THE HIRTHRLACE OF MINNESOTA DOWNTOWN PARKING COMMISSION MEETING MINUTES April 20, 2017 REGULAR MEETING Chairwoman Pelletier called the meeting to order at 8:30 a.m. Present: Chairwoman Pelletier, Commissioners Anderson, Glynn, Hopfe, Johnson, Lettner, Council Representative Junker Absent: None Staff: Community Development Director Tumblad, Police Chief Gannaway, Parking Enforcement Officer Pasket, Zoning Administrator/Assistant Planner Olson - Williams APPROVAL OF MINUTES Approval of March 16, 2017 meeting minutes The minutes of the March 16, 2017 meeting were accepted as presented. NEW BUSINESS New revenue equipment - Amano McGann Community Development Director Tumblad stated that the City is considering replacing equipment in the lots and in the ramp. Parking Enforcement Officer Pasket explained that at the last Commission meeting, it was decided that before looking at new equipment, it should be determined whether the existing equipment is sufficient for the City's needs. He reported that there have been only two ticket problems since the last Commission meeting. He and the Amano McGann representative cleaned the machines at the parking ramp, which helped somewhat. He feels there will always be operator error. The existing equipment is capable of providing revenue reports; the City just has never used this capability. Mr. Tumblad asked what length of serviceable life is left in the machines in the ramp and downtown lots. Nick Colianni, Amano McGann Sales Executive, replied that the typical lifespan is 5-7 years, sometimes much longer when properly maintained. Stillwater's equipment is within the 5-7 year range. Judging by the number of service calls over the years, they've worked quite well. They do need regular maintenance and there are belts and sensors inside that need to be rebuilt from time to time. In his opinion, there is no need to replace it Downtown Parking Commission April 20, 2017 unless there are operational changes or new technologies that the City wants to implement, such as purchasing passes online. Mr. Turnblad asked if other customers have annual maintenance agreement contracts. Mr. Colianni explained there are different types of maintenance agreements available. Mr. Turnblad stated that it has been challenging figuring out a way to let people exit the ramp when they have difficulty with the machine, especially after hours. The City had an arrangement with the Washington County Dispatch Office (911) but it became so frequent that the County said no more, then the City had to hire an attendant for those busy hours. He asked Mr. Colianni if this seems unusual. Mr. Colianni replied if there is an equipment issue that is preventing customers from exiting, the company need to be called to look at it. The City still needs to decide who will answer that intercom call and open the gate arm. The intercoms need to be answered 24 hours a day. The intercom system is telephone -based with a touch tone. Calls may be directed anywhere and that person can open the gate. Council Representative Junker asked if better quality tickets would help. Mr. Colianni responded it is a good quality ticket, but it is mag striped so a cell phone with a magnetic clasp can damage the ticket. Mag striped parking tickets have been around since the 1970s and are a pretty reliable medium in parking. Commissioner Glynn commented maybe the machines should not accept cash. Mr. Colianni replied there's usually a cash option but sometimes this option is not in the exit lane, but at a pay station in the lobby. There are limitations to what the machine can accept for cash, for instance crumbled bills, the bin may be full, etc. Parking Enforcement Officer Pasket noted he has been emptying the cash box every three weeks. Mr. Colianni suggested cleaning the machine with compressed air monthly, and having technicians out once or twice a year to do pre- and post -season maintenance. Police Chief Gannaway recalled that previously when the City had an independent operator running the parking system, it did not go well. Councilmember Junker suggested asking one of the towing companies to respond to after hours calls, since they work 24 hrs. Police Chief Gannaway said he felt the City is better off paying a ramp attendant. The attendant currently works Friday and Saturday 4 p.m. till midnight. He suggested adding a second full time parking enforcement person who could take care of the ramp equipment, do parking enforcement downtown at night and take care of any issues in the ramp. Community Development Director Turnblad pointed out there is no booth for this person to be. They are out in the elements, in the lobby. The consensus of the Commission was to not replace the equipment at this time and to investigate other options for where to direct after-hours intercom calls for customers having trouble exiting the ramp. Page 2of4 Downtown Parking Commission April 20, 2017 Mr. Pasket remarked