CITY OF STILLWATER

REGULAR MEETING
The meeting was called to order by Chairman .john Crandon.

(No one present to explain application to the Commission. )
(At this time extensive discussion
was had. )
Mr. Carlson. I move to lay this over for additional study by
the members of the Planning Commission and also the
City Engineer and the City Attorney.
Mr„ Kalinoff: I second.
Mr. Condon : All those in favor say aye.

Mr. Condon.: Is there any more discussion?
(No response. )
CASE 062
Mr. Condon; Ca se t62, which is 114 East. Chestnut. They want
o have it rezoned to make this large old historical
house into o fou.a: efficiency apartments.

;err. Arndt: I have one additional question. Is there any evidence
that this is not to saleable item as a one family dwelling
Mr . Roh1t; It could be.
Mr . Arndt: Thc n the question is, assuming that it is saleable
cera you merely want to change it to permit apartments,
or should it continue as what: it was?
(At this time further discussion
was had. )
Mr. Carlson: I move we table this until we obtain more infor-
mation. This is quite vague. I would like to talk
to him.
Mr. Condon: Do we have a second?

CASE #64
Mr. Condon: Case #64 is South Greely and West Orleans. That ' s
where the knew apartments are.
Mr.. Carlson: Which one is this? ABC Motors, it' s the part that
we rezoned, I believe.
Mr. Condon: He wants a preliminary plate.
(At this time extensive discussion
was had. )
Mr. Kalinoff: I make a motion that we lay it over and think
about it because I don 't like that building on such
a narrow alley - 30 feet.
Mr . Condon: Was your motion to lay it over or deny it?
Mr. Carlson: We will deny it at this point.
Mr. Kalinoff: Deny it because of lack of public access.
Mr. Arndt: I would second the motion.
Mr . Condon: All those in favor say aye.

Mr. Wihren: I move that we adjourn.
Mr. Condon: All right. But I had one thing that ' s been bothering
me and I 'm sure that this doesn 't please the members
of the business community, but I have - I 'm getting
literature from the Metropolitan Counsel and they talk
about flood plain zoning and there are a lot of things
that can be done. We have this problem in downtwon
Stillwater of roughly from Main 'Street East and it
floods and we have build two dikes in the last five
years and I think that as the Planning Commission we
ought to think bout this and see what we can do.
Well in flood plain zoning you try to take care of
that by your zoning. You can do a lot of things.
You can specify the type of buildings that can be
built there, for instance, right after the ' 65 flood
Reeds built their drug store. They built it without
a basement, with utilities at least above ground.
That building is relatively flood proof. The bank
built a building and they built - they have their
furnace and all sorts of things down in their base-
ment, and that is not flood proof, and I think we
should think about, first of all; restricting the
building down there so that we know that it' s going
to be flood proof and I just think if we are planning
we have to say, okay, the city is not going to build
another dike, we are not going to build a dike every
three years, now you guys are on notice that this
is what has to be done, anybody that wants to build
has to build this way and the rest of you take your
chances. Maybe it' s not quite that blunt, but I
think we should think about it.
