Chairman Larson called the meeting to order at 7:15 p.m. Present: Chairman Larson, Commissioners Goodman, Hadrits, Johnson, Krakowski, Mino Absent: Commissioner Welty and Council Representative Junker Staff: Planning Consultant Amy Lucas APPROVAL OF MINUTES Possible approval of February 15, 2017 meeting minutes Motion by Commissioner Mino, seconded by Commissioner Hadrits, to approve the minutes of the February 15, 2017 meeting. All in favor, 6-0. OPEN FORUM Matt and Michelle Harty asked about a demolition permit for 808 Sixth Avenue South. They plan on razing the current 1960s ranch house and replacing with a new single family home. They wanted to watch a typical HPC hearing for more understanding of the process. CONSENT AGENDA There were no items on the Consent Agenda. NEW BUSINESS Case No. 2017-04: Design Review Permit for new business signage for the property located at 402 Main Street North. Lynnette Bryant-Thompson, representing Netty Q’s, applicant; Monty Brine, owner. Amy Lucas, Planning Consultant, explained that the applicant is requesting approval of a Design Permit to install a flat wall sign at 402 Main Street North. The sign will measure 96” in length and 19 3/8” tall and will be centered over the applicant’s ground floor windows. The aluminum sign board will have vinyl letters that read “Netty Q’s Italian Food.” This sign will replace the previous “Chicago Dogs” sign and will utilize the existing holes in the corrugated siding. Staff recommends approval with two conditions. The applicants were not present at the hearing. Motion by Commissioner Mino, seconded by Commissioner Johnson, to approve Case No. 2017-04, Design Permit for new business signage for the property located at 402 Main Street North, with the staff-recommended conditions. Motion passed 6-0. Case No. 2017-05: Design Review Permit for new business signage for the property located at 226 Myrtle Street East. Matthew Ludt, Atticus Family Law, property owner, and Patrick Anderson, Representative. Heritage Preservation Commission Meeting March 15, 2017 Page 2 of ___ Planning Consultant Lucas explained that the applicant is requesting a Design Permit for to install a 24” by 29” projecting sign to match the two existing projecting signs at 226 Myrtle Street East. The sign will be plastic with a black background and gold lettering to match the existing signs. The sign will read “Atticus Family Law.” The sign will be attached to a metal bracket, painted black, that matches the existing two sign brackets and installation will use the existing two drill marks. Staff recommends approval with four conditions. The applicants were not present at the hearing. Motion by Commissioner Johnson, seconded by Commissioner Mino, to approve Case No. 2017-05, Design Permit for new business signage for the property located at 226 Myrtle Street East, with Condition A as recommended by staff; a change to Condition B to state: This three-sign system with brackets is considered the property’s multi-tenant sign plan. Future signs will follow this three-sign design and will continue this established placement, bracket design, sign color, wood material, metal banding around sign, centered lettering with compatible font. Conditions C and D as recommended by staff; and the addition of Condition E to state: The current leasing signs attached to the masonry must be removed and new leasing sign must be placed in the windows or the landscaping, but may not be drilled into the building. All in favor, 6-0. PUBLIC HEARINGS There were no public hearings. OTHER ITEMS OF DISCUSSION Historic Preservation Awards The Commission discussed the HPC Awards and hope to finalize decisions at the next meeting. Appeal to City Council scheduled for March 21, 2017 - The Tilted Tiki, Case No. 2017-2 The Commission discussed an appeal by Jeffrey B. Larson and Chris Goetzke to the denial by the HPC of a Design Permit for signage for the property located at 324 Main Street South, the Tilted Tiki. The appeal is scheduled to go before the City Council on March 21. STAFF UPDATES Commissioner Johnson Commissioner Johnson was asked to reconsider reapplying to the HPC. Zoning Administrator Olson-Williams The Commission requested that Zoning Administrator Olson-Williams come to the next meeting to introduce himself. ADJOURNMENT Motion by Commissioner Mino, seconded by Commissioner Hadrits, to adjourn. All in favor, 6-0.
