Present: Smith, Mulvey, Handevidt, Bergen, Johnston, Melstrom, Dewhurst, Hayes, Bourdaghs, Hagen Absent: Oriel, Crane, Hooley, Schwantes Present also were Tom Hodne of Community Planning and Elmer Olson, Stillwater Township. A letter from George Stennes tendering his resignation from the Commission was read by Mr. Hagen. A letter from Mayor Madsen to Mr. Stennes was also read by Mr. Hagen. Motion by Mulvey, seconded by Bourdaghe to table the election of a new chairman until the May meeting was carried. A request from the Baptist Church for permission to build an addition was read by Mr. Hagen. A sketch of the proposed addition was distributed for review of the members. A motion by Bourdaghs that request be tabled until May meeting and that church committee contact adjoining property owner and. obtain concurrence or objection to proposed addition was withdrawn for lack of a second. Mr. Hodne spoke on sound planning principles and site requirements withm reference to the above. Mr. Hagen also commented. Bergen made a motion that the Commission recommend to the City Council that the request from the Baptist Church for a non—conforming use of property be granted. Seconded by Mulvey. Motion carried by 8 ayes and 1 no. Mr. Hagen distributed copies of Mont4video planning progress. Shorty Bourdaghs reported. on downtown parking, streets and highway and Mr. Hodne elaborated on same. It was moved, seconded and enrried that the Planning & Zoning Commission accept the plan on the downtown area as submitted by Tom Hodne of Community Planning and Design Associates and recommend to the City Council that this plan be accepted by the City and recommended to the Highway Department. Shields Smith complimented Tom Hodne and firm on the basis of the State meeting to which he was a delegate. A discussion followed on publicity and questions and answers and. the possibility of getting more action. The next meeting of the Commission was set for Monday, May 8th at 7:30 P.M. at City Hall. Meeting was called to order by CeArman Hagen at 3:05P.M. Present from Council - Mayor Madsen Councilman Simonet and Simpson City Att. James Douville City Eng. Ron Ehlinger City Clerk Les Brower Present from Planning and Zoning Commission - Hagen, Smith, Olsen, Hooley, Bergin, Hayes, Dewhurst, Edstrom, Bourdaghs, Oharlsen, Mulvey, Melstrom, Wilson. A review of the Comprehensive guide Program was started on page 43 to page 67. questions and commmLents were made And notations made. At4:45 P.M. the Planning and Zoning Commission convened to discuss three non-conforming request. Request of Hugh Schoephoester for a variance in zoning for a new garage. Motion was made, seconded and carried to recommend permit be granted. The request of the Assembly of God Church and Dr. E. Brockman were turned over to a Rommittee appointed by Chairman Hagen for invetigation. Committee members - Myron Melstrom Arthur Edstrom Charles Thompson Meeting adjourned until Nov. 13th. C. J. Thompson, Secretary Refit of Sub Committee November 9, 1961 Committee: Arthur Edstrom, Myron Melstrom, Charles Thompson. Re: Assembly of Cod Church Building, So. 3rd St. It is the recommendation of the sub committee appointed to in- vestigate proposed remodeling of existing building to an eight- unit apartment, that the request be granted subject to the following requirements: 1. A detailed plan of proposed remodeling including heating, electricity and plumbing. (Church Building) 2. A detailed plan of proposed parking areas, retaining walls, surfacing of drive and parking area. a. The spacing alloted for each vehicle is satisfactory. The optimum distance for manuvering is not. A mintmumn Distance for manuevering should be 26 ft. to 28 ft. 3. Proposed improvement of the exterior appearance of existing duplex and fourplex and proposed remodeling (if any) of interiors. 4. Brockman Thompson Filling station, No. 4th & Wilkin St. It is the recommendation of the sub committee that the re— quest be granted subject to the following requirements: 1. A detailed plan of proposed remodelingboth interior and exterior of buildings. Plan should show parking (off street), landscaping, property lines, etc. a.. Existing gas tanks must be removed or filled with sand( state Law). b. Front drive should be landscaped to bland in as a residential building. In the opinion of the committee a chiropractic office would make use of an existing building that would not be detrimental to the area in which it is located and definately an improvement over a gasoline, grocery combination store which existed before. The present building could not be remodeled at reasonabele cost into a home.