that the majority of customers leave after 2 a.m. when bars close, so the parking attendant hours could be from 6 p.m. - 2 a.m. Mr. Turnblad asked if the arm could be put on a cycle to open up at 2 a.m. Mr. Colianni responded that he talked to the Cardac vendor last week and told him what he needs to do to make that happen, but he needs to be directed by the City to do so. Regarding the surface lots, Mr. Colianni said Amano McGann works with a company called Metric that offers all types of options for payment: credit card only, credit card/coin, cash/credit card/coin or whatever combination is desired. Mr. Pasket asked that any new surface lot equipment be purchased from a local company to facilitate repairs when needed. Mr. Turnblad asked Mr. Colianni to provide an estimate for service agreements and for pay stations for surface lots. SPECIAL EVENTS Lumberjack Days Community Development Director Turnblad explained that The Locals submitted a special event permit application for Lumberjack Days 2017 with set-up Thursday, July 20, the event Friday, July 21 through Sunday, July 23 and clean-up Monday, July 24. All or portions of Lots 4, 5, 6, 8b and 9 will be reserved for the festival. In addition, Mulberry Circle and a portion of Water Street will be closed. The Locals also are asking to use 19 spaces on the east side of Lot 8b. The normal charge for the requested spaces would be $2,659.50. The Council has committed the parking spaces to The Locals as a City contribution to the festival. The Parking Commission should review the parking lot use proposal and make comments. The Commission found the planned use of public streets and parking lots to be acceptable. Criterium Bike Race Community Development Director Turnblad stated that Lee Stylos has applied for an event permit on behalf of Minnesota Bicycle Festival, Inc. for the 16th annual Stillwater Criterium Race to be held June 18, 2017. As in past years, organizers are asking the City to close each street in the course and reserve Lots 16 and 17 for their exclusive use. Staff recommends approval at the standard fee of $3 per space per day for a total of $516. Motion by Commissioner Lettner, seconded by Commissioner Anderson, to approve the use of the requested parking lots and on -street parking spaces for the 16th annual Stillwater Criterium on June 18, 2017, with a fee of $516. Motion passed, 6-0. NEW BUSINESS continued Krawczeski request to reserve Lot 17 Page 3 of 4 Downtown Parking Commission April 20, 2017 Community Development Director Tumblad reported that Jennifer Krawczeski is requesting permission to reserve Lot 17 (Teddy Bear Park lot) for her wedding reception which is scheduled to occur at the Grand Ballroom on Friday, June 9, 2017. Typically, the City does not allow municipal parking lots to be reserved for private events. If the Parking Commission approved this request, the cost would be $3/space or $291. Motion by Commissioner Anderson, seconded by Commissioner Hopfe, to deny the request to reserve Lot 17 for Jennifer Krawczeski on June 9, 2017. Motion passed, 6-0. 2016 Parking Survey Mr. Tumblad stated that an inventory of existing downtown public and private parking spaces, as well as a building analysis of parking needs as required by the Zoning Code, is almost completed. It will track whether the need for, or availability of parking has increased or decreased in each area of downtown. Results will be brought to the Commission's next meeting. ELITE LS — Multi Space Meter Hardware Pay Station Housing • Housing shall be minimum 12-gauge zinc -coated cold rolled steel with a powder -coating paint that is baked on and easily cleaned. An additional anti -graffiti coating should be standard. • Housing shall be of one-piece construction. • Minimum of four anchor bolts shall be available to secure the pay station. Housing shall be marked and recognized as a parking pay station with the international logo P on at least two sides of the housing. • Solar Panel shall be an integral part of the housing. • Housing shall have illumination of customer interface including over keypads, in receipt bowls, over instruction panel (if equipped), and behind coin entry. • Housing shall be equipped with a separate permanent clock display apart from any other display. • Housing shall be equipped with indicator warning lights for maintenance or collection personnel. Lights shall be visible from a distance of at least seventy-five (75) feet. • The pay station shall be modular in construction. All major components shall be exchangeable among installed pay stations. • The pay station shall meet ADA standards for front and side reach as well as height above ground for lowest access and highest access. • The pay station meets the following standards: CE Approved, Fully RoHS compliant, and PCI, PA-DSS compliant Vandal Resistance The ELITE LS is vandal -resistant with recessed hinges. ELITE LS security includes: • Security