Concerned local businessmen in attendance: Bill Powell, Ear Hicks, Lyle Anderson,
Dick Jeans., Bob Thompson, Jack Hooley, and k1r. and firs. J. Perkel.
Purpose of the meeting: Parking Impact and a Petition for the Bypass by the Doi-intoTim
Stillwater Business District to have "Concept Approval" by the Planning Commission.
1.1artin Hanson requested County Planner, Bill Schwab, to appear at the next Planning
Commission meeting, September 13th to discuss our comprehensive plan.
Considerable discussion on the Petition and Bypass going by the NSP Plant. Also
was noted on the vlest side of the RR track may possibly come under Wild River .Pro-
tection (DIT11) and may require a special permit. This problem may be the Highway
Dept. However.9 this will be checked out further by the Downtown Businessmen.
Chairman stated "we do not want to cut off the road leading to Lowell Park". Consensus
of the Downto-vm Business people to agree on the Bypass and any acquisition of RR
property to be handled by the City of Stillwater.
Bill Powell stated that the loss of seventy (70) parking meters created by a Bypass
is a great concern of the Downtown Business people because they paid 1/2 of the exist-
ing meters and is unfair to these merchants. If new business' come in, it will
create additional parking problems - and the Planning Commission should work out
additional parking.
Jack Shelton stated they will be loosing approx. 120 parking meters with the sale of
property. Namely: #1 - old bus ; garage lot (approx. 50) and #2 - about 70 for the
Bypass. Discussions followed on the possibility of acquiring new parking meter space.
A comprehensive plan will not solve the problem - but a detailed plan should be
worked out at once.
Suggested t1lat the Planning Commission recommend to the council to have a couple of
planners and/or parking consultants to r=ive us recommendations on the parking problems
facing the merchants in the downtown area. The Business Merchants present, Bob
Thompson, spokesman, asked if the Downtowm Business people could hire their own
consultant! It was agreed this should not pose any problem. One possibility would
be to contact Don Harstad, who has done previous work on our meters in the downtown
area.
Further suggested a recommendation be made to the council on a moratorium against
Peter Hall' and McGuire's proper-by until- this consultant is through with his study.
(111oratorium action due to the fact the City will be loosing 120 parking meters which
they are required to replace).
Recommendations adopted by the Planning Commission were: "I. Jeff Zoller, so move
the Pianning Commission recommend to the City Council to initiate a ninety (90) day
moratorium on all applications for issuing building permits in the central business
district so that the Planning Commission can review and revise all existing ordinances
concerning development in downtown Stillwater due to the following recent developments:
1. Loss of parking due to the sale of the Auditorium parking lot
2. Potential loss of parking due to the potential Bypass
3. Recent proposals for new development in downtown Stillwater
For these reasons, the Planniq-, Commission recommends this moratorium."
Notion seconded by Chris Madsen - all approved.

Fianning Commission Meeting
Jack Shelton made the motion that the Planning Commission support the Bypass and
geographic location and will not make any specific recommendations until a later date.
Seconded by Russ Meister
Recommendation was made by Ron Kiel that the City take whatever steps necessary to
secure proposals for parking consultant - however, that the consultant not be retaire d
until requested by the Planning Commission. Seconded by Jeff Zoller.
Meeting was adjourned.
