Absent: I. A. Bergen; Fred Kalinoff. CASE 67 ' Present: William Bell; William Xinsel. Mr. Condon: This is from Outreach International of 1619 Portland Avenue, Minneapolis, it' s for- a special use permit at 105 West Linden, that ' s the old Elm Nursing Home. this time e3ztensive discussion was had. ) Mr. Hohlt: There was one more thing, as long as I 'm thinking of i t, %,,.7hen you first were talking to us you said something - you checked at the schools for the quality of th-e sdhool and you said something about - between the ages of 35 and 60. Mr. Bell: Right. Mr. Hohlt: What did the schools have? Mr. Bell: Maybe I didn ' t make myself clear. The reason I came here first. Of all was to come here to talk to the community, it' s places like school. For instance, I went up all the way t-hrough your special education courses here starting with pre-kindergarten because these are the people that basically one day you could be talking about. (At this time further discussion was had. ) Mr. Hohlt: How long do you train them? Mr. Bell: it varies upon their knowledge., Mr. Hohlt: What' s the longest? Mr. I !ell -. Shelter workers we have right now 2 to 3 years. Mr. Hohlt: After they are here are they a resident of the City or the Count-y? Mr. Bell: 1\7o. They are residents of the County %N/here they come from® Mr . Hohlt. And they are a ward of that county? Mr. Bell: Yes Mr. Hohlt: But they make more work for our Welfare Department boc&uow thuy are going to bo involvod in this. Mr. Bell: Yes, sir. This has been decided by the Board and they knew it. - Mr. Arndt: Before you start - would you be on a full level somewhat similar to a day care center that ' s in , operation here already with, regard to mentally retarded? Mr. Bell: You mean as far as level of a person. We are talking about people who have an !Q between 50 aal 70. `.Lou can ' t use this as a criteria because ore person is different than another. (At this time discussion was had concerning the workshop and whether it is a commercial operation. ) (At this time Mr. Bell showed his slides of the Minneapolis Upreacch. Program. ) Mr. Hohlt: How many patience do you figure you will be able to handle up there? Mr. Kinsel; Well - thirty. . Mr. Bell: initially we will be talking about 30 within a year. Mr. Arndt: What ' s the ultimate capacity? Mr. Bell: ,Well I would say about fifty-five. (At this time further discussion was had. ) Mr. Hohit: You mean to tell me in the last four years you haven' t had any adverse trouble out in the city? Mr. Bell: I cannot say that we have had any, of our people getting into any. Mr. Hohlt: Big trouble? Mr. Xinsel : The process involved and the people coming to Outreach is, you know® really precludes the possibility of that going on. (At this time further discussion was had. ) Mr. Arndt: Is there any precident for granting a special use permit for a period of years subject to review? Mr. Melstrom; 1 wonder if that ' s necessary if the requirements aren ' t met they would be cut off anyway. Mr. Condon: All right. If there is no more discussion we will veto and we are voting on Case 567, which is from Outreach International for a special use permit to have a workshop for the mentally retarded at the old Elm Nursing Nome, 105 West Linden. Mr. Wihren: I move the application be granted. Mx. Condon; is there a second to that motion? Mr. Carlsoni Second. Mr. Condon: it' s been moved and seconded that we grant the application. All those in favor say aye MX. Melstrom: I 'm not going to vote tonight, John. (All in favorl Mr. Condon: All in favor with Mel abstaining. 'CASE #6 61 - Present: Clifford Akey. I=— .. . ., I Mr. Condon: He had a request on Case *66 to build a car port to the front of his garage on North Second street and this is for a variance. (At this time extensive discussion was had concerning the ability to observe traffic while backing out of the garage and carport and also concerning the possibility of applications from other residents for the same type of variance and whether this was conducive to the general plan. ) Mr., Arndt: I would move that we deny the request for the variance. Mr. Condon: Motion has been made that we' deny the request. Mr. Bremer: And I will second it. Mr, Condon: All those in favor of the motion, wthich is to deny this application say aye. (Mr. Arndt and Mr. Bremer in favor.) Mr. Condon: All those opposed? (Mr. Melstrom and Wihren opposed. ) Mr. Hohit: I would like to considerit a little' while longer. I 'm not for it and i 'm not opposed to it. Mr. Condon: it' s a tie vote and 1 vote in favor of the notion vinich is to Novy he application, So it is denied. That' s all, those are One only two Cases we have to consider.