plates surrounding the cashbox — 3mm thick armor plate • Security plate behind front of vault door — 5mm thick armor plate • Security blocks on vault door, adjacent to door lock bar — to defeat cutting discs • Various devices are inserted on doors (upper and lower) to jam it in place if crow -barred. • Doors interlink with main case to defeat leverage (does not rely on hinges). • Vault Locking bar — 6mm thick armor plate • The variable display instruction area and the customer display covers are made out of durable Makrolon® polycarbonate, which is shatter, splinter and heat resistant. It is designed for use in tough outdoor environments. An example of its wider use is in the manufacture of police riot shields • The coin return bowl is also covered by a stainless steel cover which will not allow entry into the internals of the machine. It also prevents vandals from inserting explosives. • All machines are fitted with an audible alarm of 105dB which is activated should the machine register an unauthorized entry • The ELITE LS pay station consists of a single high security 2.5mm mild hardened steel (12 gauge) (CR4) housing casework. The machines are however split internally into separate compartments for maintenance and revenue collection with no access to either compartment from another. AMANO ME AN Physical Security and Lock • Pay station shall have separate compartments for maintenance and collections. There shall be no access to the money in the cash box when the pay station is open for maintenance or collections. • Maintenance personnel shall not have access to vault when performing maintenance on pay station • Pay station shall be equipped as standard with electronic locks for both vault and maintenance compartments. • Electronic keys shall be unique to the customer. • Electronic keys shall be tracked in central server software and pay station software. • No locks shall be exposed beyond the flush mount of the cabinet. • There shall be no master keys. • Pay station shall have no access from sides or rear of machine • Pay station collections shall be made from front of machine for collection personnel safety. • Pay station shall be vandal -resistant with recessed hinges. • Pay station shall have the optional capability of additional vault security • Pay station shall have a programmable audible alarm when there is an unauthorized entry via maintenance housing or vault. • All pay station doors shall be equipped with sensors that will send a notification, in real-time, to the back -office software alerting personnel to doors being opened or closed. • Cash Status, Audit Report, Stall Reports, and Revenue Reports shall all be printable at the pay station without opening the housing door; password protection or electronic key entry to reports is mandatory. The pay station shall be equipped as standard equipment an on -board 105dB audible security alarm. If an attempt is made to enter the pay station without proper access the alarm will be activated and a report shall be sent in real time to the back office. An option shall be to have the activation of this alarm emailed to appropriate personnel. Credit Card Reader and Operation • The credit card (CC) reader shall be flush -mounted with no part of the reader protruding outside the housing and is ADA compliant for access. • The CC reader shall only partially ingest the card thereby affording the consumer control of the card at all times. • The CC reader shall accept and process Visa, MasterCard, Amex, Diner's Card, Discover or any credit cards accepted by the owner and its processor. • The pay station shall have the capability to accept smart cards in the same card slot as credit cards. • The pay station shall have the capability to recharge smart cards in the same reader. • The CC reader system conforms to ISO 7810/7811 and ISO 7816. • The CC reader authorization is conducted online and in real time (no batch processing, no credit card data stored in unit). • Credit card management hardware and software is CISP certified • Central Management system hardware and software meets PA-DSS (Payment Application Data Security Standard) and PCI-DSS requirements as defined by the PCI Security Standards Council. Power Operation and Recharging System • The pay station shall operate on battery power with a MAINS recharging system for the battery. • A battery voltage check system shall be integrated into the pay station housing and the voltage of the battery must be determined in less than five seconds either by accessing the pay station or by reviewing updates over the Internet. • The battery shall have the ability to power all aspects of the pay station from a coin only operation to a fully equipped pay station with coins, cards, bills, display, contactless reader, and two printers. • The pay station shall have the ability of printing 5,000 tickets on a fully -charged battery without recharging • The battery storage