination. Second, Gerald Fontaine. Unanimous. OTHER BUSINESS Discussion of planning work items by Steve Russell two be presented to City Council, attached. Discussion of garage setback and size requirements for amendment to Zoning Ordinance. Mr. Russell stated the need to clarify the present ordinance for consistency and members agreed. Mr. Mussell will draft the ordinance for further review at the next meeting.
