HomeMy WebLinkAbout1971-11-18 CPC MIN Special MINUTES OF PLANNING AND ZONING COMMISSION CITY OF STILLAIATER Special Meeting - November 18, 1971 Present: Also Present: Duane Arndt, Chairman Ray Marshall Sidney Wihren Milt Dale Arthur Raduenz, Jr. Members of the Planning Commission of Jack Shelton the Township of Stillwater Fred Kalinoff Richard Balfanz Harold Hohlt Melvin Friedrich John Condon The meeting was called to order by Chairman Arndt. A motion was made by Condon, seconded by Balfanz that the Planning Commission recommend that the Flood Plain Ordinance be passed as is, subject to any changes that may be made at the next regular meeting of December 6, 1971. Unanimously carried. A motion was made by Raduenz, seconded by Friedrich that the Planning Commission recommend concept approval of the plans shown it by Milt Dale for downtown Stillwater, and recommend further details be worked up. Unanimously Carried. A motion was made by Raduenz, seconded by Balfanz that the Planning Commission give concept approval of the site under discussion to Erickson Diversified Co, as a service station, subject to its being capable of being worked into the plans mentioned in the motion above. Unanimously carried. A joint meeting of the Planning and Zoning Commission of the City of Stillwater and the Planning Commission of the Township of Stillwater commenced. It was suggested that at this meeting the two bodies set down some ground rules on which they can agree to work together in terms of future planning, and also some fairly fixed, concrete proposals having to do with meetings and costs. Since many questions were being raised regarding the Wildpines development, Chairman Arndt gave the background from the time the original proposal was brought to the Planning Commission to the present time. Discussion followed on growth patterns for the east central portion of Washington County. An article called "Tale of Two Towns: What people can do to slow down land gobbling" from The Christian Science Monitor was shown. Discussion followed regarding planning developments and the areas where the growth should be and preservation of open space. It was stated that a comprehensive plan should be drawn by the entire area, including all communities, we are the last adjacent area to the core cities of :°inneapolis and St. Paul to be developed. Discussion covered involving Bayport, Baytown, Oak Park Heights, Stillwater Township, Stillwater in:meetings concerning planning for the area. On December 6, 1971 there will be a regular meeting of the Stillwater Planning Commission and on December 9, 1971. there will be a joint meeting of the Stillwater Planning Commission and the Stillwater Toyrns'.nip Planning Commission for the'purpose of setting down specific planning proposals. An agenda will be worked out. A motion was made to adjourn. Carried unanimously.