area shall be sufficiently large to allow for ease of servicing. • The pay station shall operate on 120VAC Mains. AC Mains recharges the battery that operates the pay station. An AC Mains powered pay station shall also be equipped with a heater as standard equipment. • The 12VDC battery shall be sealed and require no maintenance. • The pay station shall be equipped with an on board heater if supplied with AC power. CPU • The CPU shall be specifically designed for operation with the pay station. • The CPU shall be designed, built and supported by the manufacturer. • The CPU shall contain flash memory that can record a minimum of 10,000 transactions to allow data to be preserved when power has been removed. • The CPU shall not require a battery backup to preserve memory. • The pay station shall use an industry standard operating system. • The pay station shall be able to automatically adjust its internal clock for Daylight Saving Time changes. • The pay station software shall be configurable to support multiple languages. LCD Display • The pay station shall have at a minimum a high contrast monochrome LCD screen that is easy to read in various lighting conditions. Display is backlit and will adjust automatically in various lighting conditions. • Resolution shall be at a minimum QVGA (320x240) - 5.7 inches' diagonal. • Fully programmable soft keys shall be used to make selections based on instructions on display. • Programmable softkeys shall be backlit with LED's for ease of use in low light conditions. • Customer shall have an option to choose the type of tariff first before entering into the transaction mode (if multiple tariffs are available). • The display and soft keys are used to select options rather than a redundant keypad in the pay and display mode. • All instructions and rates are to be provided through the LCD display. Additional signage in a replaceable format is required for advertising or additional instructions. The solar panel has been shaped to shed water away from the front of the pay station. There are also drain holes at the base of the panel that shed water to the sides of the meter. The top of the meter also has 1" overhang that provides a cover over the face of the meter in case water does drip down the face of the meter. The display, keypads, and softkeys are all designed to be weather resistant. The ticket slot(s) is covered with a sliding plastic door(s) that thwarts water and dust intrusion. The card reader is designed to send water below the reader and out via drains. The bill acceptor has been designed with a bezel that sheds water below the bill so that when a customer inserts a bill the water is not carried into the validator. The coin chute is recessed into the face of the front panel and shaped to shunt water out and not into the cabinet. The maintenance and vault doors are designed so that they warp around the cabinet. This design provides a method that directs water away from the interior and directs it down and out. All of the doors (maintenance, vault and electrical) are also fitted with rubber gaskets to prevent water and dust infiltration. The main display, the clock display, the keypad, the instruction panel, the card reader, and the bill acceptor are all fitted with gaskets to prevent water ingress. Interpon Easy Clean is recommended for use where resistance to graffiti is required. Typical end utilizations include: train, tram and bus components, bus shelters, telephone boxes, school furniture and play equipment, outdoor park and street furniture, garden furniture, road signs, fencing and public buildings. Chemical resistance: Generally, very good resistance to acids, alkalis and oils at normal temperatures. The majority of glues will be able to be removed from using the specified cleaning methods. ELITE LS standard color is Jet Black. The ELITE LS is compatible with streetscape appearances and blends in aesthetically. Other standard colors are Ruby Red, Basalt Grey, Mid -Brunswick Green, or Ultra -Marine Blue. WebASLAN Overview: (Back Office) The webASLAN communication system is a complete suite of services based on a unique IT platform developed and supported by Metric. In developing webASLAN, our goal was to provide our customers with a high -end, extremely powerful parking management tool that was also flexible and very user- friendly. WebASLAN is installed on a dedicated central server in our own facility. It is hosted by Metric at the Mount Laurel, NJ facility with a dedicated staff. The server communicates directly with the pay stations 24 hours a day, 7 days per week, and 365 days a year. The services provided by webASLAN include supervision of the network of pay stations, a library of standard reports including financial, statistical, and alarms and coin, credit card, smart card and cash collection audit information. The system has been designed based on high -end solutions that utilize standard communications