Re-Naming of Streets in Stillwater A motion was made by Loh1t, seconded by Zoller that the.-Planning and Zoning Commission recommend that all. streets located with the City of Stillwater South of Orleans and last of Fourth shall be renamed to conform to the Washington County Street name and numbering system. Motion Carried. Discussion of the Wetlands Ordinance. A copy of the Wetlands Ordinance ;rill be forwarcad to Bill Schwab for him to look over and make any recommendations necessary. Motion Carried. , August 21, 1972 STATE OF MINNESOTA CITY OF STILLWATER COUNTY OF WASHINGTON PLANNING AND ZONING COMMISSION In re: Request by Post Office FINDINGS OF FACT to use City property. That the proposed property is currently lY owned by the City Yof Stillwater and is vacant, unimproved property. 2. This site, due to its location, is not a likely development site of commercial value within the forseeable future. 3. That the Post Office is experiencing increased employment and must provide necessary parking for its employees and customers, and that the site is readily available. 'i 4. That the U.S. Government will improve said property for purposes of parking facilities and is agreeable to providing screening to improve its visual aspects. THEREFORE, The Planning and Zoning Commission of the City of Stillwater ' conceptually approves the leasing of certain property owned by the City of Stillwater to the Post Office Department subject to: 1. That the lease not be in excess of fifteen (15) years and be completely renegotiable at this point in time (the original request would virtually remove the property from the market and give it to the Port Office Department for a period of forty-five (45) years if the terms originally proposed by the Post Office Department were accepted). j 2. That the Post Office Department agrees to pay to -the City of Stillwater the sum of Six Hundred Dollars ($600.00) per annum as ground rent for said property. 3. That the U.S. Post Office bear the expense of any improvements for purposes of parking and provide screening suitable to the City for purposes of aesthetics. 1 4. That the matter be resubmitted to the Planning Commission for final recommendations in respect. to final improvements and site screening prior to a the execution of any lease. Dated: August 21, 1972. Duane Arndt, Chairman Planning and Zoning Commission MEMORANDUM Tot Members of the Stillwater City Council From: Duane Arndt, Chairman, Planning and Zoning Commission The matter of the Orrin Thompson plat dealing with Outlot B came before the Planning and Zoning Commission for consideration. The Planning and Zoning Commission wishes to impress on the City Council that this change by Orrin Thompson will result in a reduced density in use of the land in question. However, the Planning Commission wishes to call to the attention of the Council that this change will alter the development area from that which was originally presented to the City Council and the Planning Commission. Specifically, the entire development area, previously known as Wildpines and now being called Croixwood, was postulated as an entire area development concept, including certain designated open spaces, and with specific provision for certain types of land use, namely townhouses. The original plan, as presented originally by Steindorf and Fierke, projected that on the townhouse sites housing would be clustered, leaving very substantial portions of the townhouse sites open and available for visual and recreational open space for the people living in the develop- ment area. The change in proposed development for Outlot B, one of the townhouse sites, will substantially change the visual and in all probability the recreational usage of the property. Specifically, Outlot B, if developed in the manner originally projected, would have been essentially a substantial open area despite the townhouse development in an area of otherwise single family dwellings. It is the belief of the Planning Commission that this change, if continued in further development and if no adjustments are made in the development plan of Orrin Thompson, could ultimately cause a "strip!": development to result from the development occurring in the area. The reduction in density, while in and of itself undesirable, will not necessarily improve the visual and desired land use of the property. It may increase the number, of children in the area with no net improvement in the school tax situation. The Planning Commission did vote on a motion in respect to approval of the preliminary plat. The chairman, in this case, chose to vote on the issue to cause the issue to fail. It is the chairman's opinion that the matter should be given further consideration by the Planning Commission, and consideration should be given to requiring the developer at this point to make a firm commitment with the City in respect to his development plans since the changes on a piecemeal basis could change the overall development concept as originally visualized and approved. It might be desirable in regard to this proposed change to require the developer to provide additional open space in the vicinity of this area to compensate for the change in the visual appearance of the area. It should also be pointed out that the original development proposal with rrsapect -to townhouses wal.; viewed by the Planning Commission as one method by which tho City of Stillwater could attempt to make available to people housing at low capital cost in comparison to normal .single family dwellings. This change in plan may deprive the City of this hype of housing at an early date.
