Fred Kalinoff , Vice Chairman presiding. Meeting opened at 7 :30
P.M. Minutes of the preceeding meeting read and approved.
New Business : Mr. Chamberlin of Colonial Investments returned
to this meeting to resubmit their request for the
construction of a new apartment complex consisting
of 2 - 18 apartment units to be built on lots 1
thru 12, block 10 Coopers addition, along with a
proposed building expansion of Maple Manor Nursing
Home on block 9 of Cooper's addition. Also request-
ing the Commissions ' opinion and recommendation
relative to the condemnation of that part of
Stillwater Ave. that is platted between block 9-10
Coopers addition running from Owen Street on the
west to Corneliun Street on the east. The property
fronting this portion of the street is owned by
Colonial Investments . The area as described is
zoned R-B two-family district. This requires the
issuance of a special permit.
Discussion: Mr. Chamberlin presented plot plans showing location
of proposed apartments , parking areas and perspective
illustration of a typical apartment building.
General discussion followed. The Commission is
generally interested in that sufficient off-street
parking is available and would like to see garages
available or fencing to obscure the general parking
lot. A requirement to build garages was not stressed
by the Commission because it may be a factor detre-
mental* in the rental costs of the apartment units .
Mr. Chamberlin stated that garages may be built at a
later date depending on the demands of the tenants.
Water and sewer are no factor and there would be no
assessments for these services placed against ad-
joining property owners . The Commission was in
general accord that this -new apartment complex with
the expansion of Maple Manor would enhance this area
of Stillwater. The Commission feels that the vacating
of Stillwater Ave. as previously described is necessary
for the expansion and improvement of Maple Manor Rest
Home.

Motion: A motion by Allen Peterson recommends that the
City Council approve Mr. Chamberlins proposal , of
2 - l ' unit apartment buildings and the addition
to Maple Manor Nursing Home as described on
complex plot plan (see exhibits) blocks 9 and 10
Of Coopers additon providing a fence of at least
5 feet in height to obscure the apartment parking
area from the driveway entrance to N.E. corner of
parking lot and that Stillwater Ave. be vacated
from Owen Street to Corneliun Street for the pur-
pose o.F expanding Maple Manor Nursing Home,also
that off street parking for Maple Manor employees
or vistors be provided for 25 to 30 cars on lots
1. 2. 3 and 4 block, 13 Coopers addition.

Carried unanimously.
It is the desire of the Commission that this special permit be
requested within ninety days as of March 7 , 1967 .
