Chairman Larson called the meeting to order at 7:00 p.m. Present: Chairman Larson, Commissioners Goodman, Hadrits, Krakowski, Mino (arrived at 7:10 p.m.), Welty, Council Representative Junker Absent: None Staff: City Planner Wittman APPROVAL OF MINUTES Possible approval of May 17, 2017 meeting minutes Motion by Commissioner Welty, seconded by Commissioner Krakowski, to approve the minutes of the May 17, 2017 meeting. All in favor, 5-0. OPEN FORUM There were no public comments. CONSENT AGENDA Case No. 2017-20, Design Permit for a master sign plan for Lakeview Hospital, 927 Churchill Street West. Erin Bloomquist representing Lakeview Hospital, owner. Tracy Nevells, ASI, applicant. Motion by Commissioner Hadrits, seconded by Commissioner Welty, to approve the Consent Agenda. All in favor, 5-0. PUBLIC HEARINGS Case No. 2017-18: Design Permit for a new residence to be located in the Neighborhood Conservation District, 501 Second Street South. David and Deborah Peterka, property owners. City Planner Wittman reviewed the request. The applicant is requesting a permit to construct a two and a half story, single-family residence at 501 2nd Street South, a vacant lot in the Neighborhood Conservation District. The applicant proposes a Pine Street property address as it will face Pine Street. The proposed house will measure approximately 44’ wide by 35’ deep. The house will have a single, front facing gable roof; two at the main house and one over the garage. The house will be clad with traditional siding and will have a composite shingle roof with copper accents. Windows will be double-hung with divided lights at the upper sash. The house will have an open front porch and an open side porch. The front-facing two-car garage will be set back from the face of the house. Two comments were received, from Del Peterson, address unknown, indicating support for the application; and from Cindy Green, 509 2nd Street South, expressing concern for an uneven boundary and existing chain link fence. She indicated these should be addressed in the planning phases. Heritage Preservation Commission Meeting June 21, 2017 Page 2 of 3 Staff has discussed the property line terrain with the applicant’s representative who has indicated discussions have occurred regarding the construction of a retaining wall (with solid privacy fence) at the time earth moving equipment will be located onsite. Staff recommends approval with four conditions. Chairman Larson opened the public hearing. There were no public comments. The public hearing was closed. Paul Buum, SALA Architects, explained that the applicant is considering a small outbuilding on the property in the future, which would reflect the same design as the home. He reviewed plans for the retaining wall as primarily a perimeter bench for the terrace. Motion by Commissioner Welty, seconded by Commissioner Mino, to approve Case No. 2017-18, Design Permit for a new residence to be located in the Neighborhood Conservation District, 501 Second Street South, with the four conditions recommended by staff, adding a fifth condition that any future accessory building shall be of similar materials to the home. All in favor, 6-0. NEW BUSINESS Case No. 2017-17: Design Permit for an awning and associated signage at 223 Main Street South. Pete Sampair, owner and Mai Vue Vang, representing Mai Little Cakes, applicant. City Planner Wittman explained that the applicant is requesting approval of a Design Permit to make changes that include: 1) a 132 square foot sign to read “Mai Little Cakes” with “Wedding Cakes, Cupcakes and Boba Tea” under the business name. The applicant has not indicated what materials the sign will be; and 2) a fixed gray and white striped 41” tall, 36” deep canopy with a 6” scalloped skirt. The awning would be placed above the storefront windows. The awning material has not been indicated in the submission; and 3) white painting of the vertical columns, sign and awning frame and the planter boxes. The sign is not consistent with the zoning code and will need to be reduced in size to no greater than 30 square feet. Ms. Wittman questioned the accuracy of the dimensions provided by the applicant in the drawing. Staff recommends approval with eight conditions (including the reduction in sign size). Motion by Commissioner Mino, seconded by Commissioner Welty, to table the Design Permit for an awning and associated signage at 223 Main Street South, due to the incompleteness of the application and to request additional information from the applicant. All in favor, 6-0. Case No. 2017-19: Design Permit for the replacement and relocation of an existing sign at 611 Third Street North. St. Michael’s Church, owner and Joan Mikkelson, representing St. Croix Catholic School, applicant. City Planner Wittman explained that the applicant is requesting approval of a Design Permit to replace and relocate a free-standing sign at the property located at 611 (621) Third Street South, St. Croix Catholic School. The 27 square foot carved composite board sign will be a limestone cream color with navy blue and dark green lettering. The sign will be placed in a brick and limestone monument base. Staff recommends approval with five conditions. Sister Mary Juliana, principal of St. Croix Catholic School, and Diane Polley, Administrative Assistant, were present. Commissioner Welty suggested matching the font of the existing Church of St. Michael sign if possible. Motion by Commissioner Welty, seconded by Commissioner Mino, to approve Case No. 2017-19, design permit for the replacement and relocation of an existing sign at 611 Third Street North, with five staff- Heritage Preservation Commission Meeting June 21, 2017 Page 3 of 3 recommended conditions. All in favor, 6-0. OTHER ITEMS OF DISCUSSION 2018 Anniversary Discussion City Planner Wittman reported that the City received a certificate from the National Park Service recognizing the City’s 29 years of being a Certified Local Government, which allows the local government to make decisions regarding historic preservation on a local level. She asked the Commissioners to consider whether they would like to have some public recognition of the 30th anniversary as a Certified Local Government, which will occur in January 2018. STAFF UPDATES Historic Preservation Conference City Planner Wittman informed the Commission that the statewide historic preservation conference will be in Albert Lea, Minnesota September 13-15. She will ask for commitments next month. Commission Membership Chairman Larson introduced Susan Steinwall who was interviewed today. Another candidate, John Rheinberger, was interviewed previously. Council Representative Junker and Chairman Larson agreed to discuss the candidates and make a recommendation to the Council, per the ordinance. State Historic Preservation Office (SHPO) Commissioner Mino informed the Commission that the State Historic Preservation Office is now going to be under the executive branch of State government rather than being housed at the Minnesota Historical Society. ADJOURNMENT Motion by Commissioner Krakowski, seconded by Commissioner Goodman, to adjourn. All in favor, 6-0.
