Approval of Minutes - September 14, 1987.
PUBLIC HEARINGS:
1. Case No. V/87-42 - Variance request for construction of an in ground
swimming pool with a five foot side yard setback at 2675 Interlachen Court
in the Single Family Residential R -A District. Richard Minday, Applicant.
(Continued Hearing from September 7th meeting)
2. Case No. SUP/87-47 - Special Use Permit for a 14 child Group Family Day
Care Home at 1316 South Fifth Street in the Residential Duplex R -B
District. Geraldine Revoir, Applicant.
3. Case No. SUP/87-48 - Special Use Permit for new sign program for Davian
Building at 110 South Greeley Street in the Residential Duplex R -B
District. Judd E. Orff, Applicant.
4. Case No. V/87-49 - Variance and Special Use Permit to convert a single
family residence located at 116 South Sixth Street to a duplex. The lot is
72 feet wide (75 feet required) containing 15,932 square feet in the
Multi -Family Residential RCM and Duplex Residential RB District. Wayne
Stephenson, Applicant.
5. Consideration of Amendment to Tax Increment District #1 for consistency
with Comprehensive Plan.

Chairman Fontaine called the meeting to order.
APPROVAL OF MINUTES
Motion by Don Valsvik, seconded by Nancy Putz to approve the
minutes of September 14, 1987 as submitted. All in favor.
PUBLIC HEARINGS
Case No. V/87-42 - Variance to construct an in ground swimming
pool with a five foot side yard setback at 2675 Interlachen
Court.
This hearing is continued from the September 14, 1987 meeting.
Richard M. Minday, owner of the property, presented a revised
plan which locates the pool on the south side of the house five
feet from the side property line. The location will provide
better exposure to sun and will not be seen from the front of the
house.
Rob Hamlin made a motion to approve the revised plan; Don Valsvik
seconded. Approved 6-0.
Case No. SUP/87-47 - Special Use Permit for 14 child Group Family
Day Care Home at 1316 South Fifth Street.
This request was withdrawn prior to the meeting.
Case Na.— SUP/87-48 - Special Use Permit for new sign program for
Davian Building at 110 South Greeley Street.
Judd E. Orff, building manager, presented the application to
revise the existing signage on the Davian Building. The program
consists of only signage over and on pillars on either side of
the main entrance and removal of all other signage from the
building. The existing large Davian Building roof sign would be
relocated over the front entrance, and a maximum of 12 business
signs, six on either pillar located along side the main entrance.
The business signs would be of uniform color and size.

Don Valsvik made a motion that approval be given with the
following conditions:
1. All signs other than those proposed in the sign program
shall be removed, including window signs.
2. Any signs not in conformance with this building sign
program, including window signs, shall require a
variance.
3. Each business shall have one sign.
Motion seconded by Rob Hamlin. Approved 5-1, with Nancy Putz
being opposed to the window sign removal requirement. Chairman
Fontaine also expressed opposition to the inclusion of the
window sign element in the conditions for approval.
Case No. V/SUP/87-49 - Variance and Special Use Permit to convert
a single family residence located at 116 South Sixth Street to a
duplex.
Wayne Stephenson presented the request as a representative of the
owner of the residence. He explained that the owner wishes to
sell the structure as a duplex. Mr. Russell explained the the
residence is located in two zoning districts. The front part of
the lot is located in the RCM Multi -Family Residential District
and the back part of the lot is in the Duplex R -B District. The
residence has been used as a two-family dwelling but there is no
record of the conversion. There would be no major structural
changes required.
The RCM District requires a Special Use Permit for duplexes. The
R -B District requires a 75 foot wide lot. The lot is 72 feet
wide in front and 65 feet wide in the rear.
Parking for four cars, two covered, is required in the RCM
District. The plans show four areas for parked cars, one
covered.
Judy Curtis moved that the Variance and Special Use Permit be
approved with two conditions: The parking area shall be
improved to accommodate four cars as approved by the Community
Development Director, and all applicable Building Code
requirements shall be met. Nancy Putz seconded. Approved 6-0.

Janet Van Benthuysen from the Washington County Housing and
Redevelopment Agency presented the amendment.

Planning Commission Minutes
October 12, 1987
Don Valsvik made a motion to adopt the Resolution finding the
City's modification of the Tax Increment Financing Plan for Tax
Increment Financing District No. 1 to be consistent with the
comprehensive plan of the City. Motion seconded by Mark Ehlenz;
all in favor.
Maurice Stenerson, Chairman of the Heritage Preservation
Commission, met with the Planning Commission to provide
information on the HPC's desire to submit the Stillwater -Houlton
Interstate Bridge to the National Register of Historic Places.
Nancy Putz made a motion to recommend that the HPC submit the
National Register Nomination Form and continue efforts to secure
the National Register designation for the bridge. Don Valsvik
seconded. All in favor.
Motion by Jean Jacobson, seconded by Don Valsvik to adjourn the
meeting at 8:15 p.m. All in favor.
