HERITAGE PRESERVATION COMMISSION MEETING
September 20, 2017

APPROVAL OF MINUTES
Possible approval of August 16, 2017 meeting minutes
Motion by Commissioner Goodman, seconded by Commissioner Welty, to approve the minutes of the August
16, 2017 meeting. All in favor, 7-0.
OPEN FORUM
There were no public comments.
CONSENT AGENDA
Case No. 2017-31: Design Review Permit for a generator enclosure for the property located at 1950
Northwestern Avenue in the West Stillwater Business Park District. Bill Waterhouse representing Diasorin,
property owner.
Motion by Commissioner Welty, seconded by Commissioner Mino, to approve the Consent Agenda. All in
favor, 7-0.
PUBLIC HEARING
Case No. 2017-30: Design Review Permit to build a duplex residence on the property located at 923 Sixth
Street South in the Stillwater Conservation District. Todd and Anne Anderson, property owners.
City Planner Wittman reviewed the request. The applicants are requesting a permit to construct a two and a
half story, two-family residence at 923 Sixth Street South, two lots in the Neighborhood Conservation
District that contain an accessory structure but no residence. The two lots have been recently combined by
Washington County Property Records. The proposed house will measure approximately 26’ wide by 38’
deep and will have a 6’ deep front porch and a 6’ deep rear porch and 6’ rear covered entry. The 32’ tall,
single-gable roof design is proposed to have a 2.5’ deep, two-story bump-out on the south elevation. A
single, 2’ bump-out is proposed for the second story, on top of the covered porch. LP 4.5” lap siding, in
dove white, is proposed on all sides. Back clad, double hung windows are proposed on all sides of the home.
Window grills are proposed for all windows on the front elevation and one on the south elevation. Dark gray
or black asphalt shingles are proposed. A material for the facing of the foundation has not been identified.

One comment was received from David Harrison with concerns about the multi-family intent. Ms. Wittman
reminded the Commission that the RB two-family zoning district allows for properties with 10,000 square
feet or greater to have duplexes. Staff recommends approval with five conditions.
Applicant Todd Anderson informed the Commission that he might not use wide boards for the corner boards
as shown. He could add shakes to the front. He wants the house to fit into the neighborhood and look like a
single family home. The side door is the only entrance to the lower unit which is a one-bedroom apartment.
Chairman Larson opened the public hearing.

Chairman Larson asked if the trim will be consistently carried out on other sides since the drawings do not
show this. Mr. Anderson responded there will be a more detailed level of trim than is shown on the
drawings and the trim will be on all four sides. Chairman Larson also asked about the roof for the apartment
doorway. Mr. Anderson replied it will be a small shed roof. He presented a new drawing showing an
alternative window treatment for the front façade.
Commissioner Welty pointed out that the front door shows a Craftsman door and the other two doors look
different. Mr. Anderson not sure what style door would look best.
Commissioner Mino asked what material will be on the foundation. Mr. Anderson said he probably will use
foam block to allow the siding to go to grade. Chairman Larson said the Commission would prefer wide
horizontal trim board at the rim joist rather than running the siding all the way down to grade. Below that, it
could be siding as suggested. This would provide a horizontal trim around the base.
Motion by Commissioner Welty, seconded by Commissioner Mino, to approve Case No. 2017-30, Design
Permit to build a duplex residence on the property located at 923 Sixth Street South in the Stillwater
Conservation District, with the five conditions recommended by staff, with the addition of the following
conditions: 6) the north elevation’s lower level access shall have a shed roof overhang; 7) all materials, trim and
details will be carried around all four sides of the structure; 8) a water table band shall be installed near the rim
joist. All in favor, 7-0.
NEW BUSINESS
Case No. 2017-28: Design Review Permit for amended parking plan for the property located at 232 Main Street
North and 251 Second Street North in the Downtown Design Review District. Midnight Real Estate, property
owner and Anne Loff, applicant.
City Planner Wittman explained that the applicant is requesting a Design Permit to construct a two-story
parking deck and redesigned trash enclosure to be connected to the Crosby Hotel. The modified proposal
includes a thin-set, sand colored brick on the pre-cast concrete structure. The elevator tower will have a dark
bronze metal cap flashing, fascia and soffit, while the parking ramp walls will have a precast cap. On the
north and west elevations, the applicant would like to install a living wall - a bracket system on the brick
face out of which plants will be growing. Staff recommends approval with three conditions.
Chairman Larson remarked the living wall may be high-maintenance and problematic. Ms. Wittman said
she has had conversations with the applicant questioning whether the living wall will hold up.

Commissioner Welty said she likes to encouage green roofs and green walls but the Commission doesn’t
have the knowledge to say whether it would work, and normally doesn’t comment on landscaping plans.
Chairman Larson expressed concern that the precast cap is very narrow compared to the City parking ramp
cap. He would suggest on the west elevation, to require that the brick veneer turns the corner as it steps up.
He also would like the guardrail proposed for the top of the retaining wall on the east elevation to be
consistent with other guardrails elsewhere in the hotel.
Motion by Commissioner Mino, seconded by Commissioner Krakowski, to approve Case No. 2017-28, Design
Permit for amended parking plan for the property located at 232 Main Street North and 251 Second Street
North, with the three conditions recommended by staff, and the following additional conditions: 4) the brick
veneer shall turn the corners on all wall elevations where the wall height steps; 5) the guardrail on the retaining
wall shall be similar to guardrails on the hotel, and staff shall have authority to review and approve the guardrail
at the time of the building permit submittal; and 6) the living wall is denied without prejudice. All in favor, 7-0.
OTHER ITEMS OF DISCUSSION
2017 Preserve Minnesota Statewide Historic Preservation Conference
Commissioners Mino and Steinwall and City Planner Wittman reported on the annual Statewide Historic
Preservation Conference held September 13-15, 2017.
City Planner Wittman informed the Commission that the City has hired two new building inspectors. She
remarked how fortunate Stillwater is to have Building Official Cindy Shilts, who for 15 years has been an
advocate for historic preservation.
Comprehensive Plan Work Session
City Planner Wittman informed the Commission that there will be a Comprehensive Plan work session on
October 19 for commissions, boards and advisory committee members.
2019 Preserve Minnesota Statewide Historic Preservation Conference
Ms. Wittman said staff has considered applying to host the 2019 Preserve Minnesota Statewide Historic
Preservation Conference in Stillwater. This will be discussed at the next Commission meeting.
STAFF UPDATES
Main Street Stairs
Council Representative Junker stated that last night, the City Council allocated tax increment financing to
fund emergency repairs to the Main Street Stairs after being informed by the hotel developer that the
building wall next to the stairs has deteriorated due to water leakage and is collapsing. The wall and portions
of the stairs will be rebuilt. The HPC will review the railing. The stairs will be closed for 6-8 weeks.
