It was decided to wait until the next meeting to approve the minutes of the last meeting. Shelter Development Corporation Representatives of Shelter appeared. Discussion included the following: Is there a need for this type of housing? It is possible that many people would not be in favor of -this type of housing because as taxpayers they would have to pay the bill for schools. As a City we have the responsibility to provide housing for those people who need help and for those people who have ;nen in the prison. Is this 236 replacement or supplemental housing? Do we have a responsibility to provide replacement housing so these people can move to better homes? Then will the^homes (substandard perhaps) be reoccupied by people from the urban area? Will this just bring the problem back to us by moving more people into the vacated homes that will need better homes? There would be on staff a social worker two to three days a week for this housing at no cost to the City. As income raises, people are not asked to leave, but are allowed to continue to live there at full rent. Apartments are also available to other people at market rate. They are of the quality that would compete with the going rate. 11 of the 56 units would be maximum subsidized. $4,800 a year for life of the project is escrowed for replacement. Copies of the Management Agreement and Management Plan left with Commission to be sent out to members. The matter a was tabled until the next meeting so that the members could review the agreements. The decision should be made no later than July 1st. Herbert Balfanz - 814 West Rice Street - request for variance. A motion was made by , Hohlt, seconded by Shelton that the variance be granted. Motion carried. Zoller abstains, Arndt opposed. Orrin Thompson - Croixwood, First Addition A motion was made by Zoller, seconded by Hohlt that the Planning Commission recommend to the City Council that the final plat of Croixwood, FirstAddition be approved with the following requirements: put sidewalks on all through streets, Outlot C be provided with paving to provide an eight foot strip, and that the developer conform to the State Law in respect to construction of curbs and gutters to facilitate use by the physically handicapped. It is understood that the sidewalk provisions will not apply to the perimeter of Outlot B until the townhouse scheme is presented. Unanimously carried. Discussion of a possible "Wetlands" Ordinance was tabled to the next meeting. June 5, 1972 Page Two There was discussion of Auto Repair Garages operating in Stillwater in possible violation of the Zoning Ordinance. It was requested that a list be prepared of all those people operating in violation of the zoning ordinance. It was discussed khat Mr. Peaslee is in violation of his special use permit and a letter has been sent to him informing him of this fact. He indicated he would comply. Council should be instructed to send him a letter saying that he has until August 1st to comply. A motion was made by Balfanz' seconded by Zoller that the meeting adjourn. Unanimously carried. June 6, 9.972 STATE OF MINNESOTA CITY OF STILL4ATER COUNTY OF WASHINGTON PLANNING AND ZONING COM14ISSION --------------------------------- In re: Croixwood First Addition - FINDINGS OF FACT Request for Final Approval of and Subdivision Plat RLCOMADaNDATION --------------------------------- The Planning and Zoning Commission of the City of Stillwater, upon the request of U. S. Homes Corp. for Final Approval of the Plat for Croixwood First Addition (said request having been duly filed and upon the calendar, came on for hearing on May 22, 1972 and June 5, 19720) on hearing the evidence presented and being duly advised, makes the following Findings: 1. The final plat for Croixwood First Addition as presented is in general conformity with the conceptual plan previously presented to the Planning and Zoning Commission and City CouncilA and which was the basis for approval of the final plat of Vildpines First Addition. 2. That subsequent to the presentation of the conceptual plan by the developer, the Council, upon the recommendation of the Planning and Zoning Commission, repealed the pre-existing Subdivision Ordinance and substituted the present Subdivision Ordinance. 3. The developer requests approval of the plat without the requirement of providing sidewalks as required under the present subdivision Ordinance. 4•. The Planning Commission, having given great consideration to the considerations the developer articulated as being pertinent to granting an _ exception from the present Subdivision requirement in respect to sidewalks finds: a) The rationale behind the Subdivision requirement of sidewalks, namely getting children off the streets, has been demonstrated in several recent accidents that have occurred within the City of G Stillwater involving; young children and vechiles where the children were playing on streets where sidewalks did not exist. b) Granting an exception to the just recently enacted Subdivision Ordinance will render it very difficult for the Planning and Zoning Commission and City Council to not grant similar exceptions at any time a developer requests such an exception on the argument that it costs too much. c) There are in the present Plat through streets that give significant indication of carrying significant amounts of traffic supporting the need for sidewalks. Croixwood First Addition Findings of Fact Page Two THEREFORE, the Planning and Zoning Commission recommends that the City Council grant final approval to Croixwood First Addition subject to the following: 1. That the developer in fact place sidewalks on all through streets which specifically herein would be all streets that do no dead end or are cul-de-sacqued.. 2. That Outlot C be provided with paving to provide an eight (8) foot strip for pedestrian traffic. 3. That the sidewalk provisions be specifically excepted from the perimeter of Outlot B until such time as the developer presents a townhouse development scheme. 4.
