HomeMy WebLinkAbout1961-02-06 CPC MIN PLANNING AND ZONING COMMISSION Minutes of meeting February 6, 1961 The meeting was called to order by Chairman Stennes at 3:40 P.M. Present were Stennes, Hagen, Johnston, Bourdaghs, Smith, Oriel and Hayes Absent were Bergen, Crane, Dewhurst, Handevidt, Hooley, Mulvey, Schwantes & Melstrom Motion by Hagen, seconded by Johnston that previous minutes need not be read as each member had received a copy of same. Motion carried. The Commission then considered the request of Mrs. Lucille Carlson for a Tea Room and Catering Service at 713 West Olive Street. This would be a Special Use Permit. Each member present entered the discussion as well as Mr. Hodne, the Commission adtisor. Mr. Bourdaghs moved that the Commission recommend Special Use Permit be granted for a 12 month period or until final Zoning Ordinance is completed. Discussion followed and Mr. Bourdaghs withdrew his motion for lack of a second. Mr. Hagen moved that the Commission recommend to City Council approval of request for Special Use of property at 713 West Olive Street be granted to the present owner, Mrs. Lucille Carlson, on a temporary basis. Same to be operated as a Tea Room on a group basis by appointment only and including recelbtions and catering service. This permit be granted for a 12 month period and be 'subject to renewal and to final zoning plan to be adopted;- that permit be not transferable and owner be notified that it may in the future be rescinded. Mr. Bourdaghs seconded the motion. Motion carried. Mrs. Hayes moved that future requests from the council for recommendations on %"11 Special Uses or Non—Conforming Permits be in writing and the applicant for same state in writing all facts relating to the request.* Mr. Hagen seconded; motion carried. Tom Hodne of Community Planning and Design Associates gave a progress report: 1. Proposed Highway Plan 2. Zoning Ordinance 3. Comprehensive Plan Mr. Hodne stated that a draft of a zoning plan would be submitted in early July and would be completed in the fall. The Comprehensive Plan should be completed by the end of the year. Chairman Stennes appointed Mr. Bourdaghs and Mr. Hooley along with the City Engineer to study the proposed Highway Plan and to report back at the next meeting of the Commission. Chairman Stennes appointed Mr. Melstrom and Mrs. Hayes to the Contact Committee. Mr. Hodne gave a progress report on Stillwater Township and urged Commission members to attend a meeting of the Stillwater Town Board to hear a progress report from Community Planning and Design Associates at 8 P.M. Thursday, February 9th, in the Stillwater Town Hall on the Stone Bridge Road. There being no further business the meeting adjourned. Charles J.
