CITY OF STILLWATER
June 16, 1969, 7 : 30 P.M.
SPECIAL MEETING
The meeting was called to order by Chairman John Condon.
Present: (members) John Condon (Chairman) , Myron Melstrom,
Harold Hohlt, Edward Simonet, Donald G. Carlson,
and Eugene Bremer, John Lawson (Building Inspector) .
Absent: I . A. Bergen, Fred Kalinoff, Sidney Wihren.
Also Present: Robert Steindorf, Gordon R. Larson, William
Ferky, Robert Thompson, R. B. Guse, James Stuart,
Andy Hanson.
FAIRMEADOWS ADDITION III
(At this time extensive discus-
sion was had concerning the
Plat of Fairmeadows III.)
Mr.. Simonet: Mr. Chairman I move that this plat be approved,
Fairmeadows #3.
Mr. Carlson: I second.
Mr. Condon (Chairman) : All in favor?
(All in favor. )
Mr. Condon (Chairman) : Opposed?
(None opposed)
Mr. Condon (Chairman) : There was another matter at the Council
Meeting that was turned over to the Planning Commission
for our consideration. This has to do with the proposal
that you read about in the paper to activate our steam
engine and make a railroad between here and Afton. So
let me read you this letter that was addressed to the
Mayor.
(At this time the letter was read.)

Mr. Condon (Chairman) : The City Council considered this and
they asked us to consider it. They asked the Chamber
of Commerce to give consideration because, as the
man pointed out, they need support from a lot of
organizations here if it is to be, and I think the
City Council is asking us, do we think that it ' s
a good idea, does it fit in with what we think of
Stillwater as being - well I think of the tourist
attraction for one thing, and secondly, they are
asking us, will we support it, do we agree that it ' s
good, and that it really should come to Stillwater,
and I think that we are being asked tonight to con-
sider whether it is the sort of thing we want Stillwater
to do, and whether we are going to support it.
(At this time extensive discussion
was had concerning this topic)
Mr. Simonet: I think before we even give it more consideration
that we get some facts before us. I don't care if
it ' s from the railroad, and I would like to move
that we refer this back to the Council before we
make any recommendation so we can have something
to base it on. All we have is a letter.
(At this time further discussion
was had. )
Mr. Melstrom: Mr. Chairman if a motion is in order I would
like to make a motion, you have the authority to
appoint a certain two or three members from this group
to study this a little more intensive.
Mr. Condon (Chairman): I have a motion, I didn 't have a second.
If there is no second -
Mr. Bremer: What is the motion?
Mr. Condon (Chairman) : The motion was from Eddie that we refer
it back to the City Council for more information, isn 't
that right?
Mr. Simonet: Yes.
Mr. Bremer: Well I would second that.
(At this time more discussion
was had. )
Mr . Condon (Chairman) : If there is no more discussion we will
vote. All those in favor of the motion say aye.
(All in favor. ) ..

Mr. Condon (Chairman) : Opposed?
(None opposed. )
Mr. Condon (Chairman) : Then we will send it back to the City
Councii and ask for more information before we make
a recommendation.
Mr. Condon (Chairman) : I have one other thing which I have
been trying to get going here for a while, but it
has to do with what our role is as a Planning Com-
mission, the way it is working now the City Council
is having the public hearings. I asked the City
Attorney to outline the types of organizations that
we might have and so here is the letter, I will read
it for the first time.
(At this time the letter was
read. )
Mr. Condon (Chairman) : Now I was wondering if we have an idea
of what we would like our role to be that I could
say to the Council that we would like to do this
and we will see what the Council wants us to be.
Now we can let it go the other way. We can just
go to the Council and say, how would you - if this
isn 't working you set it up the way you would like
it. I would kind of prefer that we would say the
way we would like it and then see if they agree, but
I think if we don 't take any action we could go on
as we are, which to my way of thinking means that
we are ineffective.
(At this time extensive discussion
was had. )
Mr, Simonet: Well I will move, Mr. Chairman, just as you
stated.
Mr. Condon (Chairman) : Okay. Then what the commission really
wants to convey to the City Council is that we would
like to have the authority to hold the public hearings,
subject to review by the Council, or -
Mr. Melstrom: Without the hearing.
Mr . Condon (Chairman) : Review by the Council without having
a public hearing and that we would like the Zoning
Ordinance amended to reflect this, if it be the
Council ' s will. So if that shows in the minutes we
don ' t need a motion on that.

Mr. Carlson: I will second it.
Mr. . Condon (Chairman) : All in favor say aye.
(All in favor. )
Mr. Condon (Chairman) : Opposed?
(None opposed. )
At this time the subjects of the tin roof behind the VFW Club
and covenances concerning fences. Both these subjects were
given to the Architectural Control Committee for study.
Mr.. Condon (Chairman) : We have one other item. We have to
change our meetings.
(At this time discussion was had. )
Mr. Condon (Chairman) : The suggestion has been made that we
should have the meeting on the first and third
Mondays and start at 7: 00 P.M. Any objection to
that?
(No objections. )
Mr. Carlson: The first Monday is the special meeting?
Mr. Condon (Chairman) : I would think so, yes. The third Monday
would be our regular meeting.
