HomeMy WebLinkAbout2017-05-18 DTPC MIN DOWNTOWN PARKING COMMISSION MEETING MINUTES May 18, 2017 REGULAR MEETING Chairwoman Pelletier called the meeting to order at 8:35 a.m. Present: Chairwoman Pelletier, Commissioners Anderson, Glynn, Lettner, Council Representative Junker Absent: Commissioners Hopfe and Johnson Staff: Community Development Director Turnblad, Police Chief Gannaway, Parking Enforcement Officer Pasket, Zoning Administrator/Assistant Planner Olson- Williams APPROVAL OF MINUTES Approval of April 20, 2017 meeting minutes The minutes of the April 20, 2017 meeting were accepted as presented. NEW BUSINESS New revenue equipment - Amano McGann Community Development Director Turnblad reviewed a proposal from Amano McGann for multi-space meters, to be installed in Lots 1 and 2, and a shelter. The base proposal cost would be $15,991.29. Option 1, additional meters, would cost $13,773.65 each. Option 2, a shelter to get the parking attendant out of the weather, would cost $8,111.96. The consensus of the Commission was that the shelter looks too industrial and would not be appropriate. Parking Enforcement Officer Pasket suggested keeping the old machines and using them in addition to the new machines, until the old ones fail. This would expedite customers getting a ticket and would be worth the $900 a year that the City pays to use them. He would like to see the new machines installed to the right of the current machines. Commissioners agreed. Motion by Commissioner Glynn, seconded by Commissioner Lettner, to approve the base bid amount of $15,991.29 plus Option 1, $13,773.65, for two meters, and to table the option for a parking attendant shelter. All in favor, 4-0. 2016 Parking Survey Downtown Parking Commission May 18, 2017 Page 2 of 2 Community Development Director Turnblad reviewed the results of a recent survey of downtown parking, indicating that the total available spaces grew at a higher rate than the total required spaces grew between 1996 and 2016. The study suggests that a municipal parking ramp or other parking facility would be most effective if located in District 1, 2, or 3. Council Representative Junker commented that the Shorty’s property in District 2 is going up for sale. The Commission concluded that it would be nice for the seller to give the City an option on the property, although there are a number of steps, including completion of the Downtown portion of the Comprehensive Plan, that would have to be done before the City could consider purchasing the property for a parking ramp. It was felt that this location would be aesthetically preferable to District 1 near the river.