protocols. The communication standards for the pay stations are GPRS/GSM, CDMA or LAN. The information communicated by the pay stations is redirected through the Internet, PSTN or local cellular networks. Thanks to this approach, Metric can provide a cost-effective service to virtually all of our customers throughout the world with the same level of performance and quality. Metric has invested in excess of twenty-four years developing the webASLAN platform. Any specific custom requirement (permanent report or occasional request) can be proposed separately. Web: The features of the webASLAN alarms/events/space alerts and statistics are incorporated into one single web application. The user can find everything in one single interface without the need to switch applications. To access the applications, it is not necessary to install client software at each location where a user wants to perform their duties on webASLAN. The only requirement is that Internet Explorer or another compatible browser is available. Clients do not have to be PC -based to view information. Mobile devices can be used as well to access the Internet and the webASLAN interface. Alarms provide real time monitoring features and communication options to Metric's range of pay stations. The web interface allows the user to perform functions directly from the pay station details provided in the status viewer making it easy to navigate the system. With the reporting engine, reports can be generated in many formats, examples being Excel, PDF, XML, HTML and CSV. This allows the viewer to utilize the system data in many ways. Where customers need require additional reports, Metric, third parties or even internal staff can develop these new templates and add them to the system with ease. Desktop tools (e.g. Microsoft Excel) can be used to perform automated reconciliation from transaction lists. Data can also be transferred to external databases. The webASLAN software supports export of financial and activity data to EXCEL, PDF, CSV, XML or HTML formats as well as to external databases. WebASLAN includes over 25 standard reports. The City can easily format its own reports. The webASLAN system can be accessed using the Explorer browser on Windows XP or Windows 7 operating systems, or on a Chrome browser or a Mozilla browser. The database is Windows 7 and Windows XP compliant. The software compiles reports for all transactions by revenue, events (including maintenance events) and space usage. Next, these databases are part of a Daily Full backup to an external Tape Drive which is driven by Symantec Backup Exec. These tapes are stored in a fireproof vault. Also, each customer VPC is stored in two directories, one on the Application server and a second on an external hard drive. These VPC files stored on the Application server are included in the Daily Full backup to the external Tape Drive. The second copy of VPCs is backed up to the external hard drive once a month. Each of these servers is monitored with a dedicated PC that sends emails alarms when any VPC or critical system operation fails. Support is provided by a team of Microsoft Certified Administrators and Metric Group Engineers in the USA and the UK. We are alerted immediately should a failure or crisis occur. A similar survey was conducted in 1996, but little research has been done since. Given increasing demand for parking Downtown, this most recent study was undertaken in an effort to clarify the amount of additional parking needed and identify possible methods of increasing parking capacity. The survey uses data from 2016, so it provides a look at how parking demand has changed over the past 20 years. 1996 Parking Study: The 1996 parking study was used as a model for the 2016 survey. Total available parking grew by approximately 59.8% (2,419 spaces to 3,866 spaces), while total required parking increased by only 28.3% (4,235 spaces to 5,436 spaces). This results in a decrease of 13.6% (1,816 spaces to 1,569 spaces) in the total parking deficit. Districts 6, 7, and 8 currently have a sufficient number of parking spots available, but there is still a significant deficit of available parking spaces in Districts 1, 2, and 3. District 1 has 530 of its required 1160 spaces, which puts it at only 45.7% of its required number of spaces, District 2 has 620 of 1074 (57.7%), and District 3 has 198 of 823 (24.1%). Downtown Parking Study May 18, 2017 Page 5 Future parking facilities should be located to create maximum relief for the districts with the most significant deficit. The results of this study suggest that a new municipal parking ramp or other parking facility would be most effective if located in Districts 1, 2, or 3. ,Due to the nature of the City Zoning Ordinance's parking requirements, not all required spaces will be in demand at a given time, so it is expected that the parking deficits found in these studies are slightly exaggerated.
